LEE + RO provided Professional Engineering Design Services for the replacement of the UV disinfection system located at South Bay Water Reclamation Plant (SBWRP). The old Trojan UV4000 systems were beyond their useful life and the existing units no longer met the current energy efficiency standards. The new system designed by LEE + RO reduces the operations and maintenance costs and allows the City to apply for and obtain SDG&E energy credits based on the power savings by using the new system in lieu of the existing system.

The new UV system is more efficient than the old SBWRP UV system and will consume less electricity while providing the same level of disinfection.

The new UV system requires less frequent lamp replacement and will be easier to maintain leading to lower operations and maintenance costs. The new system will allow the City to comply with the Title 22 permit requirements in a more efficient manner by providing better dosage monitoring, a more reliable and maintenance friendly design, faster response to flow changes, and reduction in algae growth.

The new system meets the 100MJ/cm2 MS2 as required by California Title-22 State and also other State Department of Drinking Water requirements.

The existing channel was reutilized for the new system and the walls of the channel were structurally modified to accommodate the new UV system which is smaller than the existing system in overall dimensions. The existing weir gates were replaced with new motorized gates. As part of the design, the process hydraulic profiles were carefully engineered to ensure optimum performance The new system is equipped with multiple modular ballast systems. The project included new power and controls. The new system is equipped with multiple independent feeder breakers, one for each modular ballast systems, at allow for easy maintenance and high runtime. A new outdoor NEMA-3R MCC was provided to feed the new UV system and is located under a canopy. LEE + RO engineered the system so that the modifications required to the existing channels were minimized, which in turn reduced the shut downtime required for construction. & LEE+RO

LEE + RO was contracted by West Basin Municipal Water District to provide preliminary design, detailed design, and construction phase services for the design and implementation of skid mounted Continuous Microfiltration (CMF) Clean-In-Place (CIP) systems at two of the District's satellite facilities located at the Exxon-Mobil Refinery in Torrance and the British Petroleum Refinery in Carson. The District's satellite facilities further treat Title 22 recycled water using microfiltration (MF) followed by reverse osmosis for product water to be utilized for boiler and cooling tower applications at the refineries. The existing single CIP system at each facility, consisting of a chemical feeding system using Citric Acid and Caustic, has not been effective in cleaning and protecting the MF units as intended. This project provides a second CIP system at each facility, integrated with the existing CIP systems, to increase the efficiency and protection of the MF treatment process. LEE + RO prepared a Preliminary Design Report after extensive field investigation and review. Detailed engineering and design included preparation of project plans, specifications and an engineer's cost estimate. Equipment includes the CIP tank, pumping and piping system, chemical feeding, instruments and controls, software and program upgrades. Design disciplines required included civil, mechanical, electrical, instrumentation & controls, and process engineering. Construction support services include participation in pre-bid, kick-off, and construction progress meetings, review and responses to RFls and Shop Drawing Submittals, technical support during start-up, and preparation of final record drawings.

Feedwater, Pre-Treatment, and Cleaning Strategies The team will also evaluate the need for sulfuric acid as a pre-treatment for the RO system. Sulfuric acid increases the solubility of common The membranes are not the only determining factor for reliable scalants such as calcium phosphate. It is necessary for high-recovery performance and operability. Feedwater and pre-treatment design (e.g., applications like potable reuse. A high RO recovery is not attractive for strainers and chemical addition) can be just as important, especially for this project because demineralization is the objective. Therefore, we wastewater treatment. The alum dosage as a coagulant to the filter feed would promote an acid-free design to save costs, lower safety risks, and at the WRP results in the filter effluent having high membrane scaling reduce chemical management needs. Operating at a lower recovery potential. Additionally, Trussell's review of operational data from the also lowers the frequency of cleanings and increases system uptime.

