1. CALL TO ORDER
Mayor McDowell called the meeting to order at 5:45 p.m.
2. PUBLIC COMMENT
None.
3. CLOSED SESSION
a. Conference with Real Property Negotiators Blackburn, Haque, Maltbie, Rubens and Savay – Held Pursuant to Government Code Section 54956.8, to Discuss Price and Terms of Payment Concerning a Portion of 1201 San Carlos Avenue Consisting of a Parking Area Adja cent to City Property (APN: 050-132-220).
b. Consider Public Employee Appointment for Interim City Manager - Held Pursuant to Government Code Section 54957.
City Manager Jeff Maltbie and Assistant City Manager Nil Blackburn excused themselves from the room for this item.
4. REPORT FROM CLOSED SESSION
City Attorney Greg Rubens reported that the City Council has unanimously appointed Nil Blackburn to serve as Interim City Manager beginning January 17, 2026.
