City Council Agenda Item
Staff Report
CITY OF SAN BRUNO
DATE: April 22, 2025
TO: Honorable Mayor and Members of the City Council
FROM: Alex D. McIntyre, City Manager
PREPARED BY: Brian Adam, Assistant to the City Manager
SUBJECT: Review the Draft FY2025-26 Capital Improvement Program Budget and Provide Direction for Final Adoption on June 24, 2025
BACKGROUND:
The City Council received a high-level preview of the Fiscal Year 2025-26 (FY26) Capital Improvement Program (CIP) budget at their retreat on January 24, 2025. Staff presented a brief financial forecast, a list of proposed projects, and an overview of the CIP prioritization pilot program.
DISCUSSION:
The purpose of this study session is to receive the Draft FY26 CIP budget (Budget) which requests a total FY26 CIP of $35.76 million across 25 projects. This report also provides an additional overview of the CIP prioritization pilot program which was originally approved by the City Council in FY2023-24.
CIP Prioritization Pilot Project
At the City Council’s January 26, 2024 meeting, staff presented a CIP prioritization pilot program introducing an equitable and transparent process for selecting projects, which takes into account ten objective criteria that most communities value when prioritizing projects. The intent of the pilot is to create a fair system for ranking all CIP projects. After the pilot received City Council’s approval in January 2024, the program was rolled out for the FY26 budget via an online project suggestion form (Form) in Fall 2024.
The Form allowed staff and City Councilmembers (including on behalf of residents) the opportunity to nominate CIP projects which would then be rated and ranked based on the following objective criteria:
1. Improving equity
2. Addressing health and safety issues
3. Asset condition
4. Promoting economic prosperity
5. Environmental impact
6. Alignment with strategic initiatives
7. Compliance with regulatory mandates
8. Funding availability

The Form was designed to automatically leverage relevant datasets, e.g. the California Tax Credit Allocation Committee/Housing and Community Development Opportunity Area Map1, to help objectively prioritize projects.
