CITY COUNCIL

STAFF REPORT
MEETING DATE: December 5, 2023
ITEM TITLE: Consideration of Conducting Interviews of Select Candidates for the City Centennial Advisory Committee and Make Appointments to Serve on the Committee.

RECOMMENDATION:

Staff recommends that the City Council interview and appoint candidates to serve on the City Centennial Advisory Committee for the City’s centennial celebrations.

FISCAL IMPLICATIONS:

Funding for the City’s centennial celebration (C2309) has been appropriated in the adopted fiscal year (FY) 2023-25 Capital Improvement Budget: $250,000 in FY 2023-24 and $750,000 in FY 2024-25. There are no funding implications associated with interviewing and appointing candidates to the Centennial Advisory Committee (“Advisory Committee”).

BACKGROUND:

On September 11, 2023, the City Council received a presentation to consider and provide input on the formation of a City Centennial Advisory Committee and directed staff to proceed with recruitment.

The purpose of the City Centennial Advisory Committee is to bring a collective group of residents and members of our community together to share a variety of ideas on ways the City can celebrate its 100th anniversary of incorporation. Residents and members of the community who have been involved in different community groups and organizations will each bring their own experiences and memories of San Carlos so that we have diverse representation.

To assist with putting together the program of events to celebrate the centennial, the City Council will appoint community members representing multiple interests of the community to the Advisory Committee. The Advisory Committee’s role will be to provide ideas and input throughout the planning process. Additionally, it would be desired for the Advisory Committee members to participate in the celebrations.

City Centennial Advisory Committee members will serve until the conclusion of the centennial celebrations. Committee members will attend planning meetings throughout 2024 and continue with meetings throughout 2025, if needed. This is a volunteer appointment and committee members will not receive compensation for their service. Committee members are required to either work or reside in San Carlos.

The City Council established the preferred composition of the Advisory Committee (listed below)

The Centennial Advisory application period opened on September 29, 2023. The opportunity to apply was advertised through the City’s website, the Council Newsletter, social media, focused emails, commission meetings, and other channels.

The application period closed on Friday, November 3, 2023. The City received a total of 25 applications (19 for Community Member/Resident and 6 for Business Owner/Operator). All Business Owner/Operator also qualify for the Community Member/Resident appointments.

ANALYSIS:

To assist in the interview process, staff reviewed all applications and provided suggestions for the City Council Subcommittee to determine which candidates would be interviewed. City staff used the following criteria to create the list of suggested candidates:
Thoroughness of applicant’s responses
How many years the applicant has lived or worked in San Carlos (with the goal to balance residency and interview both long-term residents and newer residents to serve on the Advisory Committee)
Applicant’s experience volunteering in the community in a variety of ways (events, programs, community organizations, etc.)
Whether the applicant is already serving as a primary or alternate on another community organization or City commission

On November 15, 2023, City staff met with City Centennial Council Subcommittee to review and discuss the list of candidates to consider for interviews. During this subcommittee meeting, Councilmember Dugan made the following suggestions:
Each City commission appointment, community non-profit, and organization should have the alternate member attend the committee meeting if the primary member is unable to attend.
All applicants in the business owner/operator category should also be considered to be appointed as a community member seat.
The five community member seats should have two alternates be available if any of the primary seats cannot attend a committee meeting.

These changes will allow for the most community input and involvement throughout the planning process for the City Centennial celebrations. The below table captures these updates:

Composition of Centennial Advisory Committee Primary Alternate Economic Development Advisory Commission 1 1
Parks, Recreation and Culture Commission 1 1

THIS FORM IS A PUBLIC RECORD, DISCLOSABLE TO PURSUANT TO GOVT. CODE 7920 ET SEQ. * Why do you want to be a member of this Committee?
I am a long time resident of San Carlos and hold this place dear to my heart. This is the city where I owned my first home, had both my kids, and made my best friends. I am thrilled to see the diversity grow in this city in the last decade. As a member of this committee I hope to add to the diverse voices in ensuring that all residents receive the right care and facilities in the moment of need. I am particularly passionate about the cause of mental health and women's welfare and would love to incorporate some elements of both in planning the centennial initiatives. * Please list any other background information (business, education, personal) that might be useful in determining your eligibility.

I graduated from engineering and then completed my MBA and a PhD in Organizational Behavior with a focus on cross cultural studies. Additionally, as a part of my professional career, I have established both digital and on the ground operations at various organizations. I have volunteered as a domestic violence advocate with a South Asian agency. Currently I am the co-founder of a mental health services company. I am a trained Indian classical dancer and have performed cultural shows all across the bay area. I am enthusiastic about being another unique and valuable voice in the centennial planning committee using this mix of personal and professional experiences. * Meetings are anticipated to be held beginning in 2024 on the third Wednesday of each month in the evening.

Do you foresee any conflicts with regularly attending these meetings? No conflicts. I will always make space for causes I am passionate about no matter what circumstances, and San Carlos is my home!

THIS FORM IS A PUBLIC RECORD, DISCLOSABLE TO PURSUANT TO GOVT. CODE 7920 ET SEQ. * Why do you want to be a member of this Committee?
There are three main reasons I’d love to serve on this committee. First, as a person who grew up in San Carlos and later came back to raise a family here, I'm deeply committed to both the history and the future of our community.

