A Special Meeting of the San Clemente City Council was called to order by Mayor James on October 3, 2022 at 4:00 p.m. in the San Clemente City Council Chambers, located at 910 Calle Negocio, 2nd Floor, San Clemente.
PRESENT: Duncan, Mayor James, Knoblock, and Ward
ABSENT: Ferguson
STAFF PRESENT: Laura Campagnolo, Legislative Administrator; Megan Jimenez, Deputy City Clerk
1. INTERVIEWS/APPOINTMENT
A. PUBLIC SAFETY COMMITTEE INTERVIEWS AND APPOINTMENT
Council interviewed the following Public Safety Committee Applicants:
1. Stephen Michael Greenwald
2. Scotland Roeber
Councilmembers cast written ballots to fill one vacancy for a technical professional on the Public Safety Committee with a term to expire June 30, 2024, which were announced verbally by the Legislative Administrator, as follows:
DUNCAN: Roeber
KNOBLOCK: Greenwald
WARD: Roeber
MAYOR JAMES: Roeber
Motion by Councilmember Knoblock, second by Mayor James and CARRIED to change Councilmember Knoblock's vote to Scotland Roeber.
Scotland Roeber was appointed to the Public Safety Committee for a term to expire June 30, 2024.

Council requested that the Public Safety Committee provide an update to Council concerning the status of the Neighborhood Watch Program.
2. Oral Communications
Rick Loeffler, Public Safety Committee Chair, commented on the Neighborhood Watch Program and the potential of utilizing the expertise of Public Safety Committee candidate Michael Greenwald.
3. Adjournment
Motion by Mayor James, second by Mayor Pro Tem Duncan, CARRIED to adjourn at 4:51 p.m. to an Adjourned Regular Meeting to be held on October 4, 2022. The Adjourned Regular Business Meeting will commence at 3:00 p.m. for the purpose of conducting Closed Session. Part 1 of the Business Meeting will commence at 5:00 p.m. and Closed Session will begin at 6:00 p.m. Part 2 of the Adjourned Regular Business Meeting will commence at 7:00 p.m. The meeting will take place in the Council Chambers, located at 910 Calle Negocio, 2nd Floor, San Clemente.
