Subject: Costs and Layout for MF & RO Facility at the San Clemente Water Reclamation Plant (CSCWRP)
This document provides the results of the cost and layout analyses performed for the potential future MF and RO Facility at the CSCWRP. OEM quotes were used to estimate annual costs over a 20-year capitalization period. Process equipment was sized for the ultimate flow, but operating costs were based on the initial flow.
The following tables detail the design criteria and costs of the MF and RO systems.
Design criteria for the MF system are given below:
Parameter Units Initial Phase Final Phase
Feed Flow MGD 1.4 1.7
Recovery -- 95% 95%
Number of Trains 2 2
Flux GFD 18 18
Installed Modules per Train -- 40 48
Spare Module Spaces per Train -- 8 0
Membrane Module Model -- Toray HFUG-2020AN
Design criteria for the RO system are given below:
Parameter Units Initial Phase Final Phase
Feed Flow MGD 1.3 1.6
Permeate Flow MGD 1.0 1.2
Recovery 75% 75%
Flux GFD 12 12
Number of Trains 2 2
Number of Stages 2 2
Elements per Vessel 6 7
Number of Vessels per Train 18 18
RO Membrane Model - Toray TMG20D-400

A breakdown of the capital cost is provided in the table below:
Category Cost
MF System $1,970,000
RO System $850,000
Division 1 Requirements $310,000
Site Work $100,000
Сапору $440,000
Installation $1,430,000
Electrical $1,190,000
Testing, Startup, and Commissioning $180,000
Contractor Overhead and Profit $970,000
Owner's Contingencies and Escalation $1,860,000
TOTAL CONSTRUCTION COST $9,300,000
Engineering Design $930,000
Construction Support Services $280,000
TOTAL CAPITAL COST $10,510,000
Annual costs in 2021 dollars based on the initial and design flows, a discount rate of 3%, and a capitalization period of 20 years are provided in the table below:
Category Initial Design Final Design
Capital $700,000 $700,000
Chemical $60,000 $70,000
Power $100,000 $120,000
Labor $180,000 $180,000
Replace and Rehabilitation $120,000 $120,000
TOTAL $1,160,000 $1,190,000
Hourly labor costs for operators and instrument technicians provided by the City of San Clemente were used to develop the annual cost for labor. The cost per unit volume of water is provided below:
Parameter Units Value (Initial Design) Value (Final Design) RO Permeate
Flow MGD 1.0 1.2
Annual Volume Acre-feet/year 1,121 1,345
Cost per Unit Volume $/acre-feet $1,035 $885
Blend
Flow MGD 2.4 3.0
Annual Volume Acre-feet/year 2,690 3,363
Cost per Unit Volume $/acre-feet $431 $360
Note that the total annual cost was used to determine treatment costs. For the final design, costs for chemicals and power were adjusted to account for the additional MF modules and RO membrane elements. The 3.0 MGD of total blend flow accounts for 3.4 MGD of available flow at the CSCWRP and ~0.4 MGD of brine that would be generated from Trussell Technologies, Inc. • Pasadena • San Diego • Oakland 2 San Clemente MF & RO Facility March 2022
producing 1.2 MGD of MF/RO permeate. The 3.0 MGD blend (1.2 MGD of MF/RO product and 1.8 MGD of recycled water) would result in a TDS of less than 800 mg/L.
Layouts were also developed for three sites: (1) Area between secondary effluent basin and chemical building, (2) Parking lot between chlorine contactors and administration building, and (3) Area north of headworks. Site 1 was determined to be most appropriate out of the three. The layout for Site 2 was too compressed. Site 3 seemed feasible but does not have a standard shape and is directly next to a road. No soundproofing was included for the high-pressure RO feed pumps, but that can be addressed later in design.
A preliminary layout for Site 1 is provided in the figure below. Note that this layout is subject to change as the design progresses.
