CITY COUNCIL
STAFF REPORT
MEETING DATE: August 28, 2024
ITEM TITLE: Interview and Appoint Two Applicants to the Planning and Transportation Commission to a Term Ending June 30, 2027 and Consider Appointing Alternate Members and Adding Applicants to a Commissions’ Eligibility List.
RECOMMENDATION:
Staff recommends that the City Council conduct interviews and appoint two applicants to fill a term on the Planning and Transportation Commission ending June 30, 2027.
If the Council finds that there are more eligible applicants than there are vacant seats, staff recommends that the Council consider appointing an alternate member to the Parks, Recreation and Culture Commission and/or adding applicants to any of the Commissions’ Eligibility Lists.
FISCAL IMPLICATIONS:
None for this action.
BACKGROUND:
It is the City Council’s role to appoint members to the various commissions and committees that the Council has established.
Six commissioners had a term expiring June 30, 2024:
- Heather Liu – Economic Development Advisory Commission (EDAC) - Sailesh Mehra – EDAC
- Mark Maxwell – Parks, Recreation and Culture (”PR&C”) - Kristen Clements – Planning and Transportation Commission (PTC) - Jim Iacoponi – PTC
- David Roof - PTC
EDAC Commissioners Liu and Mehra and PTC Commissioner Clements were eligible for reappointment and expressed interest in continuing to serve. The City Council reappointed them on March 11, 2024 for another full term expiring June 30, 2027.
PR&C Commissioner Maxwell had served for six consecutive years and was therefore not eligible for reappointment. On March 11, 2024, the Council appointed PR&C alternate member Julie Lubetkin to his seat for a full term beginning July 1, 2024 through June 30, 2027.

August 28, 2024
Packet Pg. 3
In March 2024, staff began recruiting to fill commission seats. Due to an insufficient pool of qualified applications by the May 17 filing deadline, the filing period was extended to August 2.
PTC Commissioners Iacoponi and Roof had each served PTC for six consecutive years and were therefore not eligible for reappointment; however, with the filing deadline extended, the earliest that the two seats on the PTC could be filled would be late August, leaving the PTC to function with only three members. The City Council therefore temporarily reappointed Commissioners Iacoponi and Roof to continue serving on PTC until an appointment could be made to fill their seats.
ANALYSIS:
As of the August 2 filing deadline, the City received 22 applications. Two applicants withdrew their application shortly after.
A subcommittee of the Council reviewed the 20 applications and, based on the thoroughness of the responses provided as well as the applicants’ background and experience, narrowed the pool to 13 applicants to proceed in the selection process. One of those applicants shortly after withdrew her application.
Below are the remaining 12 applicants and the Commission(s) that they will be considered for.
They are listed in the order in which they are schedule to interview.
These 12 applicants were invited to a meeting where staff provided them with information on the role of a commissioner and what to expect in the interview process. All except one applicant met with staff.
Below is a list of available positions to which the Council may make appointments:

Packet Pg. 4
Alternate Member
As shown in the above chart, the City Council, at this time, has the option to appoint an alternate member to the PR&C Commission.
The alternate members may only participate and vote in the absence of a voting member or in the event a member abstains due to a conflict of interest. In the event of an unscheduled vacancy on a commission, the Council may appoint the alternate member of the commission to the seat of the voting member.
Eligibility List
As shown in the above chart, the City Council, at this time, has the option to appoint applicants to any of the Commissions' Eligibility List.
The City Council established that applicants may be added to a Commission’s Eligibility List if there are more eligible applicants than there are available seats on that Commission. In the event of an unscheduled vacancy on a commission, if the alternate member is appointed to the seat of the voting member, the Council may appoint an applicant from the Eligibility List for the respective commission to serve as an alternate member. If the Commission does not allow for an Alternate Member, the Council may appoint an applicant from the eligibility list to the voting seat. Applicants may remain on the Eligibility List for up to one year from when they were added. All prior applicants on the Eligibility List have since expired.
ALTERNATIVES:
The alternatives available to the City Council include:
1. Appoint two applicants to fill a term on the PTC ending June 30, 2027; and consider appointing a PR&C Alternate Member and/or adding applicants to any of the Commissions’ Eligibility Lists; or
2. Do not make appointments and staff to continue recruitment; or
3. Provide staff with alternative direction.

