CITY COUNCIL

STAFF REPORT
MEETING DATE: June 10, 2025
ITEM TITLE: Interview and Appoint Two Applicants to the Planning and Transportation Commission to a Term Ending June 30, 2028 and Consider Appointing Alternate Members and Adding Applicants to a Commissions’ Eligibility List.

RECOMMENDATION:

Staff recommend that the City Council conduct interviews and appoint two applicants to fill a term on the Planning and Transportation Commission ending June 30, 2028.

If the Council finds that there are more eligible applicants than there are vacant seats, staff recommend that the Council consider appointing an alternate member to the Parks, Recreation and Culture Commission and/or adding applicants to any of the Commissions’ eligibility lists.

FISCAL IMPLICATIONS:

None for this action.

BACKGROUND:

It is the City Council’s role to appoint members to the various commissions and committees that the Council has established.

This year, there were eight commissioners/board members with a term expiring on June 30. At its March 10 meeting, the City Council reappointed eligible commissioners who expressed interest in continuing their service and utilized the Alternate Members and eligibility lists to fill upcoming vacancies on the Museum of San Carlos History Board and the Parks, Recreation and Culture (“PR&C”) Commission. Details are provided the table below.

Economic Development Advisory Commission (EDAC)
Kelly Hickey Reappointed for another term through June 30, 2028.

ANALYSIS:

On March 15, the City opened the commission filing period to begin accepting applications. As of the May 29 filing deadline, the City received 24 applications.

A Council subcommittee—comprised of Mayor McDowell and Councilmember Rak—was scheduled to conduct the initial review of applications, with support from the Assistant City Manager and the PTC staff liaison. However, a last-minute conflict prevented Councilmember Rak from participating. On May 30, the remaining subcommittee member, with support from staff, reviewed the applications and, based on the thoroughness of the responses and the applicants’ backgrounds and experience, selected 12 individuals to advance in the selection process. On June 3, we received notice from one of those applicants that he wished to withdraw his application.

The remaining 11 applicants were invited to a meeting where staff provided an overview of the commissioner role and what to expect during the interview process. Following the meeting, applicant Kenniasty requested to also be considered for the PTC. As a result, below is the list of the 11 applicants and the Commission(s) for which they will be considered. They are listed in the order in which they are scheduled to interview.

As shown in the above chart, the City Council, at this time, has the option to appoint an alternate member to the PR&C Commission.

The alternate members may only participate and vote in the absence of a voting member or in the event a member abstains due to a conflict of interest. In the event of an unscheduled vacancy on a commission, the Council may appoint the alternate member of the commission to the seat of the voting member.

Eligibility List
As shown in the above chart, the City Council currently has the option to appoint applicants to the eligibility list for any of the Commissions and Board.

The City Council established that applicants may be added to a Commission’s eligibility list when there are more qualified applicants than available seats. In the event of an unscheduled vacancy on a commission, if the alternate member is appointed to fill the voting seat, the Council may appoint an applicant from the eligibility list for the respective commission to serve as the new alternate member. For Commissions that do not have Alternate Member, the Council may appoint an applicant from the eligibility list directly to the voting seat.

Applicants may remain on the eligibility list for up to one year from when they were added. At this time, all prior applicants on the eligibility lists have since expired, with the exception of one for the Economic Development Advisory Commission (EDAC), which will expire in August 2025.

Form 700 is a public document and will be made available upon request in accordance with disclosure laws.

Furthermore, these designated officials must complete mandatory Ethics Training pursuant to AB 1234. * What community activities are you presently involved in, or have been in the past? My main community activity is serving as an officer in San Carlos Toastmasters, but I'm seeking to become more active in serving the community.
* How much time do you envision giving to the Board/Commission? How often are you out of town? What other commitments might affect your attendance to Board/Commission meetings?
While I can't forecast with certainty (as I'm sure there'd be some learning curve involved), I'd anticipate spending 5 10 hours a week on the commission (exclusive of regularly scheduled meetings). I do not travel for work and would be able to schedule family trips to avoid conflicts with commission meetings.
* Why do you want to be a member of a Board or Commission? What do you feel you could contribute to the Board or Commission? Most of my career has focused on design/delivery of transportation projects (including highways, rail, and airports), so the commission's purview coincides with my career interests. While I'm not a planner, I work with them frequently, and in the course of completing my own significant home improvement have developed a strong interest in helping the City to grow intelligently. Finally, while I realize this is a citywide position, I'm a resident of East San Carlos and believe I'd be in a strong position to be an advocate for an area poised for significant change.
* Do you have any particular perspective on how the City should grow in the next five to ten years? Required if interested in Planning and Transportation Commission, otherwise enter N/A.