Water Reclamation Plant Efficiency Study shows that the tertiary filters have limited solids holding capacity and experience rapid headloss The use of chloramines will be necessary for this application to control buildup. Therefore, the team intends to use secondary effluent as the biological fouling. Chloramines will be formed upon the addition of feedwater for the MF/RO facility. Using secondary effluent will lower the sodium hypochlorite to the MF feedwater due to the presence of filter loading rate and thus ease operational limitations reported by the ammonia in the non-nitrified secondary effluent. An evaluation will be City. We have a good understanding of operating MF systems on non- made if preformed chloramines can be implemented at the site. interim and buildout conditions for average day, max day plus fire flow and peak hour scenarios.

MURTHY KADIYALA, PE/PLS Global fire flow analyses were performed with and without proposed pump station and future LEAD PIPELINE ENGINEER pipeline improvements. The model results were used not only to confirm and select the proposed pumps and pressure reducing valves at the four pump stations, but also to confirm the master planned pipeline improvements.

IIC East Zone A to B Booster Pump Station Upgrades Project, Irvine Ranch Water District. Murthy provided pipeline design services for the booster pump station upgrades project. The existing Zone A-B Booster Pump Station contains four Goulds pumps (three duty and one standby), model 14RHMC, and one spare pump can for an additional pump. Each pump has a capacity of 2,000 gpm at a TDH of 201 feet. The pumps are housed in a 24- inch diameter pump barrel. The project recommends installing a 5th Goulds pump, model 14RHMC, with the same capacity of 2,000 gpm at a TDH of 201 feet.

Pressure Reducing Station Modifications at Via Vista Grande, Avocado Mesa, and Carancho West, Rancho California Water District. Murthy provided construction phase for the pressure reducing station modifications. The existing PRS facilities (Avocado Mesa, Carancho West, and Via Vista Grande) were designed and constructed in below grade vaults and have reached the end of their expected service life. To reduce access issues (due to pipe runs located within confined below grade concrete vaults) and eliminate the confined space entry requirements when performing routine maintenance, facility inspections, and facility repairs, RCWD desires to demolish the existing below grade PRS structures and construct new above grade PRS facilities located within masonry block equipment enclosures (approx 4 - 5' tall).

Overland Drive and Margarita Road Potable Water Pipeline Replacement - Rancho California Water District. As the Project Manager, Murthy has provided design phase services for the replacement of a potable water line and associated pavement restoration work. This project is located within the city of Temecula and consists of the design of a replacement pipeline for approximately 2,432 linear feet of existing 16-inch diameter C905 PVC potable water pipeline The existing pipeline, installed in 1999, experienced two catastrophic failures from 2018 to June 2019. During repair work, District staff observed that the pipeline ruptured from what appears to be "over-belled " joints, which has resulted in failure at the joints and subsequent splitting longitudinally down the pipe section. LEE + RO performed a pipe material evaluation, alignment| selection, pipeline replacement/repair alternatives and provided a technical memorandum and performed bid phase services. The project included development of engineered traffic control plans through primarily commercial developments consisting of Costco, restaurants and a strip mall, and coordination with the City for plan checking and approval thereof.

Irrigation Lateral Replacement Project, Coachella Valley Water District, Palm Desert. Murthy is the Project Manager providing engineering and design services for three Irrigation Lateral replacement projects. Irrigation Lateral 119.64-7.5 includes the replacement of 18,500 LF irrigation piping of various sizes (ranging from 18 to 30 in. dia.). The existing pipeline has experienced hydraulic surging and numerous leaks that adversely impact the delivery of canal water to the District's customers. Replacing the concrete pipe with new C905 PVC pipe and the removal of baffle stands converts the canal water distribution system from gravity flow to a pressurized system, effectively eliminating the surging and water losses. This $7 million project will also install new in-line meters at the delivery points to reduce energy consumption. Existing irrigation service must be maintained during construction and a temporary highline for bypassing will be required to maintain service. The existing pipeline alignment lies in a 10- foot wide USBR easement. There are several locations along the alignment where the pipeline easement has been encroached upon by farmers' crops and local residences, which makes replacing those portions of the alignment in the same trench problematic for the District. The District placed this project on hold during final design to consider alternative alignments and/ or construction methods. Irrigation Lateral 123.45-1.3-2.2 Phase 1 and Phase 2 replaces approximately 7,900 LF of 20-inch and 24-inch diameter concrete pipe between 59th Ave. and 62nd Ave. along with approximately 2,600 LF of 14 inch diameter concrete sub-laterals. Phase 1 construction is complete, and Phase 2 is currently in design, LEE+ RO