THIS FORM IS A PUBLIC RECORD, DISCLOSABLE UNDER THE CALIFORNIA PUBLIC RECORDS ACT (GOV. CODE § 7920.000, ET SEQ.) * Why do you want to be a member of a Board or Commission? What do you feel you could contribute to the Board or Commission? I want to be a member of the commission because I have a passion for urban planning and for transportation, and because I want to contribute to the success of the town that has raised me for the past 20 years. I have watched the city grow and evolve during my adolescence, and as a 22 year old longtime resident of San Carlos, my perspective on the needs of our city is different than that of my older peers. I would be incredibly motivated to contribute my knowledge to this commission. * Do you have any particular perspective on how the City should grow in the next five to ten years? Required if interested in Planning and Transportation Commission, otherwise enter N/A.
Over the next five to ten years and beyond, San Carlos has an incredible opportunity and responsibility to grow in a sustainable way, providing for the construction of housing with strong access to transportation while including the community in decisions that impact our town and quality of life. Projects such as the Downtown Specific Plan will be opportunities to build upon what makes San Carlos an incredible place to live. We should commit ourselves to creating vibrant public spaces and amenities that all residents can enjoy, designing safer streets for pedestrians and cyclists, and collaborating with residents to ensure support and that ideas flow freely between the commission and residents of San Carlos. We must maintain and grow a vibrant, inclusive, and accessible environment for all residents, focusing on sustainability and equity in our work.

