Subject: Contracts for First Responders

Good Morning. We are concerned about the stalling of contract negotiations for our police and fire departments.
Please consider our comments below to be part of our city’s permanent information >
> As forty four year residents of San Bruno, we hold our mayor, city council and city manager to the highest standard. We
understand that our city’s first responders have not yet received contracts for the 2026 year. Our city manager has a very serious responsibility to San Bruno residents. We would like to know why negotiations are not actively and on a daily basis taking place. We understand negotiations began in April. We also understand that the city manager is not meeting to negotiating contracts at this time, and we have been told that a negotiation date has
been set for January. We, therefore, would like to know why this has transpired and why first responders must enter the new year with no contract yet. What would be the reasoning of the city manager to do this, and why are residents kept uninformed about such a serious matter? Our politicians need a strong reminder that we voted them into office, and our city manager is paid by our tax money. We deserve an honest and thorough explanation of what actions led to this serious problem. Why have we not been informed? I am writing this to our city clerk to become part of the correspondence prior to the December 9, 2025 meeting as I am not able to attend the in-person meeting.
We completely support our first responders and insist that negotiations resume. > Thank you.

Dear San Bruno City Manager, Mayor Rico Medina and City Council members.
My name is Maria Elena Barr, I live at , and my telephone number is .
I am a survivor of the San Bruno explosion and thanks to the quick response of Engine Company 52 which thank God is close by my home I am alive today.
During the fire I was trapped in some tall bushes after I crawled over my fence and landed in my neighbors backyard. Because of the quick response of the San Bruno Fire Department as well as the San Bruno Police Department I was saved from burning alive a horrific situation that I wish on no one else.
As I understand the SBFD and SBPD contracts expire on 12/31/25 and that the plan under consideration is to outsource both of these two vitally important services.
I also understand that the budget is adequate for now, but the concern is for the future budget.
Can you please help me understand how a future financial concern is of more importance to you than the safety of all of San Bruno, the city that you manage and in doing so should be protecting and leading to future success instead of dismantling the system that makes San Bruno, “The City With a Heart.” Thank you for your support, Maria Elena Barr

To: San Bruno CA City Council and Especially The City Manager Late on December 4th, 2025, I read an email from a San Bruno City representative that made me aware that SBPD & SBFD Contracts Expire 12/31/2025 - Negotiations NOT Happening.
The information also asked the question "Who will take over those emergency services on January 1st, 2026.
It is my position that the City Manager has NOT been doing his job correctly, completely nor timely in order to assure ALL San Bruno Police & Fire First Responder Safety Services continue without ANY interruption
into a new contract period.
It is also my position that ALL of the operations of those services continue to be

To Mayor, Councilmembers, and City Manager,
A City Manager's duty to the public amongst many things, is to serve as a key liaison, address resident concerns, promote quality of life through transparent, professional administration. With regards to public safety, none of that transpired during contract negotiations with police and fire representatives. The last negotiated contract with the first responders was in 2020. In April 2025 negotiations between the city manager and the representatives for police and fire began. Seven months later, the city manager has yet to give the public an update. Furthermore, the city manager has failed to show up for scheduled meetings and continues to use deceptive tactics by keeping us residents in the dark. For example, the multiple unanswered emails sent by me and my neighbors. It is unconscionable for a city manager to act this way. It seems apparent the city manager has walked away from negotiating in good faith. A pre-impasse mediation on January 8 post contract expiration, has been established.
Despite councilmember's refute of such, in that negotiations are still active, Mr.
McIntyre's actions or lack thereof speak otherwise.
Now some residents have argued that San Bruno is not as affluent as our neighboring cities in the peninsula. As such San Bruno cannot afford to match their pay comparable to other cities. To that I would say, YOU WILL GET WHAT YOU PAY FOR.
Departments are already operating at a minimum with regards to most shifts. With impending retirements and anticipated departures, both quality and quantity of services will be greatly affected. Experienced personnel will depart as many have already applied elsewhere because of what is currently happening.
As a 30 year resident, one of my biggest fears is that our "City with a Heart" will follow the same route as other cities in San Mateo County. If the city continues on the same trajectory to how we treat our first responders, we will eventually lose them and join the ranks of the 4 cities whom law enforcement are now contracted out to the San Mateo County Sheriff's Office and the13 cities whom have merged or have consolidated their fire protection services. Now imagine how much longer the response time would take should another crises occur like the the PG&E explosion or the YouTube shooting.
It does not make any sense that we take pride into growing our city and yet we are not willing to invest in its protection of persons and properties. PAY OUR FIRST RESPONDERS.