I support residential development as reflected in the Northeast Area specific plan and increased density in/around downtown as called for in the current housing element. However, I feel opportunities to gradually upzone RS 6 areas throughout the City should also be considered. * What do you think the City of San Carlos should do to attract and retain high quality businesses? * What community activities are you presently involved in, or have been in the past? I am on 3 advisory boards at Stanford University: Office of Community Engagement: leads all community, and local government engagement for Stanford in San Mateo and Santa Clara Counties Stanford Live: runs all lively arts, concerts at Stanford School of Humanities and Sciences: advisory board for the Dean of this school, which is the largest of the 7 schools at Stanford Health Connected: I was on the board of this teen sexual health education platform until 2023 * How much time do you envision giving to the Board/Commission? How often are you out of town? What other commitments might affect your attendance to Board/Commission meetings?
I can devote a meaningful amount of time to a board/commission. I work from home in San Carlos and have minimal work related travel. I have a flexible schedule, so I can work around board/commission meetings. * Why do you want to be a member of a Board or Commission? What do you feel you could contribute to the Board or Commission? I have lived in San Carlos for over 15 years. My family and I plan on staying in San Carlos for many years to come. I have seen san Carlos evolve into a new generation, community oriented city. I want to support the city and my fellow residents in thinking about how we evolve as a community in ways that conclude both long time residents as well as welcomes new members into our community. I'd love to help San Carlos continue to evolve it's economic, housing and community offerings to welcome a new generation of residents while supporting long time community members.
* Do you have any particular perspective on how the City should grow in the next five to ten years? Required if interested in Planning and Transportation Commission, otherwise enter N/A.

My perspective on how San Carlos, CA should grow in the next five to ten years centers on fostering a complete community. This envisions a San Carlos where a wide range of people—from workers like retail staff, teachers, and nurses, to professionals, and even those looking to age in place—can make San Carlos home. Enabling a wide range of people to afford to live in San Carlos is important. This means actively pursuing policies and development strategies include not only single-family homes, but also embraces denser options like townhouses, apartments, various forms of ADUs, etc. We should also explore additional mixed-use developments that integrate residential units above retail or commercial spaces. This diversity in housing stock can addresses affordability by offering more choices and catering to different incomes and household sizes. This will encourage all of those who contribute to our community to live in our community. Achieving a complete community offers benefits. When people work and live in the same area, we see more vibrant, walkable neighborhoods, a reduction in car use and traffic congestion, and more use public transit. This also creates a more reliable local workforce for our small businesses. This concept also allows young people who grew up here to return to San Carlos. It also enables options for aging residents to age in place, perhaps by building or moving into an ADU and renting out their larger home. Any growth must be accompanied by thoughtful investment in supporting infrastructure, transportation, and services to support population growth and expansion. It's about building a better city that includes: - T
ransportation Infrastructure: Investing in robust and integrated transportation networks that can handle increased density. This means not just road improvements, but also expanding and enhancing our public transit options, creating safe and accessible pedestrian pathways, and increasing bike lanes. The goal is to reduce reliance on cars. - Transit Infrastructure: Exploring options for more frequent and public transit services, connecting residential areas with commercial centers, schools, and recreational facilities. Sewer and Water Infrastructure: Upgrading and expanding our utility systems to ensure they can adequately serve a growing population without strain.

This includes proactive planning for future demand. - Social Infrastructure and Services: This is often overlooked but equally vital. We need to ensure attention to: - School Capacity: Proactively planning for increased student enrollment and ensuring our schools have the resources and space to accommodate new families. As San Carlos grows, it is essential that we ensure our schools, expand to meet any new demands.

This requires close collaboration between the city and the School District to forecast population growth and its impact on student enrollment, identify potential capacity issues, and develop strategies for expansion or modernization of facilities. Parks and Open Space:

Expanding and maintaining our parks, trails, and open spaces to provide recreational opportunities and enhance quality of life for all residents. As density increases, access to green spaces becomes even more critical. - Public Safety: Ensuring our police and fire departments are adequately staffed to serve a larger population. Community Services: Expanding library services, senior programs, youth programs, and other community resources to meet the needs of a diverse population. The San Carlos Planning and Transportation Commission plays a vital role in this process. By strategically planning for diverse housing options alongside robust infrastructure and comprehensive services, we can build a more vibrant, equitable, and sustainable San Carlos for everyone. * What do you think the City of San Carlos should do to attract and retain high quality businesses? * What community activities are you presently involved in, or have been in the past? Youth Sports Coach, School Volunteering (Heather and Charter teaching seminars, drop off line, field trips, school lunch), Community Pickleball, Heather School PTA Treasurer, Cornhole League * How much time do you envision giving to the Board/Commission? How often are you out of town? What other commitments might affect your attendance to Board/Commission meetings?
I'd anticipate giving time for meetings, advance meeting preparation, as well as sub committee work for specific events/activities that need support, as well as supporting new initiatives. I am infrequently out of town, primarily on school breaks. Youth activities at school/sports could create conflicts, but not foreseen to have high frequency of conflict and should be resolvable. * Why do you want to be a member of a Board or Commission? What do you feel you could contribute to the Board or Commission? San Carlos’s parks, recreation programs, and community events are the thread that stitches our city together. From Hometown Days and the Friday night concerts to the everyday hum of drop in pickleball at Highlands, these shared spaces give our children room to explore, our seniors places to learn and laugh, and all of us a reason to gather across neighborhoods. I’m applying to the Parks, Recreation & Culture Commission because I want to help impact and expand those opportunities as our city grows. A few areas of distinct interest: 1. Parks and fields. Ensuring our parks and athletic fields are available, utilized and in great condition, and that there is sufficient capacity to meet growing demand. 2. Programming for every stage of life. As a parent of three young children, I see first-hand how the Goblin Walk, youth sports, and summer camps build confidence and friendships. At the same time, the Adult Community Center has been incredibly welcoming to my mother in law's activity and engagement in the community. I'm interested in all aspects of our programming for all constituents. 3.