I have completed coursework that deals extensively in how to create mixed-use developments that respect and include surrounding neighborhoods and residents. * Are you related to a current City of San Carlos employee? I would prioritize my commitments to the Commission and have sufficient time to read Commission packets and attend meetings consistently. As an engineering consultant who has supported municipal staff in bringing along decision-makers and elected officials (for example, the Treasure Island Water Resources Recovery Facility), I understand the role of policy frameworks and of staff and Commissions in shaping and enacting policy. I exhibit the attention to detail necessary to review staff reports and proposed Commission actions and have a strong ability to synthesize information into a bigger picture vantage point. I value the importance of expert staff reviews and the public process in enacting legally defensible decisions and would undertake my responsibilities with a high standard of care. * Do you have any particular perspective on how the City should grow in the next five to ten years? Required if interested in Planning and Transportation Commission, otherwise enter N/A.
I have lived in the Bay Area since 2007 and in San Carlos since 2011. My perspective on San Carlos' growth is informed by a commitment to generational equity and climate resilience. I recognize the significant affordable housing crisis facing the Bay Area and have concerns about the present equity impacts and the ability of my own kids to return to the area following graduation from college. I strongly believe that all cities in the region must step up to the plate to fulfill their essential role in promoting and facilitating the expansion of our housing stock at multiple affordability levels, consistent with State law, General Plan, specific plans, and objective design standards. I also believe strongly in promoting projects that increase the use of low-carbon transportation options, including efforts to mitigate last-mile challenges. I am a proponent of transit-oriented housing, mixed-use densification, and public open space within the framework of adopted plans. These approaches can help to increase regional housing stock, promote low carbon transit use, and contribute to vibrant spaces that make San Carlos an attractive place to live, work, and recreate. While there are trade-offs associated with change, I believe that it is important to use policy to promote direct changes in a way that fortifies our community as a whole and wisely leverages private investment to improve the livability of San Carlos. I believe strongly in the importance of community-informed planning processes, such as the East Side Innovation District Vision Plan. These types of processes help to daylight important on-the-ground issues, demonstrate trade-offs, promote creativity, and set the compass for growth and development. Through these types of processes, the community can envision how change can mitigate existing pain points and create new opportunities for connectivity and community. I strongly value the role of the Commission in supporting these processes and providing the formal forum for public discourse, and its role in guiding policy setting. * What do you think the City of San Carlos should do to attract and retain high quality businesses? I have 25 years of experience as an environmental engineer, 17 years of which have been in the Bay Area. My career has focused on water and wastewater infrastructure and the adaptation of urban waterfronts to climate change. I hold an M.S. in Energy Policy & Climate from Johns Hopkins (2024) and a B.S. in Environmental Resources Engineering from Cal Poly Humboldt (1998). I am a member of the Water Environmental Federation, California Water Environment Association (CWEA), Bay Area Climate Adaptation Network (BayCAN), and the American Society of Adaptation Professionals. I am a former SPUR Board member. Through my work, I deeply understand regulatory and policy frameworks, administrative reviews, and commission roles. I also have a strong understanding of the technical and policy frameworks surrounding long-term planning, capital planning and infrastructure development, climate action plans, sea level rise science, and local/state/federal funding and financing. I am deeply knowledgeable about our community’s vulnerability to climate change and understand the technical and policy approaches required to reorient our policies and actions in the face of these challenges. * Are you related to a current City of San Carlos employee? * What community activities are you presently involved in, or have been in the past? Having lived in San Carlos for a decade, I am deeply immersed into various local community organizations. San Carlos Charter Learning Center - my kids (8 and 5 years old) attend school here. For the last 3 years I have volunteered as a weekly class volunteer with the educators, have conducted a seminar on entrepreneurship for grades 2 and 3, and led the efforts to establish the hot lunch program on campus at the beginning of the school year 2022-23. I am going to be leading the parent education team for the school in the new school year 2024-25.
San Carlos Indian women community - I have been one of the founding members of the San Carlos/Belmont Indian moms group on Whatsapp. This is a community of women from Indian origin to lean on one another for support and resources. All through COVID I led Friday online peer support groups for this community to cope with lockdown struggles. Currently I organize monthly brunch meetups for the group. San Carlos City Centennial Planning Committee - I am one of the resident members of this committee. I thoroughly enjoy working with the group in providing inputs to the city for planning the 2024 Centennial celebrations. One Life Counseling - Having worked in the mental health domain for the last 12 years, I am providing pro bono business consulting services to One Life Counseling, helping them with re-branding, marketing, and program development strategy and execution. Community Foundation of San Carlos - Helping the organization with website review, positioning and branding review, and in organizing the longest table event on June 8. I hosted a community mental health awareness table at the AANHPI event in 2023 with the Community Foundation. San Carlos Children’s Theater - My kids actively attend the camps and classes there. I performed with their staff and other parents on stage at Burton Park during the summer of 2023. San Carlos United Soccer - Scheduler and team co-manager for 2016 boys. CORA - Working with their volunteer coordinator on ways to enhance their volunteer program and to boost volunteer engagement. Maitri Bay Area - Maitri is a non-profit helping survivors of domestic violence particularly in the South Asian community. I am a 40 hour trained domestic violence advocate and have been volunteering with Maitri for the last 11 years, helping with client support, program development, and creative writing projects. County of San Mateo Arts Commission - I am a trained classical dancer and I will be doing a joint presentation on Indian classical dance on June 2nd at the Belmont Library. * How much time do you envision giving to the Board/Commission? How often are you out of town? What other commitments might affect your attendance to Board/Commission meetings?
I am driven by work rather than hours. Whatever it takes to keep the Board/Commission thriving, I am willing to put in that effort. My kids are in school so travel is not very frequent and mostly aligns with national/school holidays. I understand that most meetings happen in the afternoon/ evenings and I will be available at that time. * Why do you want to be a member of a Board or Commission? What do you feel you could contribute to the Board or Commission? After serving as a member of the Centennial Planning Committee, I am extra enthusiastic about serving on a San Carlos Board or Commission. Unlike the popular notion that governments move slowly, I have seen these bodies in action and really bring in positive changes. Everyone’s voice matters and is integrated into the decisions. The city is led by some very mission driven and committed individuals. I espouse the values of integrity, compassion, and above all a love for my city to actually make a difference to the lives of the residents as a Board or Commission member. Additionally, I am an immigrant from India, and a mother to two young children. I look forward to bringing forth the perspective of an immigrant and member of a young family to the table. My education is in engineering, business, and behavioral sciences, my strength is growing people networks, and I am inherently a problem solver. I look forward to leveraging my education, strengths, and passion for public service to bring voices together and to synthesize them to make decisions that are most beneficial to all stakeholders. After watching several Commission meetings online I am convinced that this is the environment where I will thrive to make the best contribution to my city and its residents.

