Please explain why you would like to serve on the Beaches, Parks and Recreation Commission.
I can bring great experience from living in San Clemente and visiting parks in San Clemente and volunteering and participating in countless school activities. I have made thousands of contacts with community members and business owners over the years while working Earth Day, beach cleanups, other community events, Coastal Trail walks, school functions, church, etc. where coastal issues have been brought up by them and I have responded. I have received many calls and been stopped in stores and on my walks by community members who have asked me to apply again, disappointed about the disbanding of the Coastal Advisory Committee. I see great potential in this merging collaboration of Beaches, Parks & Recreation and bringing expertise in ocean water quality and/or beach environmental stewardship. I believe a positive attitude, doing your homework and listening are the most important tools each can bring to the table. 1 am a team player and am confident I can add positivity, encouragement, productivity, and good work to the team. Hence, I offer my services for your consideration and throw my hat in the ring.
Please explain how your background and experience would contribute to the Beaches, Parks and Recreation Commission.
1 have a Bachelor's Degree and 2 Masters' Degrees in Education and Administration. I began my career as a teacher (K-College) and moved along to District Administration, Management, and the Corporate world. I have used my training to advance my goals in Education, Administration, and the Corporate world. I have extensive training and experience in coalition building, problem solving, critical thinking skills, public outreach, marketing, fund raising, legislative analysis, lobbying, non-profit creation & management, Board Member Administration, Corporate Office Government Relations Management, PAC Oversight, Corporate Communications Committee, and collaboralive committee work with local, county, regional, state, and federal agencies and organizations. I share these things because they have taught me much about working with others and communicating the facts and pertinent information to them in order to make the best informed decisions. I am a service oriented person. I know the value of respecting others at the table and listening to their ideas and comments. I practice it myself. I am a team player as well as a leader.
6. Please explain any expertise that you may have in the area of ocean water quality and/or beach environmental stewardship.
I have sat on the Coastal Advisory Committee at the behest and appointment of several San Clemente City Councils. I have actively participated in the CAC over the years, much of the years in leadership positions of Chair or Vice Chair, however my leadership attitude is every member has a voice that is counted. You can see by my response to Question 4 and 6, I have decades of experience in coastal issues, including water quality and beach environmental stewardship. I grew up in the Upper Peninsula of of Michigan where we could walk or bike to any of 7 different lakes in the weather permitting months. Pollution wasn't in our dictionary for the community respected our natural resources, there was no trash on the beaches or trails.
Over the past 5 years, I have also participated in coastal issue classes, workshops, and seminars at the invitation of the the California Coastal Commission, Ocean Protection Council, County of Orange, Orange County Transporation Authority, Coastkeepers, Heal the Bay, Coastal Quest, Surfrider, Zero Trash, and CA Environmental Heroes, CR&R Environmental Services, UCI Newkirk Center for Science & Society. 6-15-22/ 18(1)-1

I have always been a service minded person, when I make a commitment, I honor it. None
10. Please describe your views on the quality of City beaches and parks, including any steps you feel should be taken for improvement.
I think our Parks are managed very well. I applaud the City and the BP&R Dept. for their ongoing oversight and maintenance of safety and cleanliness as that draws community members and schools to participate in park activities and enjoy park amenities. Some of our Parks even draw outside competitive sports teams to play in playoffs having a great time and in tum bringing revenue to help fund park related projects. The wonderful varied Recreation programs are designed for young to old encourage community members to join in the healthy selection of fun and healthy options available in Parks and locations all over San Clemente. Great job Samantha and team!
I wonder if a survey box could be available at all exits using colorful student art cards and on the back asking positive questions about the event and what they liked best, etc. + one question that asks "What one thing would you suggest to make this event even better?" The BP&R Department would then have another hands -on evaluative tool to assess the event and report and respond to the City in real time. Is this feasible?
11. Please use the space below to explain any other factors about yourself that you would like for the Council members to consider as they review your application.
I love San Clemente! I have been and am a strong advocate for the City of San Clemente and all of our service programs. Especially, preserving out natural resources. I am a positive person and active in in recruiting others to join me. Go San Clemente!