Activation of new public spaces. The Downtown Streetscape Master Plan will open plazas and flex spaces suitable for pop-up markets, art installations, and cultural festivals. We have an incredible opportunity ahead of us to bring new events and enhance downtown.

Professionally, I have spent 20+ years in operations and business-development roles that revolve around listening to diverse stakeholders, weighing trade offs, and negotiating consensus agreements. Those same skills: active listening, clear communication, and data informed decision making will be assets to the Commission whether it be allocating scarce resources, ranking improvements, or advising on how we operate. Serving on the Commission would be a privilege, and I am prepared to commit the time and energy necessary to keep San Carlos’s “City of Good Living” promise alive for the next generation. * Do you have any particular perspective on how the City should grow in the next five to ten years? Required if interested in Planning and Transportation Commission, otherwise enter N/A.

Over the next decade, I'd like to see San Carlos grow in a way that welcomes new neighbors and businesses, while retaining the small and welcoming feel that makes our city special. As we grow, it will be important to take advantage of enhanced pedestrian and cycling routes, as well as ensuring public transportation is accessible and useful. We also need to ensure affordable housing so that those that work in our community can continue to afford to live here throughout their careers and stages of life. Schools should should be safe for students to walk and bike to and we need to ensure that vehicle traffic (particularly at our middle schools) doesn't over congest the streets and surrounding communities. We need to maximize safety and efficiency as we grow. We also need to plan for climate resilience and quality of life. This means in development projects that we prioritize electrification in development and transport, water efficiency, and green space. * What do you think the City of San Carlos should do to attract and retain high quality businesses? Required if interested in Economic Development & Advisory Commission, otherwise enter N/A.

* What park improvements or recreational activities would be beneficial to the community? Required if interested in Parks, Recreation & Culture Commission, otherwise enter N/A.

A few initiatives would delivery high return to San Carlos residents over the next few years and reinforce our small town vibrancy: - Continuation of Field improvements, maintenance and advanced scheduling: Ensuring fields are maintained, potential grass to turf conversions, planning for sufficient capacity across the exploding demand across all sports, making areas multi use and striped for multiple purposes, and lighting to maximize the useable space. Useful play structures: ensuring parks have shade rich play zones, and safe equipment that kids love to use. Using Burton park as a role model for what other parks could be. Redesigning the summer camp catalog to be more user friendly across multiple axes (age group, timing, subject matter) - Tree installations that address the seasonal aphid issues on Laurel street - Maximizing the opportunity provided by the new gathering and activity spaces in the Downtown Streetscape (chess corners, music events, art pop ups, etc).

* What community activities are you presently involved in, or have been in the past? Board Member/VP of San Carlos Little League. SCLL coach at all levels. Coach for multiple teams in AYSO boys and girls soccer. Coach for San Carlos youth basketball.
* How much time do you envision giving to the Board/Commission? How often are you out of town? What other commitments might affect your attendance to Board/Commission meetings?
I can give the time needed to be an informed member of the Board/Commission. I am out of town during the week 3 4 times per year. There are no other commitments that might effect my attendance at meetings or my ability to do needed research and follow up. * Why do you want to be a member of a Board or Commission? What do you feel you could contribute to the Board or Commission? I have benefited from all that San Carlos offers and now it is my turn to give back and make sure the city is meeting the needs of current families while also being well positioned to meet future needs. I bring experience working with and leading teams in collaborative environments so I understand how to function well in diverse group environments made up of strong individuals. I have extensive real world involvement in the San Carlos experience, what works, and what could be improved. I can offer the viewpoint of having been a teenager, a young professional, a parent, and a retiree, all in San Carlos. How San Carlos functions for each of those stages of life and how to preserve the best parts of those experiences while adapting to the changes being driven by changing lifestyles and demographics. My degree in economics also helps me understand the economic challenges faced by cities, and by the business's that drive their economic futures. * Do you have any particular perspective on how the City should grow in the next five to ten years? Required if interested in Planning and Transportation Commission, otherwise enter N/A.

The challenge for San Carlos is to maintain the positive small town feeling it has while growing it's economic and housing base fast enough to keep up with increasing costs and demand. Having Planning and Transportation together is a great start as a major challenge is how to grow without putting too much pressure on current infrastructure. Also, how to preserve that small town feel while increasing the business tax revenue base to keep up with increasing demand for city services. This is most likely done like it is being done today, driving commercial development in specific zones east of El Camino, but having convenient links to the small business zone that is downtown, and the suburban housing zone that is west of Laurel Avenue. The focus on development around biotech for the eastern zone is smart. While it will be made up of many companies, the development should take on the personality of a single company developing a campus of interconnected buildings.

