CITY COUNCIL

STAFF REPORT

MEETING DATE: May 25, 2022

ITEM TITLE: Consideration of Conducting Interviews of Select Candidates for the Downtown Advisory Committee and Make Appointments to Serve on the Committee.

RECOMMENDATION:

Staff recommends that the City Council interview and appoint candidates to serve on the Downtown Advisory Committee for the Downtown Specific Plan.

FISCAL IMPLICATIONS:

Funding for the Downtown Specific Plan project has been appropriated in the adopted Fiscal Year 2021-22 Capital Improvement Budget in the amount of $1,000,000 (C2105). There are no funding implications associated with interviewing and appointing candidates for the Downtown Advisory Committee.

BACKGROUND:

The Downtown Specific Plan implements the following g oal for downtown as stated in the City Council’s 2021 Strategic Plan, which was reaffirmed during the Council’s 2022 Strategic Retreat held on January 21, 2022:

The City of San Carlos will work with residents, property owners, business owners, committees, commissions, the Chamber of Commerce, and all other interested members of the community to develop a plan to understand and ensure that the downtown meets the needs of the community and businesses now and into the future.

As a part of the Downtown Spec ific Plan process, the City Council will appoint members to the Downtown Advisory Committee (“DTAC”). The DTAC’s responsibilities will include:

 Providing input at key times throughout the project,
 Reviewing background information, draft recommendations, d raft renderings and providing feedback,
 Sharing information with the community at large, and;  Working to represent specific interests of the San Carlos community.

3.a
Packet Pg. 3
2 The DTAC will meet four times throughout the life of the project, with the first meeting anticipated for late June 2022. Committee members will not receive compensation for their service and are required to work or reside in San Carlos.

The City Council established the preferred composition of the Downtown Advisory Committee during their meeting on April 11, 2022 (See Table 1).

The DTAC application period opened on Thursday, April 28, 2022. The opportunity to apply was widely advertised through the City’s website, the “ Council Newsletter”, the “ Good Living Newsletter”, focused emails, Commiss ion meetings, and other avenues. Additionally, City staff handed out flyers to business and property owners within the Downtown Specific Plan study area and encouraged them to apply for the Committee.

The application period closed on Sunday, May 15, 2022 . The City received a total of 100 applications. Applicants were invited to select all the seats for which they were eligible. Table 1 provides an overview of the Committee composition as approved by the City Council during their meeting on April 11, 2022, and the number of applications received for each seat.

Bradley be interviewed for the “Older Adult” category which he also selected in his application.

On May 17, 2022, City staff held an inform ational meeting with the DTAC applicants to provide an overview of the Downtown Specific Plan process and the next steps in the DTAC application process. Over 50 people attended the meeting. The meeting was recorded, and the link was shared with all DTAC applicants via email.

Packet Pg. 4
3 As the next step in the process, the City Council will be interviewing candidates for the DTAC via Zoom on the evening of May 25, 2022. In addition to the interviews, time has been allocated on the evening of May 25, 2022 for the Cou ncil to deliberate and decide who to appoint to the Committee.

ANALYSIS:

To assist in the interview process, City staff reviewed all the applications and recommend ed candidates to be interviewed . City staff used the following criteria to create the list of recommended candidates:

• Thoroughness of applicant’s responses
• Applicant’s reason for applying – their “why” for being on the Committee and their vision for the Downtown of the future
• How many years the applicant has lived or worked in San Carlos o Desire for both long-term and new residents to serve on the Committee o Desire for a mix of homeowners and renters to serve on the Committee • Applicant’s background and experience with work, volunteering, etc.

The DTAC applications are enclosed as Attachments 2 and 3 and organized by the 1) applicants selected for interviews, and the 2) applicants not selected for interviews.

On May 20, 2022, staff met with the City Council Downtown Subcommittee (“Subcommittee”), comprised of Vice Mayor Adam Rak and Counci lmember Ron Collins, to discuss the recommended list of candidates for interviews. During this meeting, the Council Subcommittee reviewed the list and recommended additional candidates for interviews. See Attachment 1 for the list of candidates.

During the Subcommittee meeting, City staff noted that the City received no applications for the Planning Commission 1, Traffic & Circulation Commission, and Youth Advisory Council seats.

The City received one application for the Economic Development Advisory Committee seat, and two applications for the Parks, Recreation, and Culture Commission seat. City staff presented options to the Subcommittee on how to proceed . T he Subcommittee recommended the following course of action:

 Applicants be appointed to the seats f or the Economic Development Advisory Committee and the Parks, Recreation, and Culture Commission. (2 seats)  Staff conduct additional outreach to the Youth Advisory Council with the goal of filling two seats with Youth Advisory Council members so that the D TAC will include the perspective of young members of the San Carlos community.  City staff will conduct outreach to these new members to see if there is interest in serving on the DTAC. (2 seats)
 The remaining seat (1 seat) be allocated to an At-Large member.

