HUMAN AFFAIRS COMMITTEE
FEBRUARY 8, 2023
1. CALL TO ORDER/ROLL CALL
Vice Chair Washington called the Adjourned Meeting of the City of San Clemente Human Affairs Committee to order on February 8, 2023, at 3:00 p.m. The meeting was held at San Clemente City Hall, First Floor Community Room located at 910 Calle Negocio, San Clemente, California.

2. PLEDGE OF ALLEGIENCE
The Pledge was led by Vice Chair Washington.
3. APPROVAL OF MINUTES
A. Approve minutes from the January 24, 2023 Meeting of the Human Affairs Committee.
MOTION BY COMMITTEE MEMBER SALAS, SECONDED BY COMMITTEE MEMBER SCHACHTER AND CARRIED 5-0, CHAIR EDONE AND COMMITTEE MEMBER JOHNSON ABSENT, to approve the minutes from the January 24, 2023 Meeting of the Human Affairs Committee as submitted.
4. SPECIAL OR PUBLIC PRESENTATION
A. Community Outreach Worker, Karlie Hunter
Cecilia Gallardo-Daly, Community Development Director indicated the Committee requested that Karlie Hunter attend the meeting to provide information and respond to the Committee’s questions related to the “Overall
Minutes of the Adjourned Meeting of the Human Affairs Committee of February 8, 2023 Homeless Strategy” work plan item. Karlie explained the outreach and case management process. She discussed limited shelter beds; service resistant homeless; OCSD homeless liaison officer; transportation; efforts to move RVs; limited affordable housing when subsidies are available and hotel vouchers.
MOTION
Vice Chair Washington moved and Committee Member Brooks seconded a motion to agendize “Homeless Discussion” for the April 11, 2023 Human Affairs Committee Meeting. The workgroup for the Overall Homelessness Strategy will provide topics for discussion.
5. UNFINISHED BUSINESS AND UPDATES
Project #1. Town Hall & Community Resource Fair: Stuart Anderson and Aaron Washington, chaired by Lisa Edone.
No update.
Project #2. Resources Directory: Stuart Anderson and City Staff support, chaired by Lisa Edone.
No update.
Project #3. Overall Homelessness Strategy: Angeline Johnson and Michelle Brooks, chaired by Stuart Anderson.
Member Brooks discussed information she obtained from the City of Dana Point. Project #4. Mentorship Program for Young Adults & Grades 6-12 “A Day in the Life”: Rosemary Salas and Aaron Washington, chaired by Jill Schachter. Project #5. “Every 15 Minutes” DUI Prevention Program: Jill Schachter and Michelle Brooks, chaired by Rosemary Salas.
Member Salas stated she was working with the School. The project is scheduled for April 2023.
South County Safe Rides Program: Angeline Johnson and Jill Schachter, chaired by Michelle Brooks. This program is inclusive of Project #5.
Committee Member Brooks discussed that the program is no longer active.
Minutes of the Adjourned Meeting of the Human Affairs Committee of February 8, 2023 Project #6. SCHS Humanitarian Award: Jill Schachter and Angeline Johnson, chaired by Rosemary Salas.
No update.
6. NEW BUSINESS
A. Social Service Budget Committee – Appoint two members to the Committee to review Community Development Block Grant (CDBG) Public Service grant applications.
MOTION
Committee Member Anderson moved and Vice Chair Washington seconded a motion to appoint Committee Member Anderson and Vice Chair Washington to the Social Service Budget Committee. The motion carried unanimously.

ADJOURNMENT
Vice Chair Washington moved and Committee Member Brooks seconded a motion to ADJOURN THE MEETING AT 4:12 P.M. TO THE REGULAR HUMAN AFFAIRS COMMITTEE MEETING TO BE HELD ON APRIL 11, 2023 AT 3:30 P.M. AT SAN CLEMENTE CITY HALL, FIRST FLOOR COMMUNITY ROOM, LOCATED AT 910 CALLE NEGOCIO, SAN CLEMENTE, CALIFORNIA.
