PROJECT BACKGROUND,UNDERSTANDING, AND APPROACH
www.ucorr.net Universal Corrosion Services, LLC Page 1
Project Understanding
Ucorr understands that the City of San Clemente owns, maintains, and operates a collection of reservoirs, pipelines, pump stations, and a pier. Many of these facilities are protected utilizing both sacrificial (passive) and impressed current cathodic protection (ICCP) systems as old as 25 years old. Based on our detailed review of all provided information, drawings, data and reports as well as previous City of San Clemente annual cathodic protection system field testing/observations and data analysis between 2019 and 2021, we understand the following:
x Pipelines
The City’s pipeline systems are comprised of various materials including, but not limited to, ductile iron, PVC, and welded cement mortar lined and coated (CMLC) steel. o Ductile Iron: A large portion of the pipeline systems included within this scope of work are constructed of ductile cast iron material and are protected utilizing ICCP systems. The electrical pipeline continuity required for effective CP system performance has been established utilizing continuity bond wires. Various bond wires including #2 and #6 HMWPE are utilized depending on the pipeline diameter and design requirements. Electrical access (test stations) are installed along the pipeline alignments to monitor the effectiveness of the CP systems. Additionally, there are ductile iron pipeline sections protected utilizing sacrificial CP systems (magnesium and/or zinc anodes).
o Welded Steel: There are pipeline sections including blow-offs, air vacs, and other small sections constructed of welded CMLC steel. In general, there will be no electrical continuity concerns for this type of piping as welded joints inherently create electrical continuity. Additionally, after reviewing the provided drawings, it is not clear if CMLC branches (blow-offs, air vacs, etc.) are electrically continuous with ductile iron mains or electrically isolated. o Pipeline Appurtenances: There are metallic valves, fittings, and other appurtenances installed within PVC and ductile iron pipeline sections that are receiving protection utilizing sacrificial CP systems.
o PVC: Portions of the City’s pipeline systems are constructed of PVC piping. CP systems are not installed on these sections as corrosion is not a concern for PVC. However, as mentioned above, there are sacrificial CP systems installed on metallic fittings, appurtenances, laterals, etc. located within PVC piping sections.
o Steel Casings: There are steel casing locations protected utilized sacrificial CP systems (magnesium anodes).

In accordance with the subject RFP, the following seven pipelines included in the scope of work have 11 rectifiers, 92 monitoring test stations, and 18 sacrificial anode test station.

1. 30” Land Outfall

2. Pico Reclaimed Water

3. La Pata Potable Water

4. Vista Hermosa Reclaimed Water

5. Vista Hermosa Potable Water

6. Marblehead Reclaimed Water Expansion

7. Force Main (Associated with Force Main Pump Station) x Reservoirs
Ucorr understands that the City of San Clemente owns/operates several reservoirs. According to our review of the provided RFP, drawings, data, and reports, as well as previous survey work completed, Ucorr understands that the following two reservoirs included in the scope of work are equipped with two ICCP systems each, one for protection of the internal submerged surfaces and one for protection of the external tank bottoms and associated buried piping.

1. Reservoir No. 4

2. Reservoir No. 8

PROJECT BACKGROUND,UNDERSTANDING, AND APPROACH
www.ucorr.net Universal Corrosion Services, LLC Page 2
The external CP monitoring system has been designed to evaluate the effectiveness of the CP system for the tank bottoms through embedded reference electrodes installed at various locations underneath the tank.
x Pump Stations
Piping located within pump stations are either receiving protection from sacrificial CP systems or ICCP systems. A vital component of protecting pump station facilities is ensuring proper isolation of pump station facilities, such as pumps, from buried inlet and outlet piping. Additional information regarding evaluation of electrical isolation can be found in the “Scope of Work” section of this proposal. There are a total of 4 test stations/test points and additional facility piping/risers associated with the following pump stations included in the scope of work:

1. Force Main Pump Station

2. Schlegel Pump Station

3. B-3 Pump Station
x Pier
Ucorr understands that the exposed steel piling installed at City of San Clemente’s recreational pier are being protected utilizing a combination of a sacrificial aluminum bracelet anodes and an ICCP system comprised of one rectifier and one MMO anode. Additional information regarding evaluation of the pier’s ICCP system can be found enclosed within the “Scope of Work” and “Related Experience” sections of this proposal.

Project Objectives
Ucorr understands the objectives of this project are:
x Evaluate the effectiveness of CP systems installed on the City’s pipelines, reservoirs, pump stations, and pier.
x Adjust the CP system as necessary to maintain acceptable levels of protection, with the approval of the Utilities Director.
x Identify any shortcomings related to the existing CP systems and facilities including:
o Rectifier faults
o Non-functional impressed current and sacrificial anodes o Electrical discontinuities
o Deficiencies on CP monitoring systems such as damaged test leads, test stations, embedded reference electrodes, and wiring issues
o Ineffective isolation devices
o AC and DC stray current locations and sources
x Provide annual report including recommendations/budgetary cost estimates for remediating shortcomings identified above.
x Collect submeter GPS coordinates and data for all CP system devices installed on the subject pipelines, reservoirs, pump stations, and pier and populate all data/coordinates into the City’s geodatabase for integration in their Graphical Information Systems (GIS) platform. A detailed description of GPS/data collection methods and procedures can be found in the “Scope of Work” section of this proposal package. x Provide required investigations for design efforts and develop design packages for the following Priority I Recommendations listed in the 2021 Annual Survey Report:
o Vista Hermosa 16” Reclaimed Water and 16” Domestic Water North of Bridge Crossing. o Reservoir 8