My mom grew up in San Carlos in the 50's, and I've always enjoyed hearing stories about San Carlos before my time, and would love to dive deeper into its history by working on the committee. My dad's family is also local to the area, and he left a legacy local history through his work at the San Mateo Times and the San Mateo County History Association and Museum. I have a deep and longstanding appreciation for local history thanks to him.

Second, I’m a person who tends to have a lot of creative ideas, and I’d love to put this creative energy toward a project as special as this one. I think I could make a difference by contributing unique ideas and working to implement them. Third, I suspect the committee will be comprised of a fun group of dedicated, interesting and diverse citizens whom I’d enjoy getting to know and working with. I loved this aspect of my work on the Hometown Days steering committee, and the folks I met working on the Burton Park playground project are some of my good friends to this day. I have strong childhood memories of the bicentennial celebrations of 1976 and was only six years old at the time. I would love to contribute to the memories of future generations by working on what I’m sure will be an historic and memorable celebration for San Carlos. * Please list any other background information (business, education, personal) that might be useful in determining your eligibility.

I own a San Carlos-based small business, Vatoca, which provides market research, insight and innovation services to mostly Fortune 500 companies. I attended Laureola, Brittan Acres, Central and Sequoia Schools. I have a BA in communication from Santa Clara university and an MA in public communication from American University. The award of which I am most proud is the Common Cause "An Individual Can Make a Difference Award," which I was awarded for my work on campaign finance reform legislation during my time working on Capitol Hill. One skill that I can potentially contribute to the committee is insight work, such as putting together and analyzing a community survey or focus groups (I did this for the playground committee.) I'm also a decent writer, so can help out with things that involve writing.

San Carlos has been my home for over 50 years. In that time, I've had the privilege of playing an active role in some of the many traditions and organizations that make it the City of Good Living. From Hometown Days to youth sports, to the Lions Club, Chicken's Ball and our schools, this community has provided me and my family a wonderful place in which to put down deep roots and make lifelong friendships. Having recently retired, I now have more time to dedicate to community service. The Centennial Committee would be a wonderful way to honor San Carlos, celebrate its past, inspire new residents and ensure that the celebration is a success. * Please list any other background information (business, education, personal) that might be useful in determining your eligibility.

For almost 50 years, in both my professional and volunteer careers, I have run large, high-visibility, multi-day events with hundreds of paid staff, volunteers, and vendors, all of which involved complex logistical coordination. In my capacity as Chair of San Carlos Hometown Days, I worked closely with City staff, many of whom are currently involved in this effort. I understand City processes and expectations. I work collaboratively and thoroughly, always maintaining a spirit of flexibility and team work.

In 1998-99, I headed up an oral history project to document the community's history for its 75th anniversary. The result was the publication of San Carlos Stories. While we focused on collecting and publishing stories from citizens who had lived here from the 1920s through the 1990s, I also studied the people who lived here before incorporation (Native Americans, Spaniards, Californios, early white settlers) to document this history as well. The project did not collect many stories about how the explosive growth of the Silicon Valley affected San Carlos - either in terms of businesses, commercial development, or demographics. I believe these are essential stories to collect, record, and celebrate as the city looks back on its 100 years. * Please list any other background information (business, education, personal) that might be useful in determining your eligibility.

Prior to teaching at Carlmont, I worked in the field of local history as a curator/administrator. My master's degree in history from UC Riverside trained students to work as archivists, curators, and preservationists. When I worked in this field (primarily from 1979-1991), I was exposed to the wide variety of the issues and challenges that come with interpreting and preserving local history. Although I have not worked professionally in local history since 1999, I remain passionate about it. If "all politics is local," then all history is also local. * Meetings are anticipated to be held beginning in 2024 on the third Wednesday of each month in the evening.

THIS FORM IS A PUBLIC RECORD, DISCLOSABLE TO PURSUANT TO GOVT. CODE 7920 ET SEQ. * Why do you want to be a member of this Committee?
I heard that you are planning a 100th year lollapalooza and I'd love to help make it an incredible event. I think that my longevity in the area and seeing all of the changes in the San Carlos, RWC and Belmont areas could lend some ideas that would help reflect the history of these great towns. * Please list any other background information (business, education, personal) that might be useful in determining your eligibility.

I attended Cipriani, Ralston and Carlmont HS. Graduated in 1982. Lived as far away at Foster City and RWC but just kept coming back to Belmont and now raised our sons in San Carlos. I went to CSM to get my AS in Dental Assisting. Our Sons went to Brittan Acres, Central and Sequoia HS. The first Football game I attended I put on a Sequoia Cherokee purple shirt and it almost burned my skin :-). (Go Scots!) I helped the San Carlos Museum bury the time capsule, can't wait to open it up soon. My sons are young adults now so I have more time on my hands. * Meetings are anticipated to be held beginning in 2024 on the third Wednesday of each month in the evening.

Do you foresee any conflicts with regularly attending these meetings? I may miss one in 2024, going on a girls trip for my 60th birthday and perhaps one while on our Summer family vacation. Our American Legion Auxiliary meetings are on Tuesdays, so Wed works well for me. * By typing your name, you agree that the information provided in this form is true and accurate.

We are very much a part of this community and we would like to give back in some way. I would like to join this committee with my son, so we can participate together if possible. Helping to organize activities to celebrate the school's 100 year anniversary would be our honor since this city has given us so much in terms of memories.
