Responses to City Council Agenda Questions

7:00pm Regular Meeting

• 8b. Mid-Year Financial Update.
o To clarify regarding the Parking fund, we are not being asked in this meeting to consider waiving the interest requirement for the year, and that instead could potentially be considered as part of our 25-26 budget discussions. o RESPONSE: Correct. Staff is not currently asking Council for action on the loan repayment terms, and the item will be included as a budget decision point.

o The AV Upgrade project for the RAC is listed at $150K in the staff report but $120K in the resolution and accompanying summary table. Regarding this project, I assume this will mean we can have proper camera usage to focus on each speaker…will the improvements also include the ability to livestream the meetings on YouTube, as we were able to do from the Senior Center? Currently the meetings are only posted to YouTube as a meeting recording. after the fact.
o RESPONSE: $120,000 is the correct amount. The project's scope is to return to a more fully produced version of the Council meeting, similar to those before the move to the RAC.

• 8c. Long-Range Forecast.
o The current year actuals for City Council expenses look like an outlier…have there been unanticipated expenditures?
o RESPONSE: The increase in Council expenses is the result of Channel One moving from CityNet to the General Fund. Additionally, General Fund departments are now charged directly for their internal service allocations, beginning in FY24-25

o Regarding the statement “No substantial one-time revenues are on the horizon,” wouldn’t anticipated Community Benefits from the Tanforan project count as substantial one-time revenue within the scope of this long-range forecast? o RESPONSE: The forecast focus is the General Fund’s operations. Tanforan community benefits and development impact fees are accounted for in their own Funds, and the monies are not operational in nature. Assessed value growth from Tanforan development is an operating revenue increase; however, the build-out of Tanforan is expected beyond the five-year forecast period.

• 8e. Measure G Oversight Committee Input
o Regarding education/enforcement for July 4 holiday, how much of the $80K projection is enforcement vs. education?
o RESPONSE: Staff has not developed the education and enforcement plan for the July 4, 2025 holiday. However, the budget of $80k is estimated to be primarily for enforcement.