This will make for a unique and very desirable feeling that will draw companies to want to join either with new development of their own, or filling building built by developers. This increases the tax base while also bringing job opportunities for current and future residents. The small business area around Laurel Street again must be preserved but linked to the new daytime commercial population while being convenient and the appropriate mix to support the suburban resident population. Housing of appropriate scale close to downtown is imperative to provide enough daily demand to help those business's thrive. I have seen downtown transition from predominantly hair salons and bakeries to predominantly restaurants. A better balance is needed with a more diverse mix of business's to keep downtown San Carlos attractive and desirable. The housing portion must be linked to the capability of schools to accommodate an expected increase since a major draw for San Carlos now is the high quality of the school system. All of this should be done with transportation needs at the forefront to link the areas together while offering attractive alternatives to cars as the mode of transportation. In the end, just as in society in general, the driving of more personal interaction and connection amongst neighbors in residential areas, owners and workers in business areas, and employees in commercial areas should be a common goal as it is the greatest way to ensure a safe and positive environment for all. People looking out for others, feeling a sense of connection, and caring about the environment around them is the best way to create and maintain a safe and thriving community.

Packet Pg. 20
* What do you think the City of San Carlos should do to attract and retain high quality businesses? Required if interested in Economic Development & Advisory Commission, otherwise enter N/A.

There are two very different kinds of businesses in this discussion. There is the commercial type business that is being developed east of Laurel, and the small businesses and service type businesses closer to Laurel and the surrounding residential areas. San Carlos is doing the right thing in promoting the development of biotech focused businesses east of Laurel. Developers have told me this is the best type of building for them because it is a type of work that requires the employees to come to the place of employment. You can't do lab work and testing at home. As I mentioned above, the best thing San Carlos can do is to look at that entire area as if it is one company developing a campus type environment connecting many separate buildings. Doing this will create a sense of community amongst the businesses and employees, even though they are with different companies. This creates a unique environment to San Carlos that attracts more businesses, and is consistent with the overall plan for San Carlos to maintain and continue to drive the small town community feeling that sets it apart.

Attracting and retaining high quality businesses in the Laurel street areas requires making it easy and desirable for customers to access a diverse mix of high quality service oriented businesses. There needs to be several different reasons people want to go downtown, and offering desirable at different hours in the day. Just having restaurants means there is little traffic during the week, and during the day. You need a mix of business types to draw people in, and it must be easy to move around and accomplish potentially several tasks with one trip. It is now proven that you must have housing close to downtown to provide the weekly foot traffic. San Carlos needs to continue to carefully develop this housing without losing sight of the neighborhood feel that is so valued by current and prospecitve new residents. Creating connections between the new commercial developments, and the downtown businesses will be vital. Continuing to connect the residential neighborhoods to the downtown businesses is also important. Having things like neighborhood nights downtown, and creating food courts for the new commercial developments that are serviced by the downtown restaurants are just two ideas that I think can help everyone be successful. A more diverse downtown, and a reputation amongst businesses as a city that will invest in helping them be successful is what will keep downtown alive and desirable.
* What park improvements or recreational activities would be beneficial to the community? Required if interested in Parks, Recreation & Culture Commission, otherwise enter N/A.

I was a very active participant in the fight for lights at Highlands and Heather. I also have been involved in the youth sports world her in San Carlos so am aware of the fight for filed time. The first thing San Carlos needs to do is require direct contribution towards youth playing fields with each new development. Those funds should be used to create and maintain new playing fields in those commercial areas. Fields located amongst the new biotech buildings closer to 101 can be lit up and used 24/7 365 days a year if needed. The hours of usage will obviously most likely be directly opposite to the times the nearby buildings are used by employees so it is a perfect match. Having companies sponsor existing fields and attaching their names to them creates a sense of ownership, connection, and responsibility for the company to the field. A city/commercial company joint arrangement for funding and maintianing fields can be a win/win for everyone.

Regarding recreational activities, I believe San Carlos does a good job of providing a good mix of activities for a wide range of ages. I'd like to see San Carlos make sure they keep up with trends in the sporting community. Flag football is growing rapidly, and provides an opportunity for both boys and girls. Obviously Pickelball is the growing senior sport these days so ongoing accomodation for that will be needed. Walking is the other senior activity, and the creation of walking clubs and walking events would be a really good idea. San Carlos will need to keep up with and address any issues that arise from playing on artificial turf. I believe Palo Alto is currently dealing with some community pressure and San Carlos will need to make sure the community feels they are paying attention and doing what's best for the kids.

A neighborhood community garden in each of the parks located in a residential neighborhood now could be a great way to get folks who don't use those parks to come out, experience them, and care about their maintenance. Once a year the parks department then helps set up a neighborhood day where the food from the garden is enjoyed in a block party type event creating a link to a broader group of residents for the parks department.
* Please list any other background information (business, education, personal) that might be useful in determining your eligibility.