Therefore, the new DTAC composition is included in Table 2.

1 The City did receive an application from Commissioner Don Bradley for the Planning Commission seat.

Commissioner Bradley’s term on the Planning Commission will expire in June 2022. The intent of the DTAC seats designated for Commission members is that they are filled by Commissioners who are serving on the designated Commission for the life of the Downtown Specific Plan process (now until Summer 2024).

Why do you want to be a member of this Committee?
I am a homeowner who has lived on downtown Laurel since 2009—and I love it! Because I'm a pedestrian 90% of the time, and because my kid is just old enough to venture to shops on their own, I feel especially invested in greener, safer, less car-dependent development. With the right vision and public support, we could accelerate sustainable improvements and make the place even more accessible to all ages and abilities.

Why do you want to be a member of this Committee?
I have lived in San Carlos for 22 years. I have been a community leader and member in various capacities. Currently, I am an active Commissioner for the San Carlos Parks, Recreation and Culture Commission. While my children were in school, I was consistently engaged in various roles ranging from a PTA officer, fundraising committee, Art in Action, library, lunch, cultural and arts events volunteer. I had brought musical events at the Elms Senior Home and Carlmont Gardens Senior Home (Belmont). I had shared and taught yoga and meditation at the Carlmont Gardens Senior Home for over seven years.

As an owner of a family run real estate business in San Francisco since 1980, I am interested in seeing a city thrive—ensuring that it remains vibrant, relevant, healthy and accessible to everyone, as well as, the ability to provide sound economic viability among the business community. I am a consummate traveler, I have extensively traveled all around the United States and the world and have had the opportunity to visit a substantial number of cities varied in size, economic scale, and cultural uniqueness. I am endlessly fascinated by how cities evolve, grow and prosper according to the values and visions of its leaders and inhabitants. My past profession of seventeen years in banking and investments has given me the tools and skills necessary to understand the complexities of the different areas in business management. Given the above, I am confident that I can add value to the San Carlos Downtown Advisory Committee.

I love the vibrancy of living near San Carlos downtown, and want to contribute to its future. We moved to San Carlos because we enjoy the different restaurants, shops, and retailers, events, and the active community involvement. I've lived in New York City and Cambridge, MA before moving to California, which have dynamic neighborhoods, diverse people and events. Before San Carlos, I lived in Redwood City, CA for four years and walked downtown almost every day. It was incredibly energizing to be part of that community because of the events that people came together for. There, I was on the Public Library Board and served as the Chair. In that role, I spearheaded our community outreach efforts to get more input from the community on how the library could improve its services. I used my experience in marketing to audit the library's digital and social media channels to see how they could be more effective in messaging and content. And lastly, I led the board to focus on priorities and reach out to their networks so that we can reach our goals. I saw how interesting and impactful a committee or board can be in terms of high-level planning with staff and developing new ideas and strategies for continuous improvement. I'd like to be involved in San Carlos in a similar way, and this Committee is a great fit for me because of my interest in giving back to my city, my skill set in terms of getting large groups organized, aligned, and moving with a strategic plan, and my commitment as a new homeowner to live in San Carlos with my family. I want to use my marketing, business development and partnerships experience to work with members of the public, business owners, City Council, and representatives from different city boards and commissions to make San Carlos' downtown a positive differentiator for the city and more enjoyable for all its residents and visitors.

I believe I offer a valuable perspective as a mother and nearby homeowner. I'm also a genealogist / historian and understand the importance of preserving character and small-city charm, and am very familiar with the history of San Carlos over the years. Improving the downtown area would bring great value to the life of my family and our neighbors, and I would be proud to help bring it about.

've been a proud resident of "The City of Good Living" for forty five years. In 1977, there were 63 licenses for hair salons in San Carlos. It seemed as though there was a bank on either side of each. There was a paucity of good dining options and the downtown was a ghost town after 5:00 pm. But... we had three hardware stores and two movie theaters. Four decades hence, Laurel Street is a "happening place!" We've come a very long way. I think we can keep the positive momentum going and I think I can make a significant contribution to that progress. I have created many long term business plans and have a reasonable understanding of how architects, engineers and builders work with planning departments, code officials and a diverse collection of community members to reach compromise and create wonderful work, play, stroll, dine and shop environments.

Why do you want to be a member of this Committee?
My husband was born and raised in San Carlos, and wanted to raise his family here. We moved to San Carlos in 1972. I worked for the San Carlos School District as a librarian for 30 years, and since my retirement have been working part time for The Reading Bug on Laurel Street. My husband and I were always involved in San Carlos community activities such as Chicken’s Ball and Hometown Days. Over the years I have witnessed so many changes on Laurel St. and they are not all positive. There used to be a much wider variety of retail stores, and not the emphasis we have today of restaurants, banks and beauty salons. Working downtown for a small business has allowed me to understand some of the challenges of running a small business in our town. I feel that my longevity living and working and involvement in the community provide me with a good perspective to bring to the committee as we look to the future.

