RE: Concerns Regarding Inadequate Parking in Proposed Dispensary Locations (197 EI Camino Real and 115 EI Camino Real)
Dear Mayor and Councilmembers,
Thank you for the opportunity to provide comment as the City contemplates the issuance of a cannabis retail license in our community. By way of background, I represent the property at 120-124 EI Camino Real and I spent several months engaged in discussions with a number of cannabis operators seeking to locate at this property. In doing my due diligence, I ultimately selected embarc for a variety of reasons, including, as examples, their exemplary track record both in Redwood City and throughout the region, and the extensive efforts they had already undertaken to engage with dozens of community members to destigmatize their proposed use.

Critical to these initial discussions with all potential operators was that 120-124 EI Camino Real was one of only a few within this commercial corridor that I believe will satisfy municipal parking requirements, which is critical to both the entitlement process and to successful operations. After reviewing the staff report, it appears that of the three locations under consideration, only the property I represent may comply with these provisions. I briefly share this analysis below.

Specifically, I am writing to express my strong concerns regarding the proposed dispensary locations at 197 EI Camino Real and 115 EI Camino Real in San Bruno. The inadequate parking provisions in both of these proposed locations, as per the updated parking standard outlined in Resolution 202-13, are a matter of considerable concern for our community.

As outlined in the San Bruno municipal code, Section 12.100, off-street parking is a critical aspect of any deve(opment, especially in the context of a dispensary which is likely to attract a significant number of visitors. I would like to draw your attention to the fact that both of the proposed locations fall drastically short of meeting the city's parking requirements, having either no spaces (197 EI Camino Real) or a maximum of three spaces (115 EI Camino Real).

Resolution 2020-13 was put in place to ensure that development projects align with the broader objectives of the General Plan, transit corridors plan, and other applicable specific plans. It is evident that the proposed dispensary locations fail to fulfill the following key requirements:
a. Alignment with Development Standards: The off-street parking supply should conform with the goals and policies of the General Plan and other relevant plans. The proposed locations' lack of parking facilities contradicts these objectives, potentially causing congestion and disruption to the surrounding areas.
b. Adequacy to Meet Demand: The limited number of parking spaces proposed at 115 El Camino Real and the complete absence of parking at 197 EI Camino Real clearly do not align with the anticipated demand for the proposed dispensary land uses. This oversight can lead to unnecessary strain on available parking resources in the vicinity. c. Site Access and Utilities: Adequate site access and availability of public utilities and services are essential for any development. These proposed locations' insufficient parking provisions raise concerns about whether the sites can accommodate the expected influx of visitors without negatively impacting neighboring properties and access to essential services. d. Public Health and Safety: The lack of appropriate parking facilities can have serious implications for public health and safety. Congested parking situations can lead to traffic hazards, reduced emergency access, and increased pollution, thereby endangering the well- being of both visitors and residents.
e. Compatibility with Surrounding Area: Both the proposed locations' inability to provide sufficient parking and their potential to exacerbate parking-related issues are fundamentally incompatible with the existing and planned land use character of the surrounding area. These issues can adversely affect the local community's quality of life.

In light of the above, I urge the City Council to reconsider the suitability of these proposed dispensary locations in light of their inability to meet the city's parking requirements as stipulated in the San Bruno municipal code. It is my opinion that, given the intensity of the dispensary land use, it is highly unlikely that a parking demand study by a qualified transportation consultant will demonstrate compliance with the key findings mentioned earlier.

Selecting locations that are already in violation of parking standards for a retail storefront dispensary is not a prudent decision, and I implore the City Council to prioritize the well-being and safety of the community by choosing the alternative location that aligns with the city's parking requirements and broader development goals.

Thank you for your attention to this matter.

Sincerely,
Dear San Bruno Councilmembers and Staff,
Thank you for the opportunity to provide public comment on the City's effort to bring retail CannabiS tO San Brunoa AS a neighborin San Brunoi I haVe a Vented IntereSt in getting thiS right in our neighborhood - and by extension, for our community at-large. After learning more about retail cannabis and getting to know Embarc, I am writing in support of their application to operate a legal cannabis dispensary at 120-124 EI Camino Real in San Bruno, With the opportunity to bring retail cannabis to San Bruno, it is incumbent that we select a operator who will meaningfutly integrate into - and ultimately benefit - our community. It also presents an opportunity for significant local investment, both into our local workforce and in providing benefits to community priorities like neighborhood beautification.