I can certainly be one of the few San Carlos High School residents who is on your board. As I mentioned, my background in working in collaborative environments will help me work constuctively and cooperatively with any board. My economics degree, as well as managing corporate budgets, helps me understand the business end of things. Finally, direct experience working with the city regarding youth sports and capital improvement projects has given me an initial look into the challenges faced whey trying to please a large and diverse group of residents and businesses.
* How long have you been a San Carlos resident and/or worked in San Carlos? I began attending high school in San Carlos in 1972, and became a resident just after college in 1980, so 45 years. * Are you related to a current City of San Carlos employee? If yes, please provide the employee's name.

Commissioners serving on the San Carlos Planning and Transportation Commission and the Economic Development Advisory Commission are designated filing officials required to submit a Statement of Economic Interests (Form 700) upon assuming office, as well as annually thereafter.

Form 700 is a public document and will be made available upon request in accordance with disclosure laws. * What community activities are you presently involved in, or have been in the past? Volunteer activities are primarily focused on events/activities at White Oaks Elementary. I've committed to be the PTA's Financial Secretary for the coming school year and have headed the Walk a Thon and school dance for the last 2 years. * How much time do you envision giving to the Board/Commission? How often are you out of town? What other commitments might affect your attendance to Board/Commission meetings?
I have a relatively flexible schedule since I do not currently work outside of the home. * Why do you want to be a member of a Board or Commission? What do you feel you could contribute to the Board or Commission? We moved to san carlos in 2018 and have loved being members of this community. I would like to volunteer more of my time to supporting initiatives and the future vision of San Carlos while offering the perspective of a parent with young kids in the local public school system. * Do you have any particular perspective on how the City should grow in the next five to ten years? Required if interested in Planning and Transportation Commission, otherwise enter N/A.

I would like to see the vacancies downtown filled and have an added variety of restaurants and shops. Laurel Street and the surrounding area are such a key part of our community to socially gather and shop. Also, my family loves to ride our bikes around but with younger kids it can be challenging with the amount of street traffic on the roads (Laurel/ Elm) that feed into the downtown space. How can we make San Carlos a more bike and pedestrian friendly town? Narrow roads and the number of cars parked on the street are a big hurdle, but solutions like some seen in SF with resident/bike/pedestrian traffic only streets could be explored. * What do you think the City of San Carlos should do to attract and retain high quality businesses? Required if interested in Economic Development & Advisory Commission, otherwise enter N/A.

I need to learn more about the current hurdles business are facing to fully answer this question. Obvious solutions like streamlining permitting processes and other barriers the city can control would be a good starting point. Also, the larger construction projects that I have noticed recently seem to be a combination of retail and condos what additional concessions could developers offer for lessees who invest in building out these new retail spaces?
* What park improvements or recreational activities would be beneficial to the community? Required if interested in Parks, Recreation & Culture Commission, otherwise enter N/A.

As mentioned, additional bike lanes and bike-safe streets are needed in the city. If families can bike safely it would reduce car traffic downtown and to local parks in the area. Also, the summer concerts at Burton park are a great community event but I would love to see them moved back to the larger field (Flanagan) at Burton to give families more space to spread out and younger kids to run around. * Please list any other background information (business, education, personal) that might be useful in determining your eligibility.

I am a CPA and before leaving the workforce to be with my kids full time, I worked in finance/accounting at a large public company in SF. * How long have you been a San Carlos resident and/or worked in San Carlos? 7 years

* What community activities are you presently involved in, or have been in the past? Volunteer at San Mateo County Legal Aid.
* How much time do you envision giving to the Board/Commission? How often are you out of town? What other commitments might affect your attendance to Board/Commission meetings?
T
wo hours per week. I am not often out of town (less than four weeks per year). * Why do you want to be a member of a Board or Commission? What do you feel you could contribute to the Board or Commission? As a resident of San Carlos for the last two years, I have been thoroughly impressed with this vibrant hub within Silicon Valley, blending small town charm with cutting edge innovation. My career as an attorney and business leader in technology, aerospace, and telecommunications has deepened my appreciation for how thriving local economies drive community success. I want to serve on the Economic Development Commission because I’m passionate about ensuring San Carlos remains a place where businesses—and the residents they support—can flourish sustainably. Having worked with startups like Skydio and global firms like Motorola Solutions, I’ve seen firsthand how strategic economic policies can unlock growth while balancing community needs. I’m eager to give back to the city that’s been my home by contributing my expertise to shape its economic future. With over 25 years of experience in commercial legal operations, compliance, and business strategy, I bring a unique blend of skills to the EDAC. My work negotiating complex contracts—spanning SaaS, hardware, and global markets—equips me to advise on policies that attract high-quality businesses to San Carlos. For instance, at Skydio, I developed a commercial contracting playbook that reduced legal risks while accelerating deals, a model I could adapt to streamline business onboarding here. My leadership roles, supervising teams of up to 16 professionals, have honed my ability to collaborate and align diverse stakeholders—a key asset for fostering partnerships between the city, businesses, and residents. Additionally, my expertise in regulatory compliance and intellectual property law can help San Carlos appeal to tech and innovation-driven firms, ensuring they thrive within a supportive framework. My military background could also provide a unique perspective on the EDAC. I’d contribute by advocating for practical initiatives—like infrastructure upgrades or targeted incentives—while ensuring the city’s economic growth aligns with its ‘City of Good Living’ ethos. I’m excited to leverage my professional insights and local perspective to strengthen San Carlos’ economic vitality. * Do you have any particular perspective on how the City should grow in the next five to ten years? * What do you think the City of San Carlos should do to attract and retain high quality businesses? Required if interested in Economic Development & Advisory Commission, otherwise enter N/A.

