ECT: Appointment of Vice Mayor to Serve a One-Year Term BACKG
ROUND:
The Ci
ty of San Bruno confirms the appointment of Vice Mayor on an annual basis during the first regular meeting in December. The selection of Vice Mayor is made based on San Bruno Municipal Code Section 2.04.110 “Selection of Vice Mayor”, which reads as follows:
A. At such meeting, the city council, after the installation of the newly elected officers, shall select one of its members as mayor pro tempore. The mayor pro tempore shall be known as the vice mayor. The vice mayor shall serve as such for a period of one year until the first regular meeting of the city council, of the same month in the following year. At such meeting, a new vice mayor shall be selected for a one-year period terminating on the Tuesday next succeeding the general municipal election of the following year.
B. The city council will provide for a rotation process that gives each council member an opportunity to hold the office of vice mayor. The rotation schedule for the position of vice mayor will be ranked by time of service on the council, with the longest serving member at the top of the rotation and the newest member at the bottom. Newly elected members will be added to the bottom of the list. If more than one newly elected member is added, the names will be added in an order determined by a random means of selection. As each member completes his or her rotation, or if a council member declines appointment, he or she will move to the bottom of the rotation after the newly elected members. Re-elected council members will be placed on the rotation based on all prior years of service.
Based on the requirements set forth by the Municipal Code section detailed above, the longest serving member at the top of the rotation is Councilmember Michael Salazar.

SUBJECT: Receive Report and Confirm Appointment of City Councilmembers to Serve as Representatives and Alternates to San Mateo County Agencies and Other Regional Bodies
BACKGROUND:
Each calendar year, the San Bruno City Council confirms assignment of individual Councilmembers to serve as representatives to San Mateo County agencies and other regional bodies.
DISCUSSION:
As representatives on the governing board of San Mateo County public agencies and other regional boards, City Councilmembers actively participate in the formation of local policy and implementation of projects that have a region/county wide impact.
The attached matrix shows all of the county and regional agencies to which the City has an assigned representative. Some of the regional agency assignments are not made directly at the City’s discretion. These non-San Bruno appointed positions are listed separately in the attachment.
San Bruno Municipal Code section 2.04.120(A) calls for the Mayor to make all appointments to and removals from Commissions, Boards and Committees, subject to the approval of the City Council. As such, staff communicated with the Mayor, and potential appointees shown in the ”2024 Proposed Representative(s)” section of the matrix, were provided by the Mayor.

There is no fiscal impact.
