Fiscal Impact: Yes. The estimated total construction cost of $3,371,365 is within the total approved budgeted amount of $3,630,000 from the Street Improvement fund of $1,500,000 (Account Number 042-848-45300-000-13327), the Gas Tax fund of $1,500,000 (Account Number 012-861-45300-000-13320), General Fund of $550,000 (Account Number 001-416-45720-000-23302) and $80,000 from Traffic calming fund (account Number (019-819-43690-000-39807).
Summary: Staff recommends that the City Council approve a construction contract with Roy Allan Slurry Seal, Inc., in the amount of $2,930,365 for FY 2023 Street Improvement Program and FY 2023 Arterial Street Pavement Maintenance, Project Nos. 13327& 13320.
Discussion: This project includes pavement grinding and overlaying, asphalt removal and replacement, crack sealing and slurry seal, miscellaneous concrete work, pavement striping, and installing speed cushions on Avenida Barcelona. (See Location Map in Attachment 1).
The project was advertised for competitive bidding on June 2, 2022, and June 9, 2022, using the PlanetBids website. Bids were received on June 23, 2022, and the bid results ranged from $2,674,580 to $4,839,937 (See Bidder's Listing in Attachment 2).
The lowest bid of $2,674,580 was received from Sixty Innovation, Inc. (3Sixty); however, Sixty did not submit the bid bonds as required and was deemed non- responsive. The lowest responsive bidder was Roy Allan Slurry Seal, Inc. of Santa Fe Springs, California with a total bid amount of $2,930,365.
Based on the low responsive bidder, construction costs are estimated as follows:
Construction $2,930,365
Construction Management and Inspection 147,000
Project Contingency (approx. 10%) 294,000
Estimated Total Construction Cost $3,371,365

Action: STAFF RecomMenDs THAT the City Council:
1. Approve the plans and specifications for FY 2023 Street Improvement Program and FY 2023 Arterial Street Pavement Maintenance, Project Nos. 13327 & 13320; and
2. Approve and authorize the Public Works Director / City Engineer to execute, Contract No. _ by and between the City of San Clemente and Roy Allan Slurry Seal, Inc., in the amount of $2,930,365 for FY 2023 Street Improvement Program and FY 2023 Arterial Street Pavement Maintenance, Project Nos. 13327 Attachments: 1.
