CITY AGENDA REPORT City Manager 49

Meeting Date: February 15, 2022

Department: Utilities
WubPrepared By: Lawrence Brotman, Utilities Manager
Subject: CONSTRUCTION CONTRACT AWARD TO MIKE PRICH AND SONS, INC. FOR AVENIDA PICO RECYCLED WATER PIPELINE RELOCATION, PROJECT No. 21402.

Fiscal Impact: Yes. The original approved project budget is $375,000 from the Water Fund Depreciation Reserve and the cost for Phase 1 was $205,000. The estimated project cost for Phase 2 of this project is $196,510 which increases the total cost for the project to $401,510. A supplemental appropriation is recommended in the amount of $26,510 to account number 052-466-43420-000-21402 to complete Phase 2 of this project.

Summary: Staff recommends approval of a construction contract with Mike Prlich and Sons, Inc., in the amount of $144,100 for Phase 2 of the Avenida Pico Recycled Water Pipeline Relocation.

Background: The Avenida Pico 12-inch Recycled Water Mainline is a critical or backbone pipeline in the City's recycled water distribution system. The pipeline provides service to Bella Collina Golf Course, Rancho San Clemente and the Avenida Pico Corridor. A segment of the pipeline runs within the Caltrans easement along the northerly slope of the Segunda Deshecha Canada Channel from Interstate 5 to Avenida Pico adjacent to the McDonalds restaurant. Due to a Caltrans construction project to replace the concrete channel and grading of the slope, the City is required to relocate its pipeline.

To maintain recycled water service during the Caltrans channel improvement project, MBF Consulting prepared plans and specifications to replace the pipeline in two phases. Phase 1 construction was completed in July 2021. It consists of a temporary bypass pipeline constructed above ground at the edge of the Caltrans project. The temporary pipeline has provided uninterrupted recycled water service during Caltrans construction. In Phase 2, the City will install a permanent pipeline and remove the temporary bypass pipeline.

Discussion: The project, which consists of constructing a permanent 12-inch recycled water pipeline was advertised for public bidding on PlanetBids and eight electronic bids were received on January 20, 2022. The result from the bid opening is presented in the attached Bidder's Listing. The lowest responsive and responsible base bid of $144,100 was received from Mike Prlich and Sons, Inc.

The project was budgeted for $375,000 from the Water Fund Depreciation Reserve.

To realize construction of the project, a supplemental appropriation in the amount of $26,510 is required. The increase in project cost occurred during construction of the temporary bypass pipeline, it became apparent that the existing pipeline, constructed in 1990, was constructed at each end on a different alignment that was shown on the record drawings. This required additional construction costs to locate the existing pipe as well as additional design effort to revise the plans accordingly.

Based on the low bid, project costs are estimated as follows:

Administration, Permitting and Engineering Design $ 24,000 Construction Management and Inspection 14,000
Construction 144,100
Construction Contingency (approx. 10%) 14,410
Total Estimated Project Cost $ 196,510
As required by City Policy and State Law, the contractor will be required to provide performance and payment bonds simultaneously with execution of the construction contract. A warranty bond will also be required prior to City Council acceptance of the Recommended