Beaches,Parks & Recreation Application, Question 6
May 23, 2022
To: City Council
From: Susan Ambrose
It has been an honor arid privilege to have served on the Coastal Advisory Committee since appointed in June of 2010 - September of 2021. As a citizen and in my career, I have l ong been a clean ocean and clean beaches environmental supporter so when the opportunity to serve the City of San Clemente as well as the community in order to advocate, protect and preserve clean oceans, beaches, and our coastline, it was and has been my call to service. During the past years, the Committee has reviewed and discussed and made recommendations on many issues suggested both by Committee Members or Staff including, but not limited to: the Army Corps of Engineers San Clemente Sand Replenishment Project; Opportunistic Sand Replenishment Project at No rth Beach; Regional Sand Replenishment Collaborative Opportunities; Ocean Water Quality Testing & Monitoring of Weekly Ocean Monitoring Bacteria Data; Poche Beach Urban Runoff Treatment System; Poche Falconry Program to reduce bacteria from other sea birds: Watershed Bacteria Source Identification Study; Pier Bowl Characte rization Study and format ion of the Pier Bowl Stakeholder Advisory Committee; Pier Netting Project; Review of the Coastal Element and Local Coastal Program; the Land Use Plan Sea Level Rise Vulnerability Study & Assessment; Creation of a San Clemente Beach Cleanup Manual, Review of 2018 Beaches, Parks, & Recreation Master Plan ; Annual National, State, and City Coastal Cleanup Day; Annual National, State, and City Coastal Cleanup Month in 2020 to comply with COVID-19 pandemic constraints; Earth Day Public Education & Participation at Pier; Toll Road Trek; Environmental Sustainability Grants; Ocean Institute Watershed and Ocean Related School Outreach & Teacher Mentoring Programs; Solid Waste & Recycling, including Organic Waste; Award Winning Coastal Related Issues Presentations (including MY HERO Projects}; Street Sweeping; Clean Ocean Fee Education & Awareness; Bottle Refill Station on Coastal Trail (T-Street); and Community Outreach Environmental Related Movie Nite.
I have made t housands of contacts with community members and business owners ove r the years while working Earth Day, beach cleanups, and many other community events, Coastal Trail wa l ks, school functions, church, etc. Often conversations regarding coastal issues have been brought up by them and I have responded. I get calls and notes in my mail slot at my house in my community asking questions saying they trust me to give them t he answer. I humbly tell you t hey thank me for the wo rk I am doing, they say know they can count on me to be honest and diligent and if I don't have a complete answer, I will go to Staff or others to obtain that answer and will get back to them. Many of these people, including business owners, tell me they want to be part of preserving our beautiful beaches, ocean, and coastline. Just l et 6-1 5-22 / 18(1)-3
them know. I have received many many calls and been stopped in stores and on my walks by community members who have asked me to apply again, disappointed about the disbanding of the Coastal Advisory Committee. I have been encouraged last year and now to apply for a seat on the Beaches, Parks, and Recreation Commission by many people as well as City employees. Throughout the years in Coastal Advisory Committee, I monitored BP&R Agendas· and spoke up when a coastal or beach event was being considered. I was invited to attend the meetings when the last BP&R 20 Year Plan was being reviewed and did so as a CAC Chair and a resident. I shared with CAC members and in turn shared their comments with BP&R Commission and City Council.
I have stayed informed on issues related to beaches, and to parks and recreation because my family has lived here for so long and very involved in various sports. Our Parks are just as important to many · Park users as our Beaches are to the many beach users for the obvious differences. Parks are land users, Beaches are chiefly ocean and sandy beach lovers. I know I am well qualified to step in, I am a thinker and a team player and am confident I can add positivity, encouragement, productivity, and good work to the team. Hence, I offer my services for your consideration and throw my hat in the ring.
I have lived in the beach community for 43 years, the past 29 in the same beach neighborhood in San Clemente. My children were raised on the beach and were involved in a variety of responsible coastal environmental activities involving beach conservation and protection, respect for marine life and native plants, and reduce and recycle practices that they also shared with their classrooms and Scout troops. They participated in CA State Jr. Lifeguards as well, my daughter moving on to become the youngest CA State Lifeguard ever hired and won the Rookie of the Year Award. I remain a strong supporter of CA State Beaches and Parks as well and have been blessed to speak annually at their Annual State Lifeguard Dinner and Awards Ceremony. Both of my children went on to continue their commitment to clean oceans and clean beaches into their adulthood, organizing beach and neighborhood cleanups in cities and states they have lived in, and joining me in volunteering at the San Clemente Ocean Festival and other related functions. I also appreciate and support our City Guards.
I continue my advocacy for clean oceans and clean beaches in and with the City as well as my affiliations with the California Coastal Commission and the Ocean Protection Council which functions as an arm of the Governor's Office. I find it is always wise to stay informed with all levels of government regarding coastal issues that could affect our City Operations and community way of life.·
Thank you for your consideration of my application,
Susan Ambrose

