14 RECOMMENDATION
15 RECOMMENDATION
16 1. Adopt a Resolution making draft findings and declaring an intent to override Airport Land Use Commission’s (ALUC) determination of inconsistency with respect to the Rezonings and General Plan and Specific Plan Amendments required to allow housing at 1101, 1150, and 1151 El Camino Real and 1292 Huntington Avenue;
2. Authorize the City Manager to submit the Resolution to the Airport Land Use Commission and the State of California Department of Transportation’s Division of Aeronautics and schedule a public hearing.
RECOMMENDATION
17 Basis for Recommended Action
• Recognize new housing at the identified sites is inconsistent with the Noise Compatibility polices of the SFO ALUCP.
• Orderly development near the airport can be achieved. • Sound insulation can reduce interior noise levels.
• An avigation easement will be granted to the City and County of San Francisco as operator of SFO.
• Difficult to find another feasible location for 1,150 housing units in the city. • The developers of these sites will be required to indemnify the City of San Bruno prior, ensuring that liability related to noise is assumed by the project. 18 Amending Section 6.36.010 of