Embarc is a proven cannabis operator with a track record of delivering on their promises. Their stores are safe, secure and attractive and they have done the work of creating a Community Advisory Board that is reflective of our values and will ensure the monetary benefits of legal cannabis are feltin our community. Embarc has engaged their neighbors - introducing themselves, explaining their business and answering questions. They've shared their plans for supporting the neighborhood both through increased commerce and as an engaged community steward committed to leading by example in how thoughtful community benefit funding can support our neighborhood priorities.

Dear Honorable Mayor and Clty Councilmembers,
As a Sap Bruno resident and engaged stakeholder in our communlty for decades, I am wrltlng to express my full support for Bobby Petrini and the Embarc application. There is no one I trust more to operate a cannabls business In our community than Bobby, and no operator I am more enthused may serve our community than Embarc.

I appreciate that our City has taken a slow and deliberate approach to cannabis llcense Issuance, and am appreciative that we are contemplating measured implementation to ensure we get this right, As someone who has spenttheir life loving our community, It is critical to me that we select an operator who understands and has engaged with our community in an authentic and transparent way, Bobby and his team have done just that. 1 have known the Petrini family for decades and have watched Bobby grow from a young boy Into the man he is today - one who saved 4 elderly people amid our community's horrlfic PG&E plpellne explosion. Bobby demonstrated unparalleled character that night, and it Is a testament to him and his family, Their deep local roots and mu)tl-generational entrepreneurshlp in our region are exactly the type of locallsm we want associated with this new business, Bobby's team have a demonstrated track record of opening quickly and of generating real benefits for the community. I know he will execute the same way here. It is important that we select operators that have proven thelr ability open swiftly as Embarc has in the neighborlng communlty of Redwood City.

Bobby and Embarc share our values and commitment to delivering meaningful community benefits to Our community. They have a demonstrated track record of appropriately and sensitively supporting Impactful youth drug prevention and education programs wlth trusted youth partners. They have created a Community Advisory Board of trusted San Bruno leaders that will direct their community benefit fundlng on a quarterly basis and In perpetuity of this (icense. This ensures accountability and transparency in their operations, Thls Is the type of approach and commitment to the betterment of our community that will benefit our community forthe lifetime ofthis business,
I support Bobby Petrini and the Embarc team as I know that they will take this opportunity to Integrate a legal carinabis business into a meaningful partnership with our community, I respectfully urge our Council to support Bobby Petrinl and Embarc's application to serve the San Bruno community,

Dear Honorable Mayor and City Councilmembers,
As a San Bruno resident and engaged stakeholder in our community for decades, I am writing to express my full support for Bobby Petrini and the Embarc application, There is no one I trust more to operate a cannabis business in our community than Bobby, and no operator I am more enthused may serve our community than Embarc.

I appreciate that our City has taken a slow and deliberate approach to cannabis license issuance, and am appreciative that we are contemplating measured implementation to ensure we get this right. As someone who has spent their life loving our community, it is critical to me that we select an operator who understands and has engaged with our community in an authentic and transparent way. Bobby and his team have done just that.

I have known the Petrini family for decades and have watched Bobby grow from a young boy into the man he is today - one who saved 4 elderly people amid our community's horrific PG&E pipeline explosion. Bobby demonstrated unparalleled characterthat night, and it is a testament to him and his family. Their deep local roots and multi-Benerational entrepreneurship in our region are exactly the type of localism we want associated with this new business.

Bobby's team have a demonstrated track record of opening quickly and of generating real benefits for the community. I know he will execute the same way here. It is important that we select operators that have proven their ability open swiftly as Embarc has in the neighboring community of Redwood City.

Bobby and Embarc share our values and commitment to delivering meaningful community benefits to our community. They have a demonstrated track record of appropriately and sensitively supporting impactful youth drug prevention and education programs with trusted youth partners. They have created a Community Advisory Board of trusted San Bruno leaders that will direct their community benefit funding on a quarterly basis and in perpetuity of this license. This ensures accountability and transparency in their operations. This is the type of approach and commitment to the betterment of our community that will benefit our community for the lifetime of this business.