I believe in giving back to my city. I love San Clemente and serving on the Beaches, Parks, and Recreation Commission would allow me to work to perserve the very thing that attracted me as a homeowner and business owner six years ago. The beaches of San Clemente are among the most beautiful of our coastline and our number of parks is impressive. I am interested in working toward the maintenance and preservation of our beaches and parks so they continue to enhance the lives of all San Clemente residents.
Please explain how your background and experience would contribute to the Beaches, Parks and Recreation Commission.
I am a runner and I regularly enjoy our parks as I run laps around Vista Hermosa Sports Park on Saturday mornings. I can usually be found running the Ridgeline trail to Richard T. Steed Memorial Park near my home on Sundays. My law office, San Clemente Estate Law, was the Emerald Sponsor for the Downtown Business Association's Shamrock Run al the Pier last March. I also regularly enjoy our local beaches including participating in OceanFest annually. I understand the need to keep our amentities well maintained as well as the importance of our ocean water quality and sand replenishment projects.
Please explain any expertise that you may have in the area of ocean water quality and/or beach environmental stewardship.
As a lifetime Southern California resident, I grew up living near and enjoying the beach. I am cognizant of our household water uses and how our action as residents affect the quality of our ocean water. Through my volunteer work as an attorney on the Professional Advisory Committee for the Ocean Institute in Dana Point, I have learned about the decline of our abalone population through their educational forums. As a former homeowner of lakefront property on Spring Valley Lake In San Bernardino County, I understand the need for a good eco system and water clarity. As a former resident of Manhattan Beach and Huntington Beach, I understand the importance of healthy kelp beds and a clean beach to maintain our San Clemente property values as well as to attract visitors.

I would like to get involved in the community where I will be living and utilize my many years of professional experience to make a positive impact in the City. I love the outdoors and hope to be a part of planning, maintaining, and protecting a beautiful environment for the public to enjoy. Protecting the environment is something that I feel strongly about, but I also believe in strategic and carefully planned future development. With the right combination of both, I believe the City can flourish without sacrificing the public amenities that we seek to develop and preserve.
My friend, Terry Rousseau, who currently serves on the Beaches, Parks and Recreation Commission, told me about this position and I was intrigued. I would like to give back to the City where I will be residing, and feel that serving on the commission would be a great opportunity to do just that.

I have always been impressed with the City's abundance of beaches and parks, including its trails, sports parks, neighborhood/pocket parks, golf courses, and public beaches. They all appear to be well maintained and easily accessible. San Clemente is host to some of California's finest land and protecting and preserving our land so that all can enjoy it is important to me.
From an outsider's perspective, it appears that the City has done a good job of planning, developing and protecting its numerous outdoor amenities. However, I have witnessed a great deal of beach and cliff-side erosion over the years and this is a concern to me. I don't have an answer on how to solve this as I am not an expert, but would like to be on a team that helps guide the City forward.

