REJECT BIDS FOR THE CITYWIDE CATCH BASINS REHAB/LITA T/ON, PROJECT No. 21001.
Fiscal Impact: None, if bids are rejected.
Summary: Staff recommends rejecting all bids for the Citywide Catch Basins Rehabilitation project as further discussed below.
Discussion: Catch basins are vital components of the storm drain systems throughout the City.
Recommended
Some of these catch basins are in need of repair to improve their useful life and prevent flooding. A bid package for the project was prepared and advertised for competitive bidding on the PlanetBids website. Two bids were received on May 12, 2022, ranging from $288,825 to $307,874, as shown on Attachment 1.
Therefore, the bids are significantly higher than the current project budget of $188,000, and available funding in the Storm Drain Depreciation Reserve Fund is limited. Staff recommends rejecting the bids and re-bidding the project with a reduced scope. Section 21066 of the Public Contract Code gives the City Council the discretion to reject any bids and re-advertise the project.
Action: STAFF RECOMMENDS THAT the City Council:
1. Reject all submitted bids for the Citywide Catch Basins Rehabilitation, Project No. 21001, pursuant to Section 20166 of the Public Contract Code; and
2. Authorize staff to revise the bid package and re-bid the project.
