a. Strategic Planning Retreat
Mayor Adam Rak and City Manager Jeff Maltbie commenced the Strategic Retreat.
Council and staff shared their top accomplishments from the previous year that they’re most proud of and also shared a source of work concern/stress.
Council recessed at 10:15 AM and reconvened at 10:20 AM.
The Council reviewed the 2022 Mission, Vision and Values and were satisfied with keeping the language as-is. The Council then reviewed the 2022 Strategic Plan and provided the below direction for the 2023 Strategic Plan goals:
Goal - Recreational Opportunities.
• Add a new goal to explore new recreational opportunities that will incorporate 2022 goals of Childcare and youth programming and senior services and programming.
• Develop a title, goal statement and objectives that consider Council’s below interests/concerns:
− Consider an update of the 2005 Parks and Recreation Master Plan as a vehicle to explore and plan for recreational opportunities for all age levels − Large developments on the drawing board and on the horizon present an opportunity for planning recreational uses and facilities. − Review recreational opportunities and discuss land allocation and the linkage between recreational uses and development proceeds. − Ensure that the community understands the connection between new development and community benefits that will enhance their quality of life.
− Understand the community’s recreational needs and desires holistically. − Consider a plan for Trails and Regional connections.
− Consider increased access to North Crestview Park.
− Consider a conceptual plan for a Community Center (includes how much land would be needed).
− Consider activating City Hall area and its proximity to the Downtown and create a community center adjacent to downtown.
− Consider additional multicultural community events.
− Pursue funding for Childcare (e.g., impact fees) and consider how to distribute funds collected through these fees.
− Consider how to make some funding impacts sooner, since impact fees are development dependent and consequently take time to realize. − Consider zoning/co-location options for childcare sites. − Develop a 5-year action plan for the Age Friendly Communities program and communicate the plan.
− Continue partnering with Public Works for age friendly streets to promote accessibility and mobility.
− Continue Medical Equipment Loan Program.
January 27, 2023 3
− Consider accessibility barriers for Seniors to programs and services in the community.
Goal - Climate Change.
• Continue this goal and update title to add resiliency, adaptability and consider the earlier title of “Climate Change, Mitigation and Adaptation”. • Broaden the goal statement and evolve scope of this goal to add a reference to the City’s Water Management Policy.
• Update/add new objectives as follows:
− Update the objectives to reflect next C limate Mitigation and Adaptation projects that will be undertaken.
− Add resiliency as an objective.
− Add the need to “develop funding sources” to implement key elements of the Climate Mitigation and Adaptation Plan (CMAP).
− Review the City’s Water Management Policy.
− Conduct a joint study with Redwood City of shared natural waterways (e.g., creeks).
− Explore creating a climate change fund for amenities such as solar and EV chargers on public properties. Consider what is already in the CMAP − Continue worki ng with One Shoreline and develop guidance on new building construction particularly with respect to building heights and setbacks.
Goal – Downtown.
• Continue this goal and keep title, goal statement and current objectives. • Consider how to pursue immediate and easy-to-achieve improvements to parklets while the Downtown specific Plan is under development.
Council recessed for a lunch break at 11:30 AM. They reconvened at 12:15 PM and continued providing direction on 2023 goals:
Goal – Housing.
• Continue this goal and keep title and goal statement. • Consider the City’s strategic acquisition of property for affordable housing (includes the City maintaining relationships with realtors and staff initiating discussions with Council regarding direction to look at certain properties). • Consider that housing (and housing diversification) is imbedded in all that the City does.
• Consider rezoning in the Northeast Specific Plan to include housing.
Goal - Mobility, Traffic and Transportation Infrastructure.
• Continue this goal.
• Keep the title and b roaden the goal statement to incorporate pedestrian oriented facilities.
• Keep current objectives with some clarifications and additions as follows:
− Objective #1 clarify that “non-vehicular” means “non-automotive”.
January 27, 2023 4
− Objective #4 add bicycles
− Consider a transit service/district with Northeast Area Planning. − Consider on- going sidewalk improvements based on Safe Routes to Schools and Bicycle/Pedestrian Masterplan.
− Specify pedestrian crossings with new housing.
Goal - Northeast Area Specific Plan:
• Continue this goal.
• Keep the title and goal statement.
• Update objectives to reflect the next steps for the specific plan:
− Consider a transit service/district with Northeast Area Planning − Consider key messages about density on the eastside (e.g., Why? What? Community Benefits, etc.).
Council added two items for consideration in 2024:
• Crestview: Consider supporting a connection between 280 and Crestview. This interest is linked to climate change, public safety, and traffic management. • Water Management Policy and Sea-level Rise: All related components, impacts and mitigation measures.