I first moved to San Clemente and purchased a home in the Aliso! community in Forester Ranch from 2000-2002. I moved away when I needed a larger home in a more affordable area, but have lived in South Orange County for the last 30+ years. I have recently purchased a home in San Clemente once again and will be moving in late June 2022. I am very excited to be moving back to San Clemente after all these years and hoping I can get involved in the community in a service-oriented manner and develop new friendships and business relationships.

It has become our home iand we love it. I grew up in a beach town along the coast of Washington and later covered beach and !estuary issues as a reporter. But, I've never seen such active management and attention to the beach !environment as we see here.
I simply would like to continue giving back, being involved and conributing.
S. Please explain how your background and experience would contribute to the Beaches, Parks and Recreation Commission.
I have significant background in organizational practices, both direct experience and formal training. I've also held other positiions on non-profit and educational boards (see Questions 8 and 11 ).
My interest in BPRC comes from first-hand use. I use the Beach Trail for part of my running route a few ltimes every week, typically between El Portal and Galatia. The full length of the pier is also on my regular route. We use Linda Land and Leslie Park as well. My granddaughter and son-in-law (as a coach) are participating in flag football offered through BPR. We cheer them on every week and I'm loving watching her develop skills and meet new friends. Every week I appreciate what this city offers.
So, I'm approaching this position as a user of several amazing city features, helping to ensure they are protected and developed for the many different uses San Clemente citizens have.
6. Please explain any expertise that you may have in the area of ocean water quality and/or beach environmental stewardship.
I have no experience in ocean water quality or beach environmental science, but I do have time available Ito study and research issues. I can bring that information back to the commission for evaluation.
I've been in contact with the US Army Corps of Engineers project manager for the city's sand replenishment project, in order to learn more about the detailed planning for the project. The detail plan is 'not ready yet", but I want to make sure BPRC has an opportunity to review the details and ask questions lthat SC citizens may have as the project moves forward. 6-15-22 I 18(5)-1

10. Please describe your views on the quality of City beaches and parks, including any steps you feel should be taken for improvement.
First, I think San Clemente has done an exceptional job of providing a warm and inviting community, much of which comes from the city's attention to beaches and parks. I love the Beach Trail and use it regularly, along with Max Berg Park, Linda Land Park and Pico Park.
Along with many other citizens, I'm concerned about the effects of sea-level rise and want to understand the reasonable efforts we can implement in response. I look forward to reviewing a detail plan for the sand replenishment project, and having an opportunity to ask questions that San Clemente citizens may have.

My time there gave me great experience in many organizational areas: Finance, Supplier and Customer Relations, HR, IT. After retiring and moving to SC, I began taking feelance jobs as an editor, focusing on business and political topics. I have recurring iwork from a publishing company that encourages business leaders to write books about their experiences. I believe all of this expereince provides significant background that I can apply to help the City of San ~lemente serve its citizens.

As you will understand from my answer to question #5, I have extensive experience in a related field and would like the opportunity to give time back to my community, in a way that I feel is a perfect fit. I recently have semi-retired and have the time available to devote to assisting and lending my experience and background in the various activities of the Beaches, Parks and Recreation Commission. I was born and raised here in So California. I grew up on the beaches of Long Beach and Huntington Beach. I have a great respect for our majestic oceanfront that we enjoy here in California, and the California Lifestyle, "Outdoor Living" at it's finest! All of these wonderful recreational resources, we have here in San Clemente, need to be managed and cared for, so that they can be enjoyed by all. The Beaches, Parks and Recreation Commission are stewards of these resources on behalf of the City Council and the citizens of San Clemente. I would be honored to give of my time and efforts in assisting the management of this valuable resources.
5. Please explain how your background and experience would contribute to the Beaches, Parks and Recreation Commission.
My entire professional life has been spent in televising Sporting events. From the America's Cup Boat Racing off the coast of San Diego, to 25 years of the New York City Marathon, and with being involved with NBC's coverage of the past 14 Olympic Games, both Summer and Winter. As I have recently started into semi-retirement, I would like to share my perspective on the enjoyment of outdoor activities and recreation by becoming involved with the City of San Clemente and this Commission. I have extensive experience relating to sports and recreation that I feel can be of assistance to the Commission. We have some of the most breathtaking beaches in So California and they need to be cared and watched over to preserve their beauty for generations to come after us. We have to find ways to give everyone the opportunity to enjoy these resources, while at the same time, being sure they are maintained and taken care of for the future. We need to manage the homeless situation in a way that is compassionate but taking into account the need for the general public to enjoy a clean, safe and well maintained environment at our beaches and parks. Our neighborhood parks are a vital element to our micro-communities within the city.
The citizenry rely on these outdoor oases for recreation and enjoyment with their families. They must be well maintained and kept in good order. We should enlist the assistance from local clubs and service groups to help monitor and maintain our parks, assisting our regular city staff that are responsible for maintaining this service.