* Do you have any particular perspective on how the City should grow in the next five to ten years? Required if interested in Planning and Transportation Commission, otherwise enter N/A.
Being an engineering graduate, I base my decisions on data and numbers. I envision the City of San Carlos with 29,650 residents to achieve a “tiny but mighty” status in the next decade. Here are some of the angles from which I view the city's growth in the next five to ten years.
Socioeconomic parity The city has above average household income of $219,413 with 69% homes owned. This has produced a mix of people of different life stages and socio economic backgrounds. In a city where young families and retirees coexist, it is important to think from all economic angles before making decisions. The cost of single family homes has increased by 25% in just the last 5 years. Which calls for measures on affordable housing and other affordable services in the area. Young families The median age of San Carlos residents is 45.2 years. This implies more young families in the city with unique needs as regards traffic safety, access to fields, parks, bike trails, walking paths, and safety on school routes. I am particularly excited about the development of N Crestview Park as it gives our kids one more place to play.
The Laurel Street plaza is another addition that the young families are really looking forward to. It is my dream to work on traffic issues during school drop off and dismissal. Considering 23% of residents attend school, it is extremely important for the city to focus on this issue.
Another ambitious and huge zoning accommodation will be to facilitate more child care services for families with infants and toddlers.
Climate considerations Having grown up in India, I am really able to appreciate the clean air and great climate that we enjoy in the city. In the interest of building a better future for our young children, I would advocate for a strong focus on more climate friendly measures. A great start will be the addition of more walking and biking trails for young families in addition to the new approved Bicycle and Pedestrian Master Plan. Plus adding more public transportation can aid not only the daily commuters but also residents over 65 years of age that make up 18% of city population. San Mateo County has the highest rate of electric vehicle purchases in the state at 42 per 1000 residents. With this ratio, San Carlos has about 1260 electric vehicles. The city has 39 charging stations. To meet the needs of the new workforce coming on the East side, the residents, and the out of city visitors, in the near future, more electric chargers will be needed. Population diversity 24.4% residents of the city are foreign born. 36.6% residents identify as people of color (compared with 21% in 2010). With this increase in diverse population, the Commission decisions need to be informed by cultural norms and needs. For example, in many South Asian families, it is expected for aging parents to live with the family, implying more living space needed in a house. The city's growth will be healthy if such diverse and culturally sensitive perspectives are taken into account. Economic development Being a business graduate, economic growth is always a big consideration on my mind. Due to its central location and proximity to both major highways, the City of San Carlos provides an extremely lucrative location for businesses to relocate, as is demonstrated by the upcoming 2.5mn sq ft addition of biotech and life sciences offices. With 53 major businesses leaving San Francisco since 2020, and more planning to leave, the city can avail this opportunity to promote itself even more as a haven for companies to relocate in the near and mid term future. An important part of bringing in thousands of employees into the East side is development of restaurants, cafes, and spaces to park food trucks. More amenities and infrastructural support needs to be added in this area to make it more business and workforce friendly. The upcoming downtown plan with Laurel Street Plaza is another exciting opportunity to completely reimagine the city economy, attract new businesses, encourage existing businesses to rejuvenate, and bring in customers from not only within San Carlos but also from other cities. The block closure to street traffic will encourage walkers and young families to safely spend time there. The city can promote “Plaza Paseo”, going with its Spanish/ Mediterranean architecture. I see the downtown and the east side both as huge canvases with lots of potential to become the economic and social hubs of the city. Aesthetics One of the main reasons that attracted me to San Carlos 12 years ago was the small town and close-knit community feeling. I grew up in a small town in India and this city reminds me of home in many ways. As the city progresses and integrates all of the latest and greatest in city planning, construction, design, technology, and transportation, the original aesthetics of the city should be thoughtfully preserved. I envision the city as an example of the perfect integration of the new and the old in the next few years. * What do you think the City of San Carlos should do to attract and retain high quality businesses? Here are some of the ways I will leverage my education and experience along with my enthusiasm to serve on the Commission - Engineering - I hold a Bachelors in Engineering degree. This education has made me number driven. When serving on a city commission, it is hard to discount one’s personal biases and leaning on numbers always helps me look at things objectively and unbiased. Business - My business education always helps me look at growth potential and opportunities. It has also trained me to examine a problem from all different angles to find the best solution. I am inherently a problem solver and when I do not see a solution I find ways to build one. Doctorate - My PhD thesis was based on qualitative research. I am trained to read (a lot!), to critique, and to make sense of diverse perspectives to cull out common themes. Having been a doctoral scholar, I welcome dense information and enjoy finding an actionable path forward from it. Work experience - I have worked in early stage startups and built two myself. I love setting up new systems, processes, and finding solutions to hard problems. I operate in a “relentlessly resourceful” mode to bring the most efficient solutions for the most challenging situations. Theater - I am trained in performing arts. My theater background helps me easily put myself in the shoes of others to understand their perspective.
As a Commission member this is a skill that I look forward to leveraging. Community building - I am an extrovert and I believe in the collective power of community. I have built online and offline communities globally. As a deeply immersed member of various communities in San Carlos, I hope to listen, learn, and leverage the collective strength of the community to move the city's endeavors forward. * Are you related to a current City of San Carlos employee? My daughter attends Heather School in the Special Day Class for Kindergarten and I am a caregiver to our 2 year old twins. We take place in all of the festivals and education events in the City and I've been trying to get my daughter involved in 4H club recently. We love going downtown and ALL of the parks S Carlos has to offer. We are fond of Groovy Goose, Plantation, Reading Bug, Bianchinis, Lulu's, Peets, Harrington Parklet, and the Public Library. I stay busy with care for my disabled 5 year old daughter and twin toddlers, however, that also means that I am very rarely out of town....as in, I'm always here - it is next to impossible for us to be away for overnights. I am happy to get care for my children and arrange for my husband to be with them so that I can give my all to the Commission. If I commit to do something/participate, I do it 100% otherwise I wouldn't be applying. Other than a medical emergency or caregiver for my child being sick, I don't imagine my attendance would be a conflict. I look forward to spending time working OUTSIDE of the home and working in community. It's what I've grown up doing. * Why do you want to be a member of a Board or Commission? What do you feel you could contribute to the Board or Commission? I believe that I am a good listener, have lived in a number of various settings, understand people, have a strong background in Education and know how to work with a variety of ages and demographics. My strongest value could be understanding the City through the lens of the elderly/disabled since I am often out with my 5 year old disabled daughter and know a good number of residents here who have extra needs for accessibility. I can provide a listening ear and be an essential advocate for those who might not otherwise be heard. I truly think that everyone deserves to be recognized and involved in a community. * Do you have any particular perspective on how the City should grow in the next five to ten years? I understand that there are already some park improvements underway in San Carlos and I'm happy to participate in their evolution anId fruition. San Carlos already does a number of exceptional recreational activities, so kudos to that....but I'd like to do more research deeper into the community to see what we could expand or include. I think our handicapped/disabled community is sorely underrepresented in events and I'd like to work on improving options. One example to highlight this is the need for adult changing stations in the downtown area in order to make access to shops/downtown available. Making parks and public spaces more readily accessible to all is something I have experience with and am happy to work on with the Commission to make San Carlos reach its highest potential * Please list any other background information (business, education, personal) that might be useful in determining your eligibility.
I have a BA in Studio Art / Art History and a Masters in Educational Leadership. I've lived in 6 different States and 2 countries. I worked at Woodside Priory School in Woodside for 12 years before becoming a caregiver. I chaired the Art Department, taught American Government & Current Events to 9th graders, was the Assistant Dean in the Dormitories for 3 years (cared for 52 teeneagers from across the world), and helped coach girls soccer.

