CITY COUNCIL

STAFF REPORT

MEETING DATE: August 16, 2022

ITEM TITLE: Interview and Appoint Two Applicants to the Economic Development Advisory Commission ("EDAC") to Fill Terms Ending June 30, 2023 and June 30,2025; and One Applicant to the Planning Commission to Fill a Term Ending June 30, 2025; and Consider Appointing Alternate Members and Adding Applicants to a Commission's Eligibility List.

RECOMMENDATION:

Staff recommends the City Council conduct interviews and appoint two applicants to fill two terms on the Economic Development Advisory Commission (“EDAC”) ending June 30, 2023 and June 30, 2025 , and one applicant to fill a term ending June 30, 2025 on the Planning Commission.

If the Council finds that there are more eligible applicants than th ere are vacant seats, staff recommends that the Council consider adding applicants to the available Commissions’ Eligibility List and/or appointing an alternate member to the commissions outlined in the report.

FISCAL IMPLICATIONS:

None.

BACKGROUND:

It is the City Council’s role to appoint members to the various commissions and committees that the Council has established.

Of the eleven Commissioners who had a term expiring June 30, 2022, Planning Commissioner Donald Bradley and Transportation and Cir culation Commissioner Sandra Nierenberg are no longer eligible for reappointment as they ha ve termed-out. Also, EDAC member Mark Berger has not expressed interest in being reappointed. Recruitment for these three seats commenced on March 25.

On March 31, 2022, EDAC member Chris Van Wert submitted his resignation, effective immediately. The City posted an unscheduled vacancy notice a few days later on April 5 , pursuant to California Government Code § 54974. This seat, with a term ending June 30, 2023 has been added to the recruitment list.

Packet Pg. 3
2 On April 4, 2022, Ross Graves, San Carlos’ representative on the Mosquito and Vector Control Board submitted his resignation effective April 8, 2022. The City posted an unscheduled vacancy notice on April 5, pursuant to C alifornia Government Code § 54974. This seat, with a term ending December 31, 2024 has also been added to the recruitment list.

ANALYSIS:

As of the July 22 filing deadline, the City received fourteen applications, with one applicant withdrawing his appl ication shortly after . Several of the applicants expressed interest in more than one commission.

Following the City Council’s action on August 8 to transfer the functions of the Transportation and Circulation (“T&C”) Commission to the Planning Commission , dissolve the T&C Commission, and rename the Planning Commission the “Planning and Transportation Commission”, the sole T&C Commissioner, William Fairclough, was provided with the opportunity to apply for another Commission; he has submitted an applicatio n for the Planning and Transportation Commission.

The chart below outlines all the applicants and their commissions of interest. Their applications are included as attachments to this report.

Eligibility List
The City Council established that applicants may be added to a Commission’s Eligibility List if there are more eligible applicants than there are available seats on that Commission. In the event of an unscheduled vacancy on a commission, after the alternate member is appointed to the seat of the voting member, the Council may appoint an applicant from the Eligibility List for the respective commission to serve as an alternate member. Nature walks for young kids - meet at different parks in San Carlos for a guided tour and exploration of the facilities, similar to the Tiny Treks concept. Performative book and poetry readings in the park.

We could have cleaner parks that are free from trash and debris. We could better leverage parks beside Burton for events, and volunteers to improve parks. In terms of recreation, we could organize more activities for young adults, and parents with young children (two seemingly under-served communities) reach out to the community more to make sure everyone is aware of the services, and collaborate with other commissions in the Peninsula to plan larger events and learn from each other.

I'm a new resident to San Carlos, CA and am eager to get to know and give back to my community. I did my Bachelor's at Yale in Political Science and my MBA at Columbia. In business school, I did a lot of work with startups, angel investing organizations and investment funds, which I believe would be helpful for the EDAC. Professionally, I am a technology marketer, focused on consumer and business-to-business product marketing.

I believe effective planning forms the foundation for the reinforcement, reimagining, and reshaping of our key commercial clusters, both in ways that provide businesses with confidence in San Carlos as a great place to operate as well as in ways that are appreciated and welcomed by the community at large. I applaud the impressive slate of plans already underway, including the East Side, Downtown, Northeast, and Housing Element plans -- and especially the integrated community engagement efforts.

I'm interested to learn more about what San Carlos already does to attract high quality businesses.

Continuing to stay in touch with developers and brokers, along with hosting forums for CEOs will help San Carlos to track growing companies. I subscribe to Crunchbase, which depicts newly funded and high growth companies. Communicating the benefits of San Carlos helps. Potentially offering tax incentives and expediting the planning process is also attractive.

What park improvements or recreational activities would be beneficial to the community? Required if interested in Parks, Recreation & Culture Commission, otherwise enter N/A.

I enjoy pickleball at the Bay Club and many cities are adding courts. An outdoor exercise array would be useful. There's one in SF in the Marina that gets a lot of use. I'd like to see a speaker series at the Laurel Street pocket park.

What technical expertise do you have in building, planning, architecture or landscaping? Required if interested in Residential Design Review Committee, otherwise enter N/A.

I've been a commercial real estate broker since 2005. I work with building and planning departments all over the Bay Area, as well as architects, GC, and landscapers, etc.

Parks might benefit from environmental improvements, like fake grass to save water. Many are hoping for more social activities so structured social events themed for the season. Would love to see Laurel street revamped for more social / dining / business activity. Additional park or recreational structures/features for children, such as mini train for children to view the town, other educational features or events, like occasional petting zoo.

I am a 25 year resident of San Carlos, I don’t want to lose the charm that makes this the best place to live on the peninsula. This is an important time to support our schools, teachers, and tradespeople so that the east side development, and low cost housing mandates are down thoughtfully and carefully so that the restaurant owner and the cobbler can exist alongside a billion dollar biotech hub.