We have owned a home here in San Clemente for 1 O years, and have finally been able to move here, as we have wanted to for years, to enjoy this wonderful Spanish Village by the Sea! We were able to move from our home in Foothill Ranch in the height of Covid and weathered these times here in San Clemente dealing with the various pandemic issues. Have watched the city deal with the various challenges set forth by these current times. I have been following City Government activities over the past 18 months and now feel I have the time and can help by giving back to the community. Our number one issue is sand replenishment and performing it in a way that anchors the sand so that we are having to repeat this process quite frequently. Funding is now in place to execute a plan but we have yet be able to get this project off the ground. The good news is that we now have funding, but Staff must keep this in front of our Council. We need to meet with a representative from the Army Corp of Engineers/a rep from Mike Levin's office, and our Sand Replenishment Sub Committee. In this meeting I would hope to hear a plan or our sub committee propose a plan, and ensure everyone is on the same page with some realistic target dates.
The entire Park Master Plan appears to be stagnant in the eyes of our residents, and as a BPRCA member we have received no updates to provide residents that inquiry in passing. Pickleball at San G., always a hot topic. We just need to update our community where we stand, even if it means these projects have been placed on hold.

Please explain why you would like to serve on the Beaches, Parks and Recreation Commission.
I want to learn more about the City of San Clemente. With approximately 25 parks and 11 beaches there is so much space and maintenance, and I want to understand how and what changes can be implemented to best serve the needs of the community. I have twenty years of experience in youth sports and worked with city administrators together to implement positive alterations that benefited both the sports programs and the city.
Please explain how your background and experience would contribute to the Beaches, Parks and Recreation Commission.
As the retired financial director of the USC Alzheimer's Center, I have experience in grant writing, research, and collaborating on multi-levels simultaneously. As a former youth soccer board member (at a city level, area and Southern California) of almost 20 years, I have experience in balancing the use and needs of many fields for many sports, collaborating with many individuals to resolve conflicts, and providing creative solutions that are beneficial to the sports programs and city. Personally, I am an athlete that enjoys playing volleyball, pickle ball and running. I want to ensure that the parks and beaches are maintained not just for my enjoyment but the entire community. I have also started to surf. Learning about swells and currents has been interesting but also sand erosion has been detrimental to our local beaches. As a member of the Ocean Institute, in Dana Point, I have reached out to them to educate myself on resiliency. I am also in contact with Jorine Campo piano to better comprehend stormwater and ocean water quality and simply how to get sand back on the beaches.
6. Please explain any expertise that you may have in the area of ocean water quality and/or beach environmental stewardship.
Upon moving to San Clemente, J joined the Ocean Institute not only because of my science interests but also to help with cleaning up the beaches. Recently the Sunrise Rotary Club has committed to cleaning up the San Clemente Beaches on the first Saturday of the month. My home is located in Shorecliffs and our beach club is at Poche Beach. We recently had to install multiple sand bags and tons of rocks in an effort to prevent further erosion. At the Ocean Institute, I have learned that ocean water quality, presence or absence of pollutants, effects not only the sea life but humans too. This seems so basic but the sedimentation, sewage, and heavy metals really require more monitoring and public policy change. My background is in public policy and working with others to accomplish positive results. 6-15-22 I 18(8)-1