I believe the City of San Carlos should focus on a multi-faceted approach to attract and retain high-quality businesses, leveraging its strategic location in Silicon Valley, its community charm, and its commitment to sustainable growth. First, the city should prioritize streamlining permitting and regulatory processes to make it easier for businesses to establish and expand here. High quality firms, especially in tech and innovation sectors, value efficiency and predictability, so reducing bureaucratic hurdles could set San Carlos apart from neighboring cities. Second, enhancing infrastructure—such as reliable high-speed internet, modern commercial spaces, and improved transportation options—would make the city more appealing. For example, better connectivity to Caltrain and regional hubs could attract businesses reliant on talent from across the Bay Area, while also addressing employee concerns about commuting and housing costs.

P
artnering with organizations like the San Mateo County Economic Development Association (SAMCEDA) could help secure funding or expertise for these upgrades. Third, I think San Carlos should double down on its 'City of Good Living' identity by promoting a vibrant, walkable downtown and supporting small business incubators. Highlighting local success stories through initiatives like the Small Business Spotlight program can draw attention to the city’s supportive ecosystem, encouraging larger firms to invest here. Offering targeted incentives, such as tax breaks or grants for sustainable practices, could also appeal to high quality businesses that prioritize innovation and corporate responsibility. Finally, retention requires listening to existing businesses. Regular engagement through forums or surveys—perhaps facilitated by the EDAC—could uncover specific needs, like workforce development programs or affordable housing solutions for employees.

By fostering a collaborative environment where businesses feel heard and supported, San Carlos can build long-term loyalty. I’d love to contribute to these efforts on the Commission by bridging community insights with actionable economic strategies. * What park improvements or recreational activities would be beneficial to the community? Now that I am retired I have lots of free time.
* Why do you want to be a member of a Board or Commission? What do you feel you could contribute to the Board or Commission? I have been fortunate to call San Carlos home since I was born just down the road at Stanford hospital. I come from hardy and long line of Carlson stock - 4 generations strong. My great, great grandfather opened and ran 4 restaurants in San Carlos and Redwood City for over 50 years, my Grandfather was a world renowned Brain surgeon in San Francisco, my Dather was the COO of Dalmo Victoria back in the 80’s (largest employer in San Carlos) back in the day and I have also founded several tech companies in San Carlos employing 100’s of employees over the past 25 years. This longevity and personal experience working closely with the city officials and planners coupled with deep roots in the social fabric (chamber of commerce, city planning, church community devout Catholic for over 40 years affiliated with Lady of Mount Carmel, St Charles, St Pius and St Matthias) where both my brother and my Mother touch for over 30 years. This unique experience and connection has given me both insight and perspective on the many diverse needs of this truly unique and diverse community. * Do you have any particular perspective on how the City should grow in the next five to ten years? Required if interested in Planning and Transportation Commission, otherwise enter N/A.

N/A and yes based on my response to the question above. * What do you think the City of San Carlos should do to attract and retain high quality businesses? Required if interested in Economic Development & Advisory Commission, otherwise enter N/A.

Businesses of today are looking for communities that are educated, diverse, and pro business. Top 3 things I looked for when deciding where to locate my business were 1) is the city pro-business/tax advantaged, open to think outside the box, long term planning outlook and lease/buy terms. 2) has buildings that are modern, open space/with lots of natural lighot - campus like facility. 3) easy commute and access to nice restaurants and other necessities.
* What park improvements or recreational activities would be beneficial to the community? Required if interested in Parks, Recreation & Culture Commission, otherwise enter N/A.

San Carlos has many beautiful parks and rec facilities and great hiking trails. A few additional improvements that I can think of would include resurfacing our tennis and pickleball courts I am an active member of the SCTC for over 20 years and these courts get a tremendous amount of use and they need continuous maintenance-many are severely cracked making them hazardous to the players. I also feel strongly that all of the youth play areas should be maintained in tip top condition which encourages and makes that facilities inviting to participate.

