The meeting was called to order at 5:31 pm.
2 . ROLL CALL
Councilmembers Alvarez, M. Medina, Salazar, Vice Mayor Hamilton, and Mayor R. Medina were all present.

Commissioners Johnson, Kuhn, Lethin, Vice Chair Durazo, and Chair Madden were all present. Commissioner Biasotti arrived at 5:41 pm. Commissioner Harman was absent with prior notice.

No members of the public wished to speak under Public Comment.
STUDY SESSION
a. Conduct Joint City Council and Planning Commission Study Session and Provide Direction Regarding the Sixth Cycle (2023-2031) Housing Element Certification and Implementation
Community Development Director Gilli presented the item to the City Council and Planning Commission and answered questions.
Member of the public Nicholas - asked why most of the housing is being built in low resource neighborhoods and not so much in higher resource areas.