Prior to moving to SC, I lived in Chino Hills and was a public education teacher, youth soccer/volleyball coach, recreational board member, religious education teacher, and foundation volunteer. Within the last 8 months in SC, I am an active member at Casa Romantica, a member of the Ocean Institute, a volunteer with OC Alzheimer's Association, a supporter of the Sunrise Rotary Club, substitute teacher in the CUSD, and once again coaching youth soccer. I enjoy getting involved and giving back to the communities where I reside.
The Beaches, Parks and Recreation Commission meets on the second Tuesday in February, April, June, August, October and December at 6:00 pm. Please explain any challenges, if any, you may have in meeting this commitment.
I do not have any challenges at this time with the above mentioned dates and time.
Please describe your views on the quality of City beaches and parks, including any steps you feel should be taken for improvement.
The beaches and parks are a sate haven tor individuals, families and tourists to enjoy. Maintenance and improvements are on going. I think the City would benefit from more advertisement - of what the parks and beaches truly offer, not just for locals but to draw in tourists to increase revenue. I would recommend more public classes offered tor adults and children in sports and recreation. Additionally, I would like to see (more) recycle trash cans installed. More planning for the future should be considered as newer homes are being built and the population continues to grow.
11. Please use the space below to explain any other factors about yourself that you wou ld like for the Councilmembers to consider as they review your application.
I raised my family to enjoy and appreciate the outdoor life style. San Clemente offers this opportunity and the beaches and parks need to be preserved for many generations to come. Ole Hanson wanted a village by the sea - I want a community enjoining the sea (and parks) with appreciation and understanding how fortunate we are to just live here.

I understand new hirees are on the Y"a.Y so that should resolve any issues with the course. We could do with some marshalling.· 1 am noticing more ungolflike behavior towards the course,
Nothing wrong with the pro shop, Dave and his crew are dofng a fine job as well.
As for the restaurant, well, many golfers aren't so happy. They cater to the wedding/banquet crowd which Is understandable, but sad. At approx. 90k rounds annually, one would think they could see more potential cash flow coming in.

Additional page - Mandy Hamilton's application to the Golf Course Committee - May 2022 I was appointed to the Golf Course Committee in July 2021, and since then, I have learned a great about our golf course, our City processes, our vendors, and our residents .
At my first meeting in November, I was voted into the position of Vice Chair by the other Committee members and volunteered to participate in the House Sub Committee.
As a member of the House Sub Committee, and with Samantha Wylie's expert guidance I participated in, and documented meetings with Vinnie Poncino, our Golf Course Professional, and with Eddie Millan, our Wedgewood Manager. We discussed their needs and challenges and emphasized the City's expectations and our golfers' needs to them.
I am scheduling a follow up Sub Committee meeting with Wedgewood for May 2022, based on reported dissatisfaction with their service.
At our open meetings, our Committee listens to vendors and residents, and works closely with Jordan Gilmore, the Golf Course Manager and of course with Samantha. The Committee's combined expertise and knowledge allow us to help support the City with golf course suggestions and recommendations which benefit both the City and our residents.
I am thoroughly enjoying being a member of the Golf Course Committee and believe I am an effective contributor to the City with my participation.