I believe that parks should evolve with the needs of the community. As the community gravitates to sports like pickle ball, the city needs to explore all options to provide opportunities for community members. Non traditional sports are critical in developing the right balance for everyone.

I envision dedicating approximately 10-15 hours per month to the Board/Commission. I am rarely out of town and can adjust my schedule to ensure regular attendance at meetings. My current commitments, including volunteering and job search activities, are flexible and should not interfere with my participation in Board/Commission meetings.

Economic Development & Advisory Commission
* What community activities are you presently involved in, or have been in the past? I'm actively involved in building community connections in a few ways. In January 2024, I co-founded Moonlight Collective, a hyperlocal marketplace that fosters in-person gatherings and experience/skill sharing among residents. Through the platform, we've connected with many community members. Additionally, I'm a Charter Parent volunteering at my children's school, and I participate in the SC Women Owned Business group to network with other local female entrepreneurs. My family also enjoys Parks and Rec programs and camps, which are a great way to connect with other families.
* How much time do you envision giving to the Board/Commission? How often are you out of town? What other commitments might affect your attendance to Board/Commission meetings?
I'm able to dedicate a few hours each month to the Board/Commission. Travel-wise, we typically have extended time out of town only during summer breaks. Otherwise, I'm generally available for meetings. As a startup founder, I do have a demanding schedule, but I'm confident in my ability to be flexible and manage my time effectively to fulfill my responsibilities on the Board/Commission.

