City Council Agenda Item
Staff Report

CITY OF SAN BRUNO
DATE: August 27, 2024
TO: Honorable Mayor and Members of the City Council
FROM: Alex D. McIntyre
PREPARED BY: Darcy Smith, Assistant City Manager
SUBJECT: Review and Provide Direction on Crestmoor Multi-Use Field BACKGROUND:

The purpose of this agenda item is for the City Council to review and provide direction on the Crestmoor Multi-Use Fields Project. The San Mateo Union High School District (District) currently owns a 40-acre parcel located at 300 Piedmont Avenue in San Bruno, commonly known as the former Crestmoor High School (Property). After the closure of the school buildings, the soccer leagues have continued use of the fields. The District has entered into a purchase and sale agreement with SummerHill Homes LLC (SummerHill) for the sale of the Property. Currently, the District still owns the Property.

Residential Development Project Background
SummerHill obtained City entitlement approvals in June 2024 to develop a new subdivision consisting of a new public street connecting Courtland Drive and Piedmont Avenue, a network of private streets, 155 single-family homes, and land dedication to the City totaling 6.9 acres of which 5.3 acres is for the primary public field use with the remainder of the dedicated land on the east side of the new Courtland Drive for recreation-supportive uses, such as walking paths and associated parking. The stormwater detention area for the residential project is located at the western end of the parkland but will be maintained by the future homeowner’s association. It is anticipated that SummerHill will proceed with the purchase of the property from the District and start construction in 2025. Site work would likely commence in summer 2025, followed by vertical construction of the housing which would likely span until late 2028.

Crestmoor Fields Master Plan Project Background
At the City Council meeting on October 24, 2023, the City Council reviewed and provided final direction on the Crestmoor Fields Multi Use Master Plan Project (Master Plan) for the 6.9-acre portion of the site that is proposed to be dedicated to the City as new parkland. The Master Plan was finalized and is provided as Attachment 1. The Master Plan process started in January 2023 to finalize the conceptual plan for the park site with a community engagement process.

The draft Master Plan alternatives were reviewed by the San Bruno Parks and Recreation Commission on April 19, 2023 and the San Bruno City Council on May 9, 2023 DISCUSSION:

Crestmoor Multi-Use Fields Master Plan Project Summary
The Master Plan, included as Attachment #1, proposes striping for eight soccer fields on the 5.3 3 of 7
Item 4a.

acres available for field use. Not all eight soccer fields can be played at the same time since various fields overlay each other. The mix of field sizes includes a single U6 field, three U8 fields, and three U10 fields, while still providing a single 11 v 11 field. U6 is a field sized for 6- year-old players, and 11 v 11 is a full-sized high school/adult field. These field dimensions allow for inclusion of picnic areas and shelters along with a restroom/concession building that is located with greater space for gathering around it in mind. It provides an on-site parking lot and drop-off zone with access from both Courtland Drive and A Street. This design also provides for a bioretention area on the western side of the site and a restroom/concession building.

Budget Analysis
With the finalization of the Master Plan in October 2023 and the preparation of the Fiscal Year 2024-25 Capital Improvement Program (CIP) Budget, staff examined the total estimated project costs of the Master Plan which was estimated to cost approximately $9.2M to $11.2M in 2023 dollars, with inflation estimated at approximately 10% increase per year. As part of the annual CIP budget preparation, staff determined that there is not adequate funding available for the construction of the complete Crestmoor Fields Master Plan project, based on available fund balance in the City Community Facilities Impact Fee Fund or Transportation facilities Impact Fee Fund that could be utilized for this project. The FY25 Capital Improvement Program (CIP) FY25 Budget included funding in the amount of $150,000 from the Community Facilities Impact Fee Fund to fund the design of the project to 95% and obtain bid documents and estimates.

The City continues to examine sources of funding for the construction of the Master Plan.

However, this project was not identified by the City Council as a Fiscal Year 2024-25 Priority Initiative at the City Council’s Annual Strategic Initiatives & Prioritization Retreat on February 2, 2024. Furthermore, the Master Plan was not identified by local voters in the 2024 Community Priorities Survey conducted by Godbe Research as a project likely to gain voter support if it were to be included in the November 5, 2024 General Election General Obligation Bond Measure. Thus, it was not included as a potential project to be funded by the revenue measure, and funding for the $10.1million to $12.3 million construction (in 2024 dollars) remains unidentified.

Crestmoor Fields Master Plan Project- Proposed Initial Construction Phase To move this project forward in a timely manner, staff recommends construction of an initial phase that would include the essential components and infrastructure to allow fields to be utilized for multi-use sports, specifically AYSO and club soccer use as soon as possible. To do this successfully, staff examined a reduced construction scope and a public-private partnership with SummerHill Homes. The City currently does not own the property and does not anticipate it to be offered for dedication to the City until early to mid-2025 as part of the Final Subdivision Map process.