As a current member of the Golf Course Committee, I feel I have brought a fresh perspective to the group and would like to continue to do so. I am a frequent player at the San Clemente Municipal golf course and believe that my knowledge of golf and project management can provide a useful service to the City and the golf course. As a low handicap golfer and former college player I would like to be a part of the group that molds the future for golf in San Clemente and continues to provide some new perspectives to the Golf Cours Committee. I have a strong interest in golf course design and management, and have made many strong connections to a variety of staff members/players and visitors to the golf course that can provide a useful tool for understanding how the course can improve from a playability and management perspective.
5. Please explain how your background and experience would contribute to the Golf Course Committee.
My past year on the Golf Course Committee has really provided important experience to understanding how the course operates within the City and what it has to deal with on a day to day basis. As a former college golfer (University of California San Diego), 3 time club champion at Torrey Pines, former SC Mens Club Champion and 12 year member, I have a strong background in golf. I have seen how a world class municip, golf can operate successfully at Torrey Pines during my 12 years in their Men's Club. In particular I have played weekly at the San Clemente Municipal Golf course the past 16 years and can use that knowledge to help drive decisions that are in both the best interest for the players of the course as well as the City. My experience as a Project Manager at SAIC will provide the knowledge to help with projects at the course.
6. What is your educational background?
High School/Colleges Attended Major Field of Study Degree? Torrey Pines High School - Del Mar, CA Diploma
University of California San Diego Management Science Bachelor of Sci 6-15-22 / 1F(4)-1
7. Please explain any experience that you have in community, governmental, charitable or educational affairs.
Over the past year, I have served the City as a member of the Golf Course Committee. My current role of Project Management Office Manager at SAIC is in support of an IT Managed Services contract with the County of Orange and have daily involvement with a variety of Agencies throughout the County. I have also previously been involved in the organization and management of golf events for charitable fund raising purposes. I have been very involved in the local community coaching soccer through A YSO for the past 5+ years and spend time supporting local schools through a variety of local events (fundraisers, local High School sporting events, etc) and my wife is a teacher at one of the local middle schools.
8. The Golf Course Committee meets the first Thursday in January, April, July and October at 6:00 p.m. Please explain any challenges, if any, you may have in meeting this commitment.
No issues meeting as scheduled
9. Please describe your views on opportunities, if any, to improve the San Clemente Municipal Golf Course.
The San Clemente Municipal Golf Course is well received within the golf community but there are still areas that can be improved. Course conditions are the biggest area where small improvements can be made with significant impact. With budgetary constraints, funding has to be carefully allocated and I beleive that updating and better maintenance of the golf course grooming equipment would be money well spent. KeepiI mower blades sharp and fresh is vital for good greens which provide the biggest impact on the public perception of the course for the lowest cost. There are also several opportunities to modernize the course that has become a little short for today's standard resulting in attracting better players and potentially more outside events (when time allows) to help fund the course improvements
10. Please use the space below to explain any other factors about yourself that you would like for the Council members to consider as they review your application.
As currently the youngest member of the Golf Course Committee with a relatively young family (two children ages 11 and 8), I provide a different perspective to the Committee. I can relate to how the younger families/ junior golfers are received/treated at the Municipal Golf Course and how we can improve the experience for them. As a low handicap player, former club champion at Torrey Pines and San Clemente, I help provide a slightly different view from the average golfer on the golf course design, play-ability and potential course updates to make the course more enjoyable and safer for the community and players while keeping the course layout true to its intended design. I am willing to ask the hard questions to do whats best for the golf course and the City, even it they might not be the most enjoyable topics (i.e. rate increase). 6-15-22 / 1F(4)-2

Do you have any experience with historic preservation or architectural history? If so, please explain:
11.s planning commissioner, I have certainly become more familiar with San Clemente's rich history and he importance of preserving it. I also come across the nuances of both preservation and architectural history within the current field I iwork in. The lighting of the Coronado Bridge is an architectural landmark, Oceanside Pier etro fit and the USS Midway Museum.
Please use the space below to explain any other factors about yourself that you would like for the Council members to consider as they review your application.
My reasons given last year still stand as stated below - the outside influences and unbelievable legislation with regards to local control and zoning, is troublesome and requires continued research and a prudent approach. "I have witnessed an increased pressure by outside influences and Sacramento legislation that would directly change the uniqueness of San Clemente. This same influences has forever changed the landscape in other areas with little regard for the community's well-being. I will give the Toll Road as one example as to how one decision would have a lifelong detrimental effect".
In closing, I would like to continue the opportunity to serve on planning. The make up of the current board includes past board experience, the commissioners are prepared, eager to participate and have a strong desire to reach a positive outcome, for the good of the order.
Thank you for the opportunity to serve my community.
Warmest regards, Karen Prescott-Loeffler