This is how I was fortunate enough to experience in my youth on kept me out of trouble on the the right path. Also making our dog parks not just inviting but fun makes these spaces not only fun for dogs but also a great social space for their owners to mix and mingle. * What community activities are you presently involved in, or have been in the past? I am an active member of the San Carlos community, participating in various capacities. I volunteer at my daughter’s school, the San Carlos Early Education Center's Heather Campus, where I support our youngest learners as a Mystery Reader and Library Parent. As a family, we enthusiastically take part in San Carlos Parks and Recreation events throughout the year; our favorites include the Goblin Walk, Hometown Days, and the Holiday Lights celebrations, which we never miss. I also use San Carlos parks daily, enjoying the playgrounds with my family and utilizing the trail system for recreation. In the past, I served on the Next Generation Committee at the Peninsula Open Space Trust (POST), where I gained valuable experience in land conservation priorities and community engagement regarding open spaces. Additionally, I volunteered as a tutor with Healthy Cities Tutoring, providing one on one support to San Carlos children to improve their academic performance, engagement in learning, and self esteem.
* How much time do you envision giving to the Board/Commission? How often are you out of town? What other commitments might affect your attendance to Board/Commission meetings?
I am committed to dedicating the necessary time to be an effective commissioner. This includes attending regular meetings, special sessions, site visits, and community events. My family plans our travel around the San Carlos School District calendar to minimize conflicts with local commitments. Although I occasionally travel for work, these trips are scheduled well in advance, allowing me to provide notice to the commission and arrange for a Zoom link when needed. I am dedicated to maintaining excellent attendance and actively participating, as I believe that consistent presence is vital for making meaningful contributions to the commission's work and properly representing our community's interests.
* Why do you want to be a member of a Board or Commission? What do you feel you could contribute to the Board or Commission? I'm passionate about joining the Parks and Recreation Commission because our family experiences firsthand how vital these spaces and programs are to San Carlos' quality of life. As a parent of a young child, I can provide insight into the needs of families who rely on our playgrounds, programs, and community events. My background serving on Peninsula Open Space Trust's Next Generation Committee has deepened my appreciation for conservation and sustainable management of natural resources—perspectives I believe would be valuable as the commission balances recreation opportunities with environmental stewardship. Additionally, through my husband's dental practice on South Laurel Street, I understand the small business perspective and the importance of vibrant public spaces to our local economy. In our increasingly divided society, I believe parks and recreation programs offer crucial opportunities to bring people together across different backgrounds. I'm eager to help strengthen these unifying community spaces and events where neighbors can connect, fostering a sense of belonging while acting locally to address broader societal needs. I'm committed to helping shape inclusive recreational opportunities that serve residents of all ages and abilities while preserving what makes San Carlos special. * Do you have any particular perspective on how the City should grow in the next five to ten years? I have some fun ideas that could enhance how our community enjoys San Carlos parks! *Community garden spaces could promote sustainability and biodiversity while building neighborhood connections. *I'd advocate for more pop up events in parks in different hyper local neighborhoods to ensure recreational opportunities reach all parts of our community and people feel a sense of community nearest to their homes. *A Park Ambassador Program would train volunteers to lead nature walks, host small events, and share park knowledge, creating deeper community engagement with our natural spaces. *An Adopt a Park Program would empower neighborhoods, scout troops, and businesses to take ownership in maintaining local parks, fostering civic pride. *"Yappy Hours" for dog lovers would create social connections among pet owners while providing structured activities in the dog park. These initiatives would strengthen San Carlos' reputation as a family-friendly city while fostering the community connections that make our city special.

My nearly 15 years in marketing have taught me effective strategies for raising awareness and engaging diverse audiences skills I'm excited to apply to parks and recreation initiatives. At work, I've been the social chair for my team for several years, planning fun events that bring people together from all backgrounds. My family is deeply rooted in San Carlos we're residents, small business owners with my husband's dental practice on South Laurel, and parents of a child in the school district. This triple connection to the community gives me a unique perspective and has deepened my commitment to making San Carlos an even better place to live, work, and play. My volunteer service on the Next Generation Committee at Peninsula Open Space Trust (POST) has given me valuable insight into land conservation and sustainable recreation planning experience directly relevant to parks commission work. Back in college, I was a Stanford Campus Tour Guide, leading over 800 hours of tours where I shared the campus's history and traditions with visitors from around the world. This taught me how to tell engaging stories about places and helped me appreciate how public spaces shape our experiences and memories. Between my marketing background, conservation experience, and deep investment in our community, I'm excited about the chance to contribute to San Carlos' future. * What community activities are you presently involved in, or have been in the past? I’m actively involved in several community initiatives. Currently, I serve on the board of the Palo Alto Rotary Club, supporting volunteer services and local engagement. I’m also the Co Chair of the Parent Enrichment Committee for the Greene Scholars Program, a STEM education nonprofit that empowers students of African descent. Previously, I served as a Parks and Recreation Commissioner for the City of Palo Alto, where I advocated for inclusive community programs and accessible park facilities. These roles reflect my commitment to intergenerational collaboration, education equity, and civic leadership. * How much time do you envision giving to the Board/Commission? How often are you out of town? What other commitments might affect your attendance to Board/Commission meetings?
I’m fully prepared to commit the time required to actively serve on the Board or Commission, including attending regular meetings, reviewing materials, and participating in related events or subcommittees. I estimate dedicating 8–10 hours per month, with flexibility to give more during key initiatives or peak periods. I only have infrequent travel for work or family (during school holidays) and typically planned well in advance. I also make it a priority to schedule around important commitments like board meetings. Currently, my other community involvement—such as serving on the P
alo Alto Rotary Club board (5-6 hours a month), and the Greene Scholars Program (1-2hours a quarter)—complements rather than conflicts with this role. I’m confident in my ability to balance these responsibilities and show up consistently for the City of San Carlos. Let me know if you'd like to personalize this further based on your current availability. * Why do you want to be a member of a Board or Commission? What do you feel you could contribute to the Board or Commission? I’m deeply passionate about community development and civic engagement. I previously served as a Parks and Recreation Commissioner for the City of Palo Alto, but relocated after my children transitioned to a school closer to San Carlos. Now that we’re rooted in this community, I’m eager to contribute my time and experience toward its continued growth. My passion for public service is shaped by my upbringing in Africa, where communities thrived through collaboration and shared responsibility. I watched my mother serve as the equivalent of a mayor for our town—three times—and I learned from her the power of listening, inclusion, and grassroots leadership. With over 15 years of professional experience in program management, sustainability, and stakeholder engagement, I bring a global perspective and a strong sense of purpose to every role I take on. I’m excited about the opportunity to contribute thoughtful, community centered solutions, and to help make San Carlos a more inclusive, vibrant, and future-ready city. * Do you have any particular perspective on how the City should grow in the next five to ten years? * What do you think the City of San Carlos should do to attract and retain high quality businesses? Required if interested in Economic Development & Advisory Commission, otherwise enter N/A.

