A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN CLEMENTE, CALIFORNIA, AWARDING A PROFESSIONAL SERVICES AGREEMENT TO GOLDEN BELL PRODUCTS, INC. FOR SEWER MANHOLE INSECT CONTROL, AUTHORIZING THE CITY MANAGER TO EXECUTE THE AGREEMENT FOR A NOT TO EXCEED CONTRACT AMOUNT OF $70,000 FOR TWO YEARS, AND FINDING THE PROJECT CATEGORICALLY EXEMPT FROM THE CALIFORNIA ENVIRONMENTAL QUALITY ACT (CEQA) UNDER CLASS 1 (EXISTING FACILITIES, 14 CCR SECTION 15301) OF THE STATE CEQA GUIDELINES WHEREAS, the City of San Clemente operates and maintains a sanitary sewer collection and treatment system including approximately 180 miles of sewer lines to ensure wastewater service to protect public health and safety; and WHEREAS, sewer systems by nature are a favorable environment for insects to reside and breed; and WHEREAS, a need exists to treat sewer manholes for insects to protect City employees working on the system, and the general public; and WHEREAS, the City has had previous success with INSECTA Insecticidal Latex Coating used to treat sewer manholes for insect control; and WHEREAS, Golden Bell Products, Inc. is a sole source provider for INSECTA Insecticidal Latex Coating and is the only company in California that can distribute/apply this treatment; and WHEREAS, staff obtained a fair and reasonable proposal from Golden Bell Products, Inc. to use INSECTA to provide sewer manhole insect control, a company that has performed this service effectively for the City in the past.
NOW, THEREFORE, The City Council of the City of San Clemente does hereby resolve as follows:
Section 1. The foregoing recitals are true and correct and incorporated herein.
Section 2. A professional services agreement is awarded to Golden Bell Products, Inc. for a two-year period to provide Sewer Manhole Insect Control for an amount not to exceed $70,000 in a form substantially similar to that presented to City Council on June 20, 2023.
Section 3. The City Manager is authorized and directed to execute a professional services agreement with Golden Bell Products, Inc.
Section 4. The City Clerk shall certify to the passage and adoption of this resolution and enter it into the book of original resolutions.