* Why do you want to be a member of a Board or Commission? What do you feel you could contribute to the Board or Commission? I'm passionate about contributing to San Carlos' thriving community, and I believe my combined experience as a resident, small business owner, and a marketing and business strategy professional for over 20 years can significantly impact EDAC's goals. My strategic marketing skills honed over 20 years can be instrumental in developing initiatives to attract new businesses and promote San Carlos' unique economic advantages. Additionally, my experience as a small business owner gives me firsthand understanding of the challenges and opportunities faced by local businesses. I'm confident that I can bring a fresh perspective informed by both corporate and entrepreneurial experience, and I'm eager to collaborate with the EDAC team to achieve their vision for a vibrant and sustainable San Carlos economy. * Do you have any particular perspective on how the City should grow in the next five to ten years? Required if interested in Planning and Transportation Commission, otherwise enter N/A.
I envision San Carlos growing into a vibrant and walkable community where residents of all ages feel safe and connected. Here are some key aspects of that vision: • Strong sense of community: I believe in fostering a close-knit community where children can play safely and neighbors know each other. This sense of connection can be strengthened through community events, local businesses, and initiatives that promote interaction. • Safe and accessible transportation: Prioritizing pedestrian and cycling infrastructure alongside public transportation will make it easier for everyone to get around without relying solely on cars. This not only improves safety but also creates a more environmentally friendly city. • Mixed-use development: Encouraging mixed-use development with shops, restaurants, and essential services within walking distance of residential areas will reduce car dependency and create a more vibrant and convenient environment for residents.
Additionally, I'd love to see the City explore ways to: • Increase green spaces and sustainable practices: Investing in parks, bike paths, and green infrastructure will not only enhance the quality of life but also contribute to a more sustainable future. • Support local businesses:
Programs and initiatives that help local businesses thrive can further strengthen the community's economic and social fabric. Overall, I believe San Carlos can grow in a way that prioritizes both people and the environment, fostering a strong sense of community for all residents.
* What do you think the City of San Carlos should do to attract and retain high quality businesses? Required if interested in Economic Development & Advisory Commission, otherwise enter N/A.
1. Foster a Supportive Ecosystem: • Coworking Spaces: I strongly support creating open coworking spaces for small businesses. This fosters collaboration, knowledge sharing, and a sense of community among entrepreneurs. The City could incentivize the development of such spaces through zoning regulations or tax breaks. • Business Networking: Initiatives that connect local businesses with each other and potential partners are crucial. The City could organize networking events, workshops, or mentorship programs to facilitate these connections.
2. Targeted Marketing & Branding: • Highlight Community Advantages: Develop a comprehensive marketing strategy that showcases San Carlos' unique selling points for businesses. This could include factors like quality of life, skilled workforce, proximity to transportation hubs, or a supportive business environment. • Data-Driven Approach: Utilize data and research to identify target industries and tailor marketing efforts to attract businesses that align with San Carlos' economic development goals. 3. Promote Local Businesses & Community Events:
• Hyperlocal Events: I like the idea of creating hyperlocal community events that feature local businesses. These events can foster a sense of community pride and encourage residents to support local establishments. However, consider exploring a balance between exclusivity and inclusivity. Showcasing the collaborative spirit of San Carlos businesses can be just as appealing. • Marketing & Promotion: The City can leverage its communication channels to promote local businesses and events. This could include social media campaigns, partnerships with local media outlets, or a dedicated online directory of local businesses. 4. Streamline Regulations & Permitting: • Simplify Processes: Review and streamline regulations and permitting processes to make it easier for businesses to establish and operate in San Carlos. This can involve providing clear guidelines, online applications, and efficient processing times. By implementing these strategies, San Carlos can create a welcoming and supportive environment for businesses, fostering a thriving and diverse local economy. * What park improvements or recreational activities would be beneficial to the community? Required if interested in Parks, Recreation & Culture Commission, otherwise enter N/A.
I have a few ideas for park improvements and recreational activities that could benefit the community: • Improved Booking System: The current booking system for park facilities seems challenging to navigate. A more user-friendly online system with clear instructions would be a great improvement. • Community Pool: Adding a community pool would be a fantastic addition to San Carlos. Having access to a pool would not only provide a great recreational space but also offer opportunities for swimming lessons, water aerobics classes, and other aquatic activities for residents of all ages. Water safety is critical life skill that we have to go outside the city to get lessons on. • Enhanced Playgrounds: Regular maintenance and upgrades to existing playgrounds are essential. This ensures safety for children and provides a fun and engaging environment for them to play. Perhaps the City could explore opportunities for community involvement in playground design or maintenance projects, fostering a sense of ownership and pride in our parks.