Why do you want to be a member of this Committee?
Born and raised in Palo Alto, I have experienced both the benefits of a tight-knit community enriched by small businesses, as well as the unfortunate devolution of a once charming downtown that sells out to corporate chains and expensive brands. San Carlos today reminds me of the Palo Alto I enjoyed as a child, and I would be honored to serve on this Committee because I care deeply about preserving the characteristics that have made San Carlos “the city of good living” while being a thoughtful steward in its evolution toward a modern and vibrant future. I believe with the right vision and principles we can preserve our past while embracing the future as a new generation of families and individuals move to San Carlos. A little about me: My husband and I relocated to San Carlos last year as first-time homeowners and look forward to becoming active members in our community. We plan on raising our family here over the next several decades and as such, are committed to both the short and long term success of our new hometown.

As a fourth generation Peninsulan, I love that San Carlos provides the best of my youth, reflects the best of California, is a small town whose heart is the downtown, all while you sustain it as a current city in the heart of one of the most cutting-edge business regions in the world. I want to work to sustain all those elements of our city and I feel my background informs a unique perspective and experience which would allow me to add value to the DTAC Committee.

My parents are from San Francisco and Burlingame. My grandfather was a partner in the first children’s only shoe store in San Francisco, the Junior Boot Shop. In 1948, he opened and ran a second store in San Mateo, ultimately moving his family down the Peninsula. I was born and raised in Sunnyvale; my parents still live in their original home (60 year). When young, we took the train up and down the Peninsula to visit grandparents and go to The City, picking out each town by their train station.

In college, I lived three blocks from downtown San Luis Obispo. This solidified my love for welcoming downtowns and downtown living. After college, I lived in Menlo Park, a short walk to both downtown Palo Alto and Menlo Park (18 yrs) and I moved to San Carlos 10 years ago. The first thing I did was walk around downtown (even before signing the lease) and instantly fell in love with it, even more than Palo Alto or Menlo Park. It felt like the best of my youth and, due to the ease of interaction with shop owners and employees, I readily received local intel on the “best ofs” San Carlos. To the question of best sandwich shop, the unanimous number one was Gracie’s. (I don’t think I’ll every stop craving her oatmeal bread). Thanks to that lap downtown, my transition was smooth, and I was able to hit the ground running as a part of this community.

I started out studying structural engineering, like my father and grandfather alas, I found a better fit in marketing. Marketing in terms of researching market segments for gaps, customer needs, identifying key differentiator and hence discovering opportunities. My background in engineering and interest in architecture, at one point, lead to my running permits and be the on-the-ground point person for the Los Angeles based architects of the Stanford cancer treatment center. After which, I worked in membership development for the San Francisco Chamber of Commerce. I started my career at Hewlett -Packard the worldwide software services division. Currently, I work for a non-profit where I develop roundtables to build bridges between Silicon Valley business leaders and U.S. government leaders, in order to advance the sharing of best business practices in key areas of interest to the government.

I feel these experiences uniquely position me to understand a wide variety of perspectives, needs, and challenges and consider a wide range of project elements. Also, to research and take in information to ascertain various through points and opportunities.

In summary, I have marketing and project management skills and the ability to bridge between demanding players. I have an understanding of small and large businesses and their role in communities.

Above all, I have a passion for our city.

I’m excited for the opportunity to contribute in a meaningful way to the City of (truly) Good Living! By typing your name, you agree that the information provided in this form is true and accurate.

I believe with my past job experience from mechanic to Senior Manager at United Airlines, my current small business experience with power washing San Carlos and San Bruno sidewalks, my education and 35 years of residency in San Carlos that I have a lot to contribute to making the Downtown corridor a great place to go in the near and long term.

Why do you want to be a member of this Committee?
I believe my past six years on the Transportation & Circulation Commission (the last of which I served as Chair) will provide a unique and critical perspective to the development of the Downtown area, ensuring that infrastructure needs both in the Downtown core and - importantly - to/from the Downtown core are actively planned for when visioning our Downtown core development plans. Additionally, as a 12-year resident of San Carlos, I am passionate about San Carlos's unique feel and charm, and seek to develop a plan that retains what we all love about San Carlos (community-centered, locally-focused, small scale feel) while accommodating necessary development and growth. I firmly believe these two ends are not mutually exclusive, but rather can successfully be balanced and achieved.

We have a great little downtown, but encouraging it's growth so that people from all walks of life can enjoy it, so that people from all across the city and Bay Area can access it is needed. I am a big advocate of "smart growth" and the effort to reimagine our downtown is right up wheelhouse of hobbyist urba n planning interest, and caring for the small city I've enjoyed for nearly a decade. I have been unable to make it onto a committee or commission thus far and would love for this to be the first one in which I get to serve.
