Consider Adoption of an Ordinance Entitled "An Ordinance of the City Council of the City of San Bruno Amending Title 12 (Land Use), Article II (Subdivisions) and Article Ill (Zoning) to Improve Planning Permit Processes and Other Minor Amendments, and Finding such Actions Exempt from the California Environmental Quality Act" f. Consider Adoption of a Resolution Authoriz ing the City Manager to Execute a Five Year Contract with Smelly Meis Plumbing, Inc. to Provide Sewer Spot Repair Services in an Annual Amount Not to Exceed $600,000 For the First Year, and Four Additional Option Years at $600,000 Each, for a Total Amount of $3,000,000 for a Total Five-Year Term
g. Consider Adoption of a Resolution to Establish 20 Feet of an On-Street Accessible Parking Blue Zone Curb on Linden Avenue for San Bruno Library h. Hold Public Hearing to 1) Consider Adoption of a Resolution Making Draft Findings and Declaring an Intent to consider Overr iding the San Mateo City/ County Association of Governments (C/CAG) Airport Land Use Commission's (ALUC) Determination of Inconsistency with respect to the Proposed General Plan and Navy Site Specific Plan Amendments and Rezoning of 1101, 1150, and 1151 El Camino Real and 1292 Huntington Avenue and 2) Authorize the City Manager to Submit the Resolution to the Airport Land Use Commission and the State of California Department of Transportation 's City Council - Minutes

City Manager Alex McIntyre introduced Community Development Senior Planner Michael Smith. Michael Smith presented the item to the City Council.
Mayor Rico E. Medina recused himself from this item, the location of his home causing a conflict of interest
M/S Salazar/Alvarez to open the public hearing. Motion passed 4-0 with Councilmembers Alvarez, Hamilton, M. Medina and Vice Mayor Salazar voting yes, and Mayor R. Medina recused.
Member of the Public Matt Jones - spoke in support of item M/S Hamilton/Alvarez to close public hearing. Motion passed 4-0 with Councilmembers Alvarez, Hamilton, M. Medina and Vice Mayor Salazar voting yes, and Mayor R. Medina recused.
M/S M. Medina/Hamilton to approve the two resolutions as read by the City Clerk. Motion passed 4-0 with Councilmembers Alvarez, Hamilton, M. Medina and Vice Mayor Salazar voting yes, and Mayor R. Medina recused .
8. CONDUCT OF BUSINESS
a. Consider Introducing, Reading by Title Only, and Waiving Further Reading of an Ordinance Entitled "An Ordinance of the City of San Bruno Amending Section 6.36.010 of the San Bruno Municipal Code Regarding Adoption of San Mateo County's Animal Control Ordinance" and Making a Finding of Exemption Under CEQA Management Analyst Ashley Crociani presented the item to the City Council No members of the public wished to speak under this item City Attorney Trisha Ortiz answered questions
City Manager Alex McIntyre answered questions
Lori Morton-Faezell of San Mateo County Health answered questions M/S Hamilton/R. Medina to adopt the ordinance as ready by the City Clerk . Motion passed unanimously