Water Treatment Plant Chlorine Conversion Project, City of El Centro, Project Manager providing engineering, design, and construction support services for the conversion of gaseous chlorine system to bulk liquid sodium hypochlorite disinfection systems at City's WTP. The City of El Centro (City) owns and operates a Water Treatment Plant (WTP) that receives its water supply from the Colorado River through the Imperial Irrigation District's (IID) canals. The City's WTP has a design capacity of 21 MGD, with an average daily demand of 7.8 MGD and current peak flows of 13-14 MGD. The WTP currently operates a gaseous chlorine water disinfection system to disinfect the water prior to discharging it into the City's supply lines. The City had concern regarding the usage of chlorine gas as a disinfectant, as chlorine gas is toxic and poses dangers to the public and operations staff. Since the WTP is located adjacent to residential areas, the risk of chlorine gas exposure to the public is greatly increased in the unlikely event of a large leak. Thus, the City desires to convert from a gaseous chlorine system to a 12.5% bulk sodium hypochlorite disinfection system.

MICHAEL ASSADOURIAN, PE design capacity of 21 MGD, with an average daily demand of 7.8 MGD and current peak flows of LEAD ELECTRICAL ENGINEER 13-14 MGD. Thus, the City desires to convert.

Turtle Rock Zone 3 Reservoir Chloramine Booster Station, Irvine Ranch Water District. Electrical Engineer for this Chloramine Booster Station Installation project. The Turtle Rock Zone 3 Reservoir (TR Z3 Res) is located at 13½ Minaret Drive in irvine and supplies water to the surrounding Turtle Rock neighborhood and the Zone 3 to 4 Pump Station (TR Z4 PS) which serves the uppermost portion of the neighborhood. IRWD has experienced degraded water quality at the TR 23 Res due to nitrification caused by the loss of chlorine residual, excess free ammonia and low water supply turnover. Currently, IRWD doses chlorine and ammonia at the Turtle Rock Zone 1 to 3 Pump Station to reduce nitrification in the system but this process is susceptible to chemical precipitation in the pipe where the chemical is injected and has required multiple replacements of the injection pipe.

This project will install a chloramine booster station at TR Z3 Res similar to chloramine booster stations that are in service at multiple reservoirs throughout IRWD's potable system to address and avoid the nitrification and in-pipe chemical precipitation issues.

