Responses to City Council Agenda Questions
7:00pm Regular Meeting
Consent item 6i. Crestmoor Fields Grant Acceptance
• Will we get a more detailed plan for Phase 2 construction along with costs, so that we can begin identifying other sources of funding?
Response: Additional information about Phase 2 construction will be as part of the annual Capital Improvement Plan budget process. One major component of Phase 2 is field lighting. The San Bruno Community Foundation Board of Directors requested that the City and the developer include permanent lighting as an add alternate when drafting the construction bid documents in order to obtain a more accurate cost estimate, with the intent that the Foundation would consider funding the lighting separately, and in addition to the currently approved $3.4M grant. The lighting component is estimated to cost approximately $2M to install. Based on the final Crestmoor Fields Master Plan, approximately $3.1-$5.3M (in 2024 dollars) in Phase 2 remains unfunded.
Item 8b Paid Parking Program Update
• I’m disheartened to see that not much work has been done in the several weeks since our last meeting, and to see the repeated text in the staff report that “only one” or “only two” councilmembers expressed support for certain items on the list. At the November 12 meeting, councilmembers took turns outlining their many concerns with the parking program and were forced to rush through our lists since we had less than 15 minutes left before the regular meeting to complete the discussion. Because of this, councilmembers did not take time to reiterate points previous stated by previous councilmembers. For example, I went first, then Michael started his statement by stating “I think I agree with a lot of what Councilmember Hamilton said; lots of his points.” Because of the extreme rush I took a second turn at the end after Michael, Sandy and Marty spoke and added two items not on the printed slide, specifically to look at eliminating paid parking between 8am and 10am and looking into getting compensation from our vendor for the kiosk malfunctions. For the 8am-10am issue, Rico was the only one who spoke after I brought this up (because the meeting was then adjourned) and specifically expressed support for this, but no action has been taken and the staff report states “only one councilmember expressed support” which is not at all true. For seeking compensation for kiosk malfunctions, this item didn’t make it into the staff report at all despite being on the full list of concerns that the city manager shared with us to ensure the list was complete.
Going forward it’s clear we will need to be vigilant about getting clear votes when providing direction during study sessions and I will discuss this with the Mayor prior to Tuesday’s meeting in hopes that errors in direction as happened here are not repeated.