I support Bobby Petrini and the Embarc team as I know that they will take this opportunity to integrate a legal cannabis business into a meaningful partnership with our community.

I respectfully urge our Council to support Bobby Petrini and Embarc's application to serve the San Bruno community.

Thank you.

Sincerely,
Dear San Bruno Councilmembers and Staff,
Thank you for the opportunity to provide public comment on the City's effort to bring retail cannabis to San Bruno. As a neighbor in San Bruno, 1 have a vested interest in getting this right in our neighborhood - and by extension, for our community at-large. After learning more about retail cannabisand getting to know Ernbarc, lam writing in support oftheirapplication to operate a legal gnnabis dispensary at 120-124 EI Camino Real in San Bruno.

With the opportunity to brin@ retail cannabis to San Bruno, it is incumbent that we select a operator who will meaningfully integrate Into - and ultimately benefit - our community. Legal cannabis operations drive significant tax revenues that can be used to address issues in our neighborhoods from streets and sidewalks to supporting programs and services for our residents. It also presents an opportunity for significant local investment, both into our local workforce and in providing benefits to community priorities like neighborhood beautification.

Embarc is a proven cannabis operator with a track record of delivering on their promises. Their stores are safe, secure and attractive and they have done the work of creating a Community Advisory Board that is reflective of our values and will ensure the monetary benefits of legal cannabis are felt in our community. Embarc has engaged their neighbors - introducing themselves, explaining their business and answering questions. They've shared their plans for supporting the neighborhood both through increased commerce and as an engaged community steward committed to leading by example in how thoughtful community benefit funding can support our neighborhood priorities.

Not only will this business bringconsumers and reinvestmentto an area that has been underserved, but it is being done in a responsible and thoughtful manner to preserve the safety of our residents,
I support Embarc's application and hope that you will, too.

•Stereotypical portrayal and misrepresentation in mainstream media – Namaste, Idol Worship, Holy Cow
• https://twitter.com/TaylorRMarshall/status/1687090477688823808 •Rutgers University titled “Anti-Hindu Disinformation” details how hate messages in social media translate into real life threats for people of the Hindu faith;
• https://www.rutgers.edu/news/rutgers-report-finds-increase-anti-hindu-disinformation Bills like SB-403 in California are causing an existential crisis for Hindus in America
33 What is SB403?
• Senate Bill being introduced by Senator Aisha Wahab
to include caste as a protected category in the civil rights bill • Passed Senate Judiciary committee, Senate Appropriations Committee and Assembly Appropriations committee
• Will be presented to the Senate Assembly floor in September. Will become law once Governor Newsom signs it
Existing Unruh Civil Rights Bill covers race, gender. ethnicity, national origin, etc. Caste is unconstitutional, NOT facially neutral.

SB 403 IS UNNECESSARY per DA Jeff Rosen
44 What are the issues with SB403?
• Caste does not have a scientifically agreed upon or universally accepted definition. SB403 is attempting to define caste as an “inherited status”, “one’s perceived position” in a socio-economic hierarchical system
• With ZERO evidence, Sen. Wahab claims “rampant” rapes, murders, human trafficking and other atrocities as reasons to include caste as a protected category
California Civil Rights Department (CRD) withdrew its case against Cisco. CRD defines caste as a part of Hinduism. The Santa Clara Superior Court threw its case out, but lawmakers are still pushing it. 55 What are the issues with SB403?
• America has no knowledge of caste. Textbooks, dictionaries, search engines are full of misinformation
• Caste has an implicit, associative bias with Hinduism. All Hindus stand guilty of practicing caste. A clear violation of our rights. • SB403’s sponsor is a known anti-Hindu hatemonger and for- profit business Equality Labs, which stands to benefit by selling its “caste training”
• Hindu Americans will be racially profiled and harassed. Hindu American children will face generational trauma, violence, bullying and harassment
SB403 is a SCAM targeting the micro-minority community of Hindu Americans
66 What we need from you
• Protection from racist bills like SB403. Condemn it, help us stop it from becoming law
• Take a firm stance against Hinduphobia and express it strongly in the form of resolutions and praclamations
• Stand with us, hear our voices, support us so we can live a life of dignity and honor
SAVE OUR CHILDREN from the generational TRAUMA of
Caste, a non-issue in America
77 Thank You!