WRP10 contains three separate liquid stream activated sludge secondary treatment trains, referred to as Plant A, Plant B, and Plant C, and two tertiary treatment trains. 2 mgd Plant A was constructed in 1974. Subsequently Plant B and C were constructed to expand the total secondary treatment capacity to 18 mgd. This $3.5 million project is to rehabilitate and upgrade Plants B and C and includes the follwing project elements: (1) Replace Plant B Waste Activated Sludge (WAS) Pumps & VFDs; (2) Replace Plant C Return Activated Sludge Pumps & VFDs; (3) Replace Plant B Secondary Clarifier Rotary Scum Troughs; (4) Replace Plants B and C Aeration Basin Influent and Effluent Channel Aeration Piping and Diffuser Replacement and Reconfiguration; (5) Replace and Rehabilitate Plants B and C Aeration Basin Froth Spray Lines and Spray Nozzles; (6) Replace Plant C Aeration Basin and Secondary Clarifier Inlet/Outlet Gates (total 54 Gates); Replace Plant B Scum Pumps and Piping; (7) Replace Plant CRAS V-notch Flow Control Devices with Telecoping Valves (total 12 Valves): and (8) Replace Plant B and C Sections of Aeration Air Piping on Top of Walkways WRP 7 PLC Replacements Project, Coachella Valley Water District. Electrical Engineer providing construction phase services for the PLC Replacements project. The treatment processes at the Coachella Valley Water District (CVWD) WRP 7 are controlled by individual programmable logic controllers (PLCs). The PLCs and cabinets at WRP 7 were beyond their useful lives and CVWD wished to replace seven of them with new GE RX3i PLCs and new cabinets. LEE + RO conducted an assessment of the control system and identified the existing as-built conditions, identifying exactly what I/O is terminated in each PLC and where all the wiring within each PLC cabinet comes from and goes to. We also visually inspected exposed conduit and wiring associated with these process controls and assessed and documented their condition; and made recommendations regarding their reuse and/or replacement. All systems remained operational during the assessment work LEE + RO then prepared specifications regarding sequencing of the construction work so that shut downs and interruptions will be kept to a minimum during construction.

Michelson Water Recycling Plant Unit Substation T-1 Replacement Project, Irvine Ranch Water District. Electrical design engineer for the Unit Substation T-. The Unit Substation T-1 is comprised of two 5kV load breaks, a 1000kVA transformer, and multiple 480V distribution sections. The existing equipment shall be replaced in kind and at the same location to accommodate the existing conduits and conductors. The F1 and F2 feeders will be interrupted during construction, which will affect downstream Unit Substations T-2, T-9, T-3, and T-10 and the recently installed battery energy storage system (BESS). The 5kV power to the downstream unit substations and BESS shall be maintained during construction. Substation T-1 also distributes 480V power to DSB-200 and MCC-301, which provides power to critical treatment processes. The 480V power shall be maintained during the construction process without the extended use of temporary generators. A primary component of the Project will be the development of a construction phasing plan to ensure continuous, uninterrupted operation of MWRP during the construction period.

Mills Water Treatment Plant Electrical System Improvement Project, Metropolitan. Lead Electrical Engineer for the Mills plant electrical system reliability improvement project. This project increased the reliability of the Mills plant electrical system. The plant had a single radial system with only one source of power from the Riverside Public Utility (RPU). That system offered no redundancy.

The plant was very vulnerable to a total plant shut down caused by single point of failure. If the plant lost the utility source, they either had to bring generators) on the line, or the plant would experience a total black out. This project provided a second source of utility power and upgraded the whole plant power system to a dual source redundant system.

Replacement of Switchgear & MCC at Cajalco Intake Plant, West Municipal Water District.

Electrical Engineer providing bidding and construction phase services for the replacement of switchgear & MCC at Cajalco intake Plant. The Intake Plant's existing main electrical switchgear had reached the end of its useful life. The switchgear is provided with 4160V, 3-phase, 1200A overhead service, which is then distributed on-site to three major areas, Intake Pump Station, Booster Pump Station No. 1, and Booster Pump Station No. 2, as well as via overhead power line to the Plant facility. Hillside Irrigation, and Hillside Domestic tank and booster pump areas. WMWD requested the replacement of the 4160V switchgear including the service entrance meter and main circuit breaker sections, motor control centers sections, feeder breaker sections as well as the section that connects the existing solar PV system; excluding components that serve the decommissioned Booster Station No. 1 loads. Safety deficiencies will be improved such as grounding, arc-flash, and reliability. All the pumps will require new starters and controls. In addition, the PLC/SCADA system will need to be completely replaced. A feasibility evaluation was conducted for conversion of entire 4160V MCCs to 480V equipment, which includes but is not limited to circuit protection. transformer, starter sections, and motors.