I would prefer to chair the PTC over EDAC because as a Lifetime San Carlos resident & local business owner, I believe that I bring a fresh and healthy perspective to the great things this City plans to do in the near and distant future. I have no plans on moving am building roots and my family here. I am eager to help serve my community and work under city counsel to make San Carlos the best version of itself. * What community activities are you presently involved in, or have been in the past? As a community-based small business owner, I am rooted in the community in multiple different areas. A few of which being donating to different events that the city has planned such as the recent teen wellness retreat. I am also in the process of collaborating with a spectrum of other local non-profits to see if there are other ways I can help! * How much time do you envision giving to the Board/Commission? How often are you out of town? What other commitments might affect your attendance to Board/Commission meetings?
As much as is needed. I do not usually leave the area for more than a few days at a time and can easily schedule any trips around any meetings or discussions that I should be a part of.

What do you feel you could contribute to the Board or Commission? I would like to be a member of a commission, because as stated above I am eager to serve my community and gain professional experience in helping to lead the community. I believe that growing up, going through the school system, and building a family and business in the city of good living will help me to have a sound mind, and critical thinking as well as know the ins and outs of the city and downtown scape * Do you have any particular perspective on how the City should grow in the next five to ten years? Required if interested in Planning and Transportation Commission, otherwise enter N/A.
I believe the city of good living needs to expand its housing and multi-use space and lean into the expansions and possibilities of bringing more business(big and small) into the city to help support current and future projects to continue evolving the city into the best version of itself!
* What do you think the City of San Carlos should do to attract and retain high quality businesses? Required if interested in Economic Development & Advisory Commission, otherwise enter N/A.
I believe local and affordable housing is crucial for employers to even consider bringing long-term and high-quality business to the area.
Something I think that would make it more attractive for developers is to create a short-term living space for their workers who generally come in from far outside of town. This change might make it possible to lower the development costs for these larger construction projects. * What park improvements or recreational activities would be beneficial to the community? San Francisco Giants and Chilton Auto Body, San Carlos
* Board/Commission of interest

I selected only one board position and therefore don't need to rank preferences * What community activities are you presently involved in, or have been in the past? I have not been involved recently but when my boys were young I coached AYSO soccer for two years. * How much time do you envision giving to the Board/Commission? How often are you out of town? My plan as of July '24, I'm planning to leave Chilton's at the end of the year but will continue my work with the Giants. So I will have more time to pursue some other interests. My Giants schedule is flexible, as we submit availability and are scheduled based on that. Things slow down quite a bit from October through March. So I will have more time to participate in Board/Commission meetings.

What do you feel you could contribute to the Board or Commission? I saw an article in the recent City of Good Living monthly and it piqued my interest. We've lived in San Carlos since '83 (my wife was raised here) and have enjoyed our lives here immensely. I thought it would be nice for me to do something I like for San Carlos. * Do you have any particular perspective on how the City should grow in the next five to ten years? I've seen a lot of changes in San Carlos in my 40 years as a resident. Most of those have been very good. I'm not opposed to growth but I hope San Carlos doesn't turn into Redwood City where, it seems, new townhouses, condominiums are springing up all over. But, at the same time, I'd like to see some of the older, poorly maintained places on El Camino (especially below St. Francis) cleaned up or out. * What do you think the City of San Carlos should do to attract and retain high quality businesses? I was a history major at USF and later taught US History for 25 years at Serra High School. I also served as Director of Development (6 years) and Alumni Relations (19 years) at Serra where many of my former students were from San Carlos-many of whom still live here. After leaving Serra, I served as general manager of the Carlos Club after the renovation from 2008 through 2011 and worked with the City on several issues. I grew up in Redwood City and remember a lot of "old San Carlos" from my youth. I had my first date in 1963 at the miniature golf course on Laurel! I've always had a love of history, especially American social history and I feel this position would bring together my interests, skills and talents together in a way that can enhance my city. * Are you related to a current City of San Carlos employee?