" ... Amy puts in the extra effort on all the cases she handles. She will think of, and order Discovery in advance, and draft motions, and trial briefs. On many occasions I have seen her working late doing research or catching up on filings. She is very conscientious and hard-working." - Dennis Conway " ... a great degree of her 'know how' in the unit has been self-taught, largely because she is an inherent self-starter." - James Laird
"[Amy] hit the ground running by setting up meetings with the crime lab, speaking to the other DUID attorneys and finding any information she could about prosecuting these complicated cases." - Tony Ferrentino "The fact that Amy has been so successful in obtaining convictions in these cases is truly a testament to her work ethic, passion and persuasiveness." - Tom Glazier
"[Amy] has exceptional judgement ... in knowing what charges and enhancements should be filed, what legal issues need to be briefed, what follow up investigation needs to be done, and what a case is worth, including legitimate factors in mitigation and aggravation .... Amy is not afraid of hard work, and works efficiently, focusing on the tasks necessary to effectively preset her cases, from witness prep to legal briefs." - Dennis Conway "[Amy] exhibited keen analytical ability with regard to a wide range of legal issues in complex gang litigation." - Elise Hatcher
"In every instance, I have witnessed Amy to be exceptionally capable. She had developed protocol and systems of project management for the unit's handling of SB 1437 petitions. She successfully directs staff t o achieve the goals of the unit and, while handing her caseload of petitions, works to identify way to improve our process." - Keith Bogardus "The prosecutor's rebuttal closing was a fair response . ... The prosecutor's argument did not insult, denigrate, disparage, or cast aspersions on the integrity of defendant's counsel. The prosecutor's argument did urge the jury not to be swayed by defendant's counsel's arguments, and to focus on the evidence and the law, not the techniques used by defendant's counsel." People v. Bello, No. G0S1573, 2017 Cal. App . Un pub. LEXIS 1496 (Feb. 28, 2017) "But we agree .. . the prosecutor's comments were unobjectionable . . .. The prosecutor was within her rights in clarifying this issue for the jury." People v. Culross, No. G053837, 2018 Cal. App. Unpub. LEXIS 926 (Feb. 6, 2018) "Here, the prosecutor was wholly within her rights .... Moreover, the prosecutor's remarks were made in direct response to defense counsel's questions and closing argument; they were not derived from personal experience or from information outside the record. We therefore conclude t he prosecutor's assertion not misconduct. People v. Johnson, No. G0S3293, 2017 Cal. App. Un pub. LEXIS 6761 (Sep. 28, 2017) Amy Swanson

I created an outline, trial brief, standard jury instruction set, and constructed sample trial questions. • MJ Prosecution Handbook: After handling a 5-day Marijuana Preliminary Hearing I wrote a training manual and summary of case law which was borrowed and reproduced by multiple Deputy DAs and police officers. • Factual Basis for Plea: While in the gang unit, I noticed the factual basis for plea was often lacking key components which would be useful in recidivism prosecution. With the approval of my supervisor, I created a standardized factual basis for plea to be used by the office. • New Standardized 1368 Commitment Order for the Court. In 1368 proceedings, the Court's oral order for commitment to Patton State Hospital was being misinterpreted by the Hospital resulting in the Defendant being transported up to and down from Patton State Hospital several times before the Hospital fully understood the Court's order. To correct this problem, I generated a standard, fillable, written commitment order for the attorneys to fill out and the Court to sign. I also included language regarding medication orders which were previously being overlooked by the Court. This is now the commitment order used county wide in 1368 cases. • New Standardized 1275 and 1275.1 Form for Bail Review. When I joined SAPD I saw many "unemployed" gang members bailing out from jail after having substantial bail amounts set in their cases. It became obvious that the gang members were securing bond funds from illegal sources. After attempting to place legitimate bail source restrictions on a few defendants, I became aware that the form generated by the court was legally insufficient. With my supervisor's permission, I generated a new comprehensive and user-friendly fillable form.
I then contacted the court and was able to get the court to substitute my form for the form they had been using. I then trained gang officers on how to use this form. • Created a standardized Order to Show Cause for 1170.95 Petitions.