To attract and retain high
quality businesses, the City of San Carlos should focus on creating a vibrant, inclusive, and innovation friendly ecosystem. Key strategies include: Activate Downtown with Community Events: Launch initiatives like “Fourth Thursday” in Palo Alto, which brings together residents, visitors, and businesses through food, art, and music. These recurring events boost foot traffic, build brand visibility for local vendors, and enhance community engagement. Streamline Permitting & Offer Incentives: Simplify the permitting process and provide targeted incentives for sustainable, minority-owned, and innovation-driven businesses. San Diego’s Business Incentive Program, for example, has attracted green tech companies while creating high quality jobs. Encourage Public Private Partnerships: Partner with local universities, startups, and major employers to create innovation hubs, workforce development pipelines, and shared business resources.

Redwood City’s collaboration with Stanford and tech firms has strengthened its life sciences and R&D sectors. Promote Transit Oriented Development: Expand mixed-use development and improve transit access around Caltrain and downtown areas. Mountain View’s transit village strategy has successfully drawn employers and improved urban vibrancy. Support Placemaking and Culture: Host regular events like Oakland’s First Fridays or creative pop ups and seasonal markets that support arts, food, and entrepreneurship, making San Carlos a cultural and commercial destination. Create Rent Stabilization & Shared Space Programs: To ease the burden of high commercial rents—especially for small businesses—the city could explore policies such as rent caps for legacy businesses, subsidized incubator spaces, or shared storefront models. San Francisco’s “Vacant to Vibrant” initiative offers micro-retail spaces with reduced rents to support emerging entrepreneurs and activate underused properties. These recommendations can help San Carlos become a hub for innovation and inclusive growth while preserving the character and affordability that make it special.

Form 700 is a public document and will be made available upon request in accordance with disclosure laws.

To better serve the diverse needs of our community, I believe the following park improvements and recreational activities would be highly beneficial:Inclusive Playgrounds: Install accessible and sensory friendly play structures, similar to the Magical Bridge Playground in Palo Alto, which has become a model for universal design and social inclusion. Intergenerational Programs: Expand offerings like San Francisco’s “Shared Spaces” initiative and introduce community gardening or tech mentorship programs that bring seniors and youth together—an approach I’ve also seen work successfully in London’s “Generations Together” project, which reduced social isolation among elders. Pop Up Programming: Adopt flexible, seasonal events such as Oakland’s BART Plaza activations (yoga, live music, outdoor movies), or international examples like Cape Town’s Open S
treets, which transform urban areas into vibrant hubs of play and creativity. Green Infrastructure Upgrades:

Prioritize sustainability with upgrades inspired by San Jose’s Guadalupe River Park, which includes drought-tolerant landscaping and habitat restoration, and Singapore’s Bishan-Ang Mo Kio Park, which turned a concrete canal into a thriving, flood-resilient green corridor. Mental Wellness Spaces: Create quiet zones or healing gardens, modeled after San Mateo’s Central Park Japanese Tea Garden or Tokyo’s Shinjuku Gyoen, to support mental health and offer a peaceful retreat in the heart of urban life. These improvements reflect a deep commitment to equity, wellness, environmental resilience, and inclusive design—values I would advocate for on the Parks, Recreation & Culture Commission. * Please list any other background information (business, education, personal) that might be useful in determining your eligibility.

I bring over 15 years of global experience in program management, sustainability, and regulatory compliance across the public and private sectors—including leadership roles at Amazon, Apple, and large infrastructure projects like the BART Silicon Valley Extension. I hold a Master’s in Environmental Engineering from Newcastle University (UK) and have completed executive programs from Stanford (Chief Sustainability Officer) and Santa Clara University (Corporate Board Readiness). I'm also certified in PMP, Agile, LEED GA, and NEBOSH.

Personally, I’m a lifelong learner, a dedicated community volunteer, and a single parent passionate about mentorship, equity, and environmental justice.
