Crestview Drive Pilot Improvements Project
Welcome to the Crestview Drive Pilot Improvements Project Survey! The City of San Carlos
is looking at ways to reduce speeds, and enhance bicycle and pedestrian safety along Crestview Drive, from just north of Edgewood Road to Hallmark Drive, by implementing Class IIB buffered bike lanes and enhanced pedestrian crossings. Concepts for these improvements have been developed, and the City is seeking community input before finalizing designs. Improvements are anticipated to be implemented in coordination with planned roadway repaving in summer and fall of 2026. Please take a few minutes to complete this anonymous survey and share your thoughts on the proposed improvements.

294RDMM9S Crestview is too steep for biking along
most of its length. It’s even steeper
than Brittan, which has a 16% grade.
Biking down Crestview is a death
wish, and even an ebike won’t get you
up the hill. So the bike lanes,
realistically, are not going to be used. I
understand wanting to narrow the
travel lanes to attempt to reduce
speed, but I don’t think simple paint
will do it. I think it’s going to take some
kind of hardscaping to make the lanes
truly narrower. At Edmonds, I am
highly skeptical that a roundabout is a
workable solution to the problem. I’m
a fan of roundabouts, but the hill is too
steep, it won’t work. And if there were
cyclists using it (which there won’t be),
forcing them into the lane with cars is
highly dangerous. I strongly
recommend automated stoplight
cameras at the intersection of La
Mesa and Crestview, that catch the
many drivers who blow through that
stop sign headed down the hill. Give
them each a $1000 fine, they won’t do
it again. THAT will help with downhill
speeders, as at the least, they will
start from 0 mph at the top instead of
25 mph at the top. Then have a few
more cameras on the way down to
Edgewood to catch speeders. Best
case, drivers will slow down. Worst
case, city will generate lots of revenue
to fund further improvements. Win
win. This is a tough traffic problem
due to the steepness of the hill. The
“usual” solutions won’t work. How
about replacing the asphalt with really
noisy and bumpy cobblestones, and
then reducing the speed limit to 20
mph? Or some sort of paving overlay
that has a similar effect (e.g., making
the road surface very rough and
unsuitable for just “letting it roll. ”) And
also, narrowing the lane dramatically
and having it take a “switchback” set
of curves from left to right and back
again, so that drivers have many more
turns to navigate? Finally, we need a
stop light at the bottom of Crestview
where it intersects Edgewood, as
during traffic times it’s about
impossible to make a left turn from
Crestview onto Edgewood. P .S. My

On behalf of San Mateo County Office of Education Safe Routes to School (SMCOE SRTS), I am writing to express our strong support for the Crestview Drive Pilot Improvements Project and to encourage the City Council to move this important effort forward.
SMCOE SRTS is dedicated to improving student safety, health, and access to education by making it safer and more convenient for children and families to walk, bike, and roll to and from school. The program works in partnership with schools, cities, and community organizations to support infrastructure improvements, provide safety education, and promote active transportation with a focus on advancing safe, equitable, and active transportation for students and families. Through our Safe Routes to School program, we work closely with school communities to remove barriers to walking and bicycling and to improve traffic safety conditions around schools.
We have had the privilege of partnering with the City of San Carlos, particularly the San Carlos Department of Public Works, for many years, and have consistently found them to be thoughtful, responsive, and deeply committed to student safety. Their team has been an outstanding partner in supporting and engaging with local schools through walk audits, the School Travel Fellowship, and a range of Safe Routes to School initiatives. This collaboration has helped identify real, on-the-ground challenges students and families face, and has led to practical, community- informed solutions.
The Crestview Drive corridor is a key neighborhood route, and the proposed improvements, including traffic calming measures, a pilot roundabout, buffered bicycle lanes, and enhanced pedestrian crossings represent a thoughtful and data-informed approach to addressing safety concerns and reducing vehicle speeds. From a Safe Routes to School perspective, these types of improvements are critical. They help create conditions where families feel more comfortable allowing their children to walk or bike to school, which in turn supports student health, reduces congestion around school sites, and builds lifelong safe travel habits.
Based on our work with schools in San Carlos, we know that traffic speed, crossing safety, and lack of comfortable bicycling facilities are among the most common barriers to active transportation. Projects like Crestview Drive directly respond to these concerns and reflect the kind of quick-build, pilot-driven approach that allows communities to test, refine, and implement effective safety solutions.
We are particularly supportive of the project’s emphasis on speed reduction, safer crossings, and multimodal access, all of which align closely with Safe Routes to School goals. These improvements will not only benefit students traveling to and from school but also enhance safety and quality of life for residents of all ages.
This project reflects the City’s continued leadership and commitment to creating safer, more livable streets, and builds on the strong foundation of partnership between the city and local school communities.
Thank you for your consideration and for your continued dedication to improving safety and accessibility in San Carlos.
Sincerely,
Theresa Vallez-Kelly

