ARCHITECTURAL REVIEW OF THE FOLLOWING ITEMS:
A. Master Project 21-322, Calvada Mixed Use Project, 1430 S. El Camino Real (Lightfoot)
A request to develop a mixed use building at 1430 S. El Camino Real, which is within the Mixed Use 3.2 Zone and the Architectural and Affordable Housing Overlays. A portion of the property is within the Coastal Zone. The proposed project includes 10 apartment units totaling 16,864 square feet of interior space, with 25 corresponding parking stalls; and 6,681 square feet of retail/office space with 23 corresponding parking stalls.
Jonathan Lightfoot, Economic Development Officer, summarized the staff report and highlighted staff recommendations through a PowerPoint. There were no members of the public present to comment on the proposal. The project architect, Hannibal Petrossi, and property owner representative, Shawn Danesh, were present to discuss the project with the DRSC.
The Design Review Subcommittee (DRSC) discussed the project, and made the following comments either individually or as a group:
• Generally agreed with all staff recommendations except for recommendation number 3. The Committee members were comfortable with the parapet design and location as shown.
• Recommended creating more breathing room for signage by raising the balconette that sits above the arches on the northern end of the front elevation. • Expressed concern that the tower may compete with the central entry.
Design Review Subcommittee Regular Meeting Minutes November 9, 2022 Page 2 • Supported the corner tower as complementary to the Valencia project, which also features a corner tower at the El Camino Real and Avenida Valencia intersection.
• Agreed that a batter wall design and removal of the cornice is important to reveal the featured dome element on the tower.
• Supported reducing the size and mass of the cornices. • Recommended reducing the size of the balcony on the tower (at the south east corner of the project). Expressed concern about personal belongings distracting from architecture at this important vantage point.
Recommended mimicking the stucco guard rails and smaller balconies that are on the central portion of the front elevation.
• Recommended that the wrought iron element be more of a faux window, perhaps with a deeper inset and dark color paint.
Requested internal guttering be incorporated as a condition of approval. : Highlighted the importance of booster tiles, especially on ridges. • Recommended removing the monument sign in favor of a wall mounted project ID or directory sign. Noted that it could be incorporated into the tile motif. • Supported the fountain as a way to minimize traffic noise.
The Subcommittee supported moving the application forward to the Planning Commission for consideration with the incorporation of recommendations referenced herein.