The proposed project scope for this initial construction phase in fiscal year 2025-2026 includes artificial turf fields consisting of eight striped overlapping soccer fields, a single-stall prefabricated restroom, a concrete pad for use by mobile concessions vendors, paved parking with parking lot security lighting, park security fencing, stormwater bioretention facility, and additional parking with a walking path along the east side of the new Courtland Drive. Additional improvements include concrete curbs, gutters, trash receptacles, regulatory signage, water and sanitary sewer utilities and meters, construction erosion control measures, storm drainage systems, irrigation systems, soil preparation and fine grading, and installation of mulch and planting of trees, shrubs and groundcover and electrical conduit for the future installation of lighting for field use. The current estimated cost for this proposed initial construction phase is

approximately $7 million total including soft design costs, final design and plan preparation, City building permit plan check, interest costs, permit and inspection costs, construction management costs, bonding, and contingency. The cost estimates assume prevailing wages for labor.

A future construction phase, based on available funding, could include enhancements from the Master Plan not essential for soccer usage at this time. These could include a fitness exercise stations, a concession stand, bleachers, perimeter walking track, backstop for baseball/softball use, spectator seating, storage containers, a plaza, and picnic tables. Installation of lighting for the field use is also recommended to be part of a future phase, as this is estimated to cost at least $2 million.

Additionally, staff recommends that the City enter into an Improvement Agreement with SummerHill pursuant to the San Bruno Municipal Code Section 12.260.070 “Improvement Agreement” and The Mitigation Fee Act (Government Code § 66000 et seq.). These code provisions stipulate that the Improvement Agreement can be utilized to provide for SummerHill to construct, pursuant to city standards and requirements, specific public improvements for the Crestmoor Fields project that would otherwise be eligible for funding with the proceeds of the required Development Impact Fees. SummerHill is required to pay approximately $4.9 million in total Development Impact Fees, including $3.2 million in Community Facilities Impact Fees and $700,000 in Transportation Facilities Impact Fee. SummerHill would receive a credit for eligible fees upon completion of the public improvements to the satisfaction of the City, which essentially means the City would not collect these Development Impact Fees. Based on the current project components and cost estimates for the initial construction phase, staff estimates that SummerHill would qualify for up to $3.2 million in Community Facilities Impact Fees credits and approximately $400,000 in Transportation Facilities Impact Fees credits. Actual amounts of the credits would be calculated later.

Proposed Funding Approach
Funding Type Value
City Community Facilities Impact Fees - via
Impact Fee Credit for SummerHill Project
$3.2M
City Transportation Facilities Impact Fee via
Impact Fee Credit for SummerHill Project
$0.4M
Additional City/Non-City Funds TBD $3.4M
Total $7.0M
Developers and cities often enter into these types of agreements for construction of a variety of public improvements needed to serve new development, such as roads, sidewalks, wet utilities, parks, and other public utilities. The use of an improvement agreement for park development is very typical, especially for new parks where the land is being dedicated to a city. These are generally referred to as “turnkey parks” as the developer builds the park to the satisfaction of the city and then turns the “keys” over for City ownership and ongoing maintenance. This arrangement provides benefits to the City as the developer manages the construction, alleviating a significant amount of work for the city in an area that is generally outside the city’s expertise. Moving this forward expeditiously also meets the community’s expressed interest in having the fields available for use as soon as possible.

If the City enters into the Improvement Agreement with SummerHill, construction of fields and

associated public improvements would be done concurrently with SummerHill residential development construction commencing in mid-2025. The City and SummerHill are continuing conversations about the timing and how to address that the park construction will largely precede the home construction, which is when the impact fee payments would typically be paid to the City.

There would be an estimated $3.4M in additional funding needed, as the cost of the construction of the improvements is estimated to exceed the Development Impact Fees credit.

The City is exploring various City and non-City funds, including San Bruno Community Foundation grants, other state and local grants, Development Impact Fees, Community Benefit Funds, and one-time funds.

Next Steps
To proceed with this recommended private-public partnership to build the fields, staff is seeking City Council direction on this proposal. If the City Council expresses support, staff and SummerHill will work collaboratively to finalize an Improvement Agreement, which will return to the City Council for action, and continue to work as expeditiously as possible so the park construction can start in 2025 concurrent with the construction of the residential project. The bidding, and all construction management, would be the responsibility of SummerHill.

Concurrently, staff will also finalize identification of the additional $3.4 million in additional funding required for the project which would also return to the Council for action.

FISCAL IMPACT:

There is no fiscal impact from this agenda item. If the City Council directs staff to proceed with this proposal, the City will explore the use of various City and non-City funds, including San Bruno Community Foundation grants, other state and local grants, Development Impact Fees, Community Benefit Funds, and one-time funds for the estimated $3.4 million in additional funding needed for the initial construction phase of the fields.

ENVIRONMENTAL IMPACT:

This agenda item is not a project subject to CEQA. On May 28, 2024, the City Council adopted a Resolution Certifying a Final Environmental Impact Report for the Crestmoor Fields Master Plan and adopting a Mitigation Monitoring and Reporting Program, CEQA Findings, and a Statement of Overriding Considerations.

RECOMMENDATION:

Review and Provide Direction on Crestmoor Fields Project.
