The meeting was called to order at 5:30 p.m.

4. STUDY SESSION
a. Hold Study Session and Receive the City Manager's Recommended Operating and Capital Improvement Program (CIP) Budget for Fiscal Year 2023-24 Interim City Manager Alex D. McIntyre presented the item to the City Council and answered questions .

Police Chief Ryan Johansen answered questions .
Human Resources Director Cora Dino answered questions.
Fire Chief Ari Delay answered questions .
CityNet Services Director Sandeep Krishnamurthy answered questions .