RE: Letter of Support for the Crestview Drive Pilot Improvements Project Honorable members of the San Carlos City Council
San Carlos Bikes would like to enthusiastically express support for the City of San Carlos’ Crestview Drive Pilot Improvements Project. We endorse the project’s goal of improving safety for all users along approximately 2.2 miles of Crestview Drive, from just north of Edgewood Road to the northern end at Hallmark Drive/Belmont City Limit. We’re glad to see that, in order to maximize efficiency and minimize disruption, this project is being coordinated with planned roadway repaving in Summer/Fall 2026.
We are excited that the City’s transportation planning team is committed to providing a safe and healthy environment for youth and families in San Carlos. The proposed project updates Crestview Drive to modern complete streets design standards by adding buffered bike lanes, improved pedestrian infrastructure. Most importantly, this pilot project will reduce excessive vehicular speed through proven design strategies of narrowing travel lanes and adding a roundabout at a critical intersection. Even the addition of bike lanes on wide roads like this has been proven to reduce vehicle speed.
We applaud the City’s proposal to implement this project with quick-build methods. Not only is this methodology extremely cost effective, it also allows the City to make adjustments to the design to fine-tune the infrastructure before considering whether to make the design more permanent.
As long-time residents of San Carlos, we truly appreciate our City’s efforts to improve our quality of life with safer street design projects like this Crestview Drive Pilot Improvements Project.
Projects like this send a clear message to the community that the City cares about resident safety and is willing to help reduce car usage by making it safer to walk and (e-)bike. We look forward to continuing to work with the City of San Carlos on future safe streets projects.
Sincerely,
Sonia Ekles Andrew Hsu Arley Lewis

RE: Letter of Support for the Crestview Drive Pilot Improvements Project Dear Honorable Members of San Carlos City Council,
Silicon Valley Bicycle Coalition supports the Crestview Drive Pilot Improvements Project. Prioritizing pedestrian and cyclist safety is key to safe streets and reducing traffic violence. This project proposes to improve safety for all users along approximately 2.2 miles of Crestview Drive, from just north of Edgewood Road to the northern end at Hallmark Drive/Belmont City Limit.
Research shows that these improvements such as reducing travel lane width, roundabouts at critical intersections and bicycle lanes, improve pedestrian and bicyclists safety and reduce excessive vehicle speeds. In the tragic incident of a crash, vehicle speed is directly correlated to injury severity or worse, likelihood of fatality. We have heard from many of our San Carlos members that this project will significantly improve safety for kids walking to nearby Heather elementary school and encourage residents to bike along Crestiview. Additionally, this project includes quick-build design methodology which is both cost-effective and allows for fine-tuning of the infrastructure after an evaluation period.
We applaud the City’s transportation team in proposing this project to make Crestview Drive safer for all road users. Thank you to City staff for addressing road safety issues with state-of-the-art traffic design solutions and continuing to adhere to the San Carlos Bicycle and Pedestrian Master Plan.
Thank you,
Amy Thomson
