RE: Support for Assembly Bill 966 – Division of Boating and Waterways: report to the Legislature: shoreline erosion control and public beach programs.
The City of San Clemente supports Assembly Bill 966 and the goal of ensuring existing state programs are adequately meeting the state’s climate change goals and determining which beaches in our state need the most care and funding to help preserve our current ecological environment.
AB 966 is a measure to require the Division of Boating and Waterways to, no later than January 1, 2025, and in cooperation with the State Coastal Conservancy, prepare and submit a joint report to the Legislature on shoreline erosion control and public beach restoration programs, as specified. The measure would require the report, among other things, to detail and discuss existing programs, evaluate the need for continued projects and program application requirements, and identify the beaches of the state that contain a critically eroded shoreline.
The premise of this bill is nothing new. In fact, a study was conducted and published in 2002 on the effectiveness of these programs during their inception back in 1999. However, no recent study or report has been done since.
The City of San Clemente supports this measure because our beaches are facing dramatic coastal erosion and this report would identify whether our beaches are the most in need for sand replenishment and state funds.
Sincerely,
Chris Duncan
