CITY COUNCIL
STAFF REPORT
MEETING DATE: June 6, 2023
ITEM TITLE: Interview and Appoint One Applicant to the Economic Development Advisory Commission ("EDAC") to a Term Ending June 30, 2026; and One Applicant to the Museum of San Carlos History Board to a Term Ending June 30, 2026; and Consider Appointing Alternate Members and Adding Applicants to a Commission's Eligibility List.
RECOMMENDATION:
Staff recommends that the City Council conduct interviews and appoint one applicant to fill a term on the Economic Development Advisory Commission ending June 30, 2026 and one applicant to the Museum of San Carlos History Board to a term ending June 30, 2026.
If the Council finds that there are more eligible applicants than there are vacant seats, staff recommends that the Council consider appointing alternate members and/or adding applicants to the available Commissions’ Eligibility List.
FISCAL IMPLICATIONS:
None for this action.
BACKGROUND:
It is the City Council’s role to appoint members to the various commissions and committees that the Council has established.
There are five commissioners who have a term expiring June 30, 2023:
- Don Mancini - Economic Development Advisory Commission (”EDAC”) - Anthony Kamm - EDAC
- Rajesh Krishnan - EDAC
- Gordy Burton - Museum of San Carlos History Board (”Museum”) - Stacy Dent - Parks, Recreation and Culture (”PR&C”)
EDAC Commissioners Kamm and Krishnan expressed interest in continuing to serve and were therefore reappointed by the City Council on March 13, 2023 for another term.
While PR&C Commissioner Dent was eligible for reappointment, she was not available to continue serving on the Commission. Therefore, the City Council appointed PR&C Alternate Member Robert Bollier to the Commission for a full term beginning July 1, 2023 through June 30, 2026.

27. ANALYSIS:
As of the 4:00 p.m. May 12, 2023 filing deadline, the City received 13 applications (included as attachments in the order in which they will interview).
Several of the applicants expressed interest in more than one commission, including the EDAC, Museum, PR&C, Planning and Transportation Commission (“P&TC”), and Residential Design Review Committee (“RDRC”). The chart below outlines all the applicants and their commissions of interest.

voting member or in the event a member abstains due to a conflict of interest. In the event of an unscheduled vacancy on a commission, the Council may appoint the alternate member of the commission to the seat of the voting member.
Eligibility List
The City Council established that applicants may be added to a Commission’s Eligibility List if there are more eligible applicants than there are available seats on that Commission. In the event of an unscheduled vacancy on a commission, if the alternate member is appointed to the seat of the voting member, the Council may appoint an applicant from the Eligibility List for the respective commission to serve as an alternate member. If the Commission does not allow for an Alternate Member, the Council may appoint an applicant from the eligibility list to the voting seat.
Applicants may remain on the Eligibility List for up to a year from when they were added. All prior applicants on the Eligibility List have since expired.
ALTERNATIVES:
The alternatives available to the City Council include:
1. Appoint one applicant to fill a term on the EDAC ending June 30, 2026 and one applicant to the Museum of San Carlos History Board to a term ending June 30, 2026; and consider appointing alternate members and/or adding applicants to the available Commissions’ Eligibility List; or
2. Do not make appointments on EDAC and/or the Museum of San Carlos History Board and direct staff to continue recruitment; or
3. Provide staff with alternative direction.

I have an MBA from Wharton and a long career in strategy consulting at BCG and tech go-to- market/marketing/support at Google, with a focus on small and medium-sized business. What do you think the City of San Carlos should do to attract and retain high quality businesses? Required if interested in Economic Development & Advisory Commission, otherwise enter N/A.
As I mentioned above, San Carlos is well suited to grow our business community, both downtown, along the El Camino Corridor and in our industrial areas. We need to plan accordingly to accommodate this growth with infrastructure improvements and development that appeal to businesses we want to attract.
Being a part of the bio-tech corridor gives us that opportunity. With all of the upcoming changes on Laurel Street we need to encourage and support small business that will serve our community.

In my 30 years as leader if Insidesource, I have had the opportunity to travel to almost every major city in the US and the supporting communities. We have opened offices in multiple locations and gained a deeper understanding of the importance on well run businesses in the context of creating successful, safe and desirable cities. I think my experience as well as my many years in San Carlos will bring great value to the committee.

I would like to work with the PR&C Commission and P&R Department to redesign the historical markers at Flanagan Field. That field has much history. I would love to see the markers moved from the broken concrete pads to the wall that surrounds the stands, joining the Babe Ruth plaque. That is an example of celebrating history focused on youth, who should become aware of their town's history. If younger generations are not interested, then who will connect to the past?
