Re: Capistrano Shores Mobilehome Park
Dear Coastal Commissioners,
The City of San Clemente leadership and staff is writing to you in support of the Capistrano Shores Community and their efforts to obtain mobile home replacement permits at a height of 16 feet. We respectfully request the staff and commission continue to allow a height of 16 feet. The city believes this height strikes a balance between preserving public views from the public Marblehead walking trails, the Pico view corridor, and neighboring public view vantages; with the need for the long-established community of Capistrano Shores to replace antiquated mobile homes.

The City of San Clemente supports the development and improvement of the Capistrano Shores Community. This community has existed within city limits without interruption for over 63 years. The height of 16 feet has been found in numerous Coastal Commission decisions to be consistent with the visual quality provisions of the Coastal Act. We are aware of at least eight recent and previously issued CDPs at this height. We find the proposed 16’ height to be reasonable and consistent with the neighborhood and maintains expansive coastal vistas when viewed from the public walking trails, parks and public vantages from the Marblehead Coastal Trails and the Pico corridor.

The City of San Clemente has at times been vocal in opposition of various projects within the community. It is clear the Capistrano Shores community has reversed course on design standards in cooperation to meet the provided feedback and instruction from previously issued development permits for 6+ years now. What is presently proposed to replace a mobile home with a new home at 16 feet, we believe, meets both the city’s goals and the community’s needs without compromising public views.

In closing, we kindly request that the Commission and its staff remain consistent in their review and analysis and approve replacement permits for mobile homes within the Capistrano Shores with industry standard designs and accommodations at 16 feet.

Kind regards,
