CITY COUNCIL

STAFF REPORT
MEETING DATE: December 8, 2025
ITEM TITLE: Adopt a Resolution Authorizing the Purchase of a New Vac-con V350/850 Dual Engine Combination Sewer Truck from Municipal Maintenance Equipment in the Amount of $707,520.53.

RECOMMENDATION:

Staff recommend that the City Council adopt a Resolution authorizing the purchase of a new Vac- con V350/850 Dual Engine Combination Sewer Truck from Municipal Maintenance Equipment in the amount of $707,520.53.

FISCAL IMPLICATIONS:

There are no fiscal implications associated with this recommendation, nor is additional appropriation necessary.

The total purchase cost for the Vac-con V350/850 Dual Engine Combination Sewer Truck is $707,520.53, which includes the base truck, required equipment for full retrofit, and applicable taxes and fees.

Funding for the combination sewer truck is included in the Fiscal Year 2025-26 Capital Improvement Plan budget within the Sewer Fund (Fund 6) under project number C2501.

BACKGROUND:

The Public Works Department utilizes a combination sewer cleaning truck to perform essential wastewater system maintenance, including hydro-jetting, vacuum excavation, and emergency spill response. The existing sewer cleaning truck, the Vactor 2100 Plus, is now over 13 years old and has accumulated nearly 9,000 operating hours, equivalent to approximately 360,000 miles of service. Older vehicles are increasingly prone to mechanical issues and breakdowns, which can result in unexpected downtime that disrupts scheduled maintenance, impacts productivity, and reduces the department’s ability to respond quickly to sewer spill emergencies.

A newer truck is far less likely to experience these operational issues, ensuring reliable performance and maintaining the City’s ability to meet regulatory and service standards. Modern combination sewer cleaning trucks also feature significant technological improvements, such as GPS tracking, remote diagnostics, automated systems, and enhanced monitoring capabilities.

These innovations help streamline operations, support predictive maintenance, and reduce the likelihood of expensive repairs.

Additionally, newer sewer cleaning trucks include improved safety features—such as advanced braking systems, better visibility and hearing for operators, and modern warning systems—which

7.d
December 08, 2025 Packet Pg. 13
3 8
3 2
reduce the risk of accidents or injuries during operation. Newer equipment is more efficient, allowing crews to clean sewer lines faster and complete more tasks in less time. In contrast, older trucks require more frequent repairs, experience greater wear on critical components, and incur higher operational costs due to increased downtime and maintenance demands.

ANALYSIS:

Staff received the following three quotes for a combination sewer truck:

Equipment Vendor Quote
Owen Equipment - Vactor $689,590.78
Municipal Maintenance Equipment – Vac-con $707,520.53
WECO Industries - GapVax $740,554.88
The Vac-con V350/850 model meets all operational needs of the Wastewater Division, including adequate vacuum power, hydro-jetting capability, debris tank capacity, and the dual-engine configuration preferred for reliability and continuous operation. The truck’s modern technology package enhances system monitoring, improves operator efficiency, and supports preventative maintenance practices.

The Vactor and GapVax units could mostly meet the department’s operational needs but lack the dual-engine configuration required per the City’s specifications. As such, their quotes were considered not responsive.

ALTERNATIVES:

The alternatives available to the City Council include:

1. Adopt the Resolution authorizing the purchase of the Vac-con V350/850 Dual Engine Combination Sewer Truck from Municipal Maintenance Equipment in the amount of $707,520.53; or

2. Do not adopt the Resolution; or

3. Provide staff with alternative direction.