RECTIFIER TESTING
¾ APPLICABLE INDUSTRY STANDARDS/TEST METHODS: NACE SP0169, NACE CP 3 MANUAL –SECTION 5

TECHNICAL APPROACH &TECHNOLOGY
Ucorr will perform rectifier inspection, measurements, adjustments, troubleshooting, and maintenance to confirm proper operation of the City’s rectifiers.

Rectifiers are one of the main components in an ICCP system. Operational issues surrounding rectifiers can lead to numerous CP systems issues including a decline in the driving voltage resulting in a decrease in current and structure polarization. Ucorr will inspect all rectifiers per industry standards/regulations as they are vulnerable and vital components of a CP system. Ucorr will visually and operationally inspect the rectifiers for any sign of arcing, strange odor, loose connections, leaks, failed circuit breaker, lightning arrester, and other parts as well. Ucorr will also ensure all inspections are performed with the highest safety standards to ensure no damage is caused to the rectifiers and no harm is caused to the inspector. Ucorr will ensure all required permitting, qualifications/certifications, operator qualification training, lock-out/tag-out, and any other safety requirements are met prior to performing any inspections.

During each inspection, rectifier DC amps & voltage measurements will be collected utilizing a calibrated Fluke Digital Multimeter. In many cases, internal voltmeters and amp/voltage displays are not functioning properly and cannot be relied on for accurate rectifier outputs. For this reason, Ucorr always ensures that it measures the DC amp and voltage outputs through the rectifier output terminals and shunts and compares them against the display meters installed on the rectifiers. By collecting both sets of current/voltage outputs Ucorr can determine the proper DC current/voltage outputs and diagnose if there are any issues with the embedded meters.

POTENTIAL (VOLTAGE) MEASUREMENTS FOR TEST STATIONS AND OTHER FACILITIES ¾ APPLICABLE INDUSTRY STANDARDS/TEST METHODS: NACE SP0169, NACE TM0497, CP 2 MANUAL –SECTION 6

TECHNICAL APPROACH &TECHNOLOGY
Structure-to-Electrolyte Voltage Measurements AC & DC
All AC & DC structure-to-electrolyte voltage measurements will be collected at all test stations, casings, risers, etc. utilizing a calibrated Fluke (Digital Multimeter) or CorrReader GPS Synchronized Test Station Reader with respect to a calibrated, saturated Copper/Copper Sulfate (CSE) reference electrode.

SCOPE OF WORK
www.ucorr.net Universal Corrosion Services, LLC Page 7
One major benefit of the CorrReader is that it is equipped with a GPS receiver. This enables Ucorr to electronically log AC/DC voltage measurements, GPS data, and general comments simultaneously increasing the speed and quality of the data collection. Additionally, the CorrReader generates Excel spreadsheets of all stored information, which increases the speed, quality, and accuracy of the data analysis/tabulation and provides increased efficiency for translating all data into to the City’s geodatabase.

Voltage Profile Measurements for the Pier
Ucorr will perform a steel pile potential survey including voltage profiles on per depth on select piles utilizing a CorrReader with respect to a saturated Silver/Silver Chloride reference electrode. Silver/Silver Chloride reference electrodes are the optimal reference electrodes when collecting potential measurements in sea water as it is saturated with a chloride solution and will not be contaminated by the high concentrations of chlorides in sea water.

Interrupted Voltage Measurements
Since historical baseline (depolarized) potential data is available for the City’s subject facilities (test stations, reservoirs, etc.), Ucorr will perform interrupted potential surveys to determine if the facilities are properly protected with respect to the NACE/AMPP 100 mV polarization shift criterion. In these conditions, Ucorr utilizes Cath-Tech GPS Synchronized Current Interrupters to obtain IR-free potential readings of buried/submerged structures. Cath-Tech interrupters utilize electronic switches instead of relays which decreases the possibility of false readings exactly at the time of the “instant-off” reading. For CP systems with multiple current sources, Ucorr’s current interrupters come equipped with GPS receivers and can be instantaneously synchronized with each other through satellite feeds received through the GPS receivers to achieve synchronized interruption. Current interruption is utilized to obtain “On” and “Instant-Off” (IR free) readings. IR free readings are devoid of voltage drop and represent the true polarized potentials of the structure which are necessary to determine the level of protection as described in NACE/AMPP Standard SP0169.

Due to the nature of the electronics within the pulse rectifier assemblies installed on several City pipelines, conventional current interrupters cannot be utilized to properly interrupt the CP systems. However, Ucorr developed customized relays during previous annual survey which will be installed in conjunction with the GPS-synchronized current interrupters to properly interrupt the pulse rectifier assemblies and properly collect Instant-Off potential measurements. Figure 2 displays a typical pulse rectifier interrupter/relay setup (left) and a typical switchmode rectifier interrupter setup (right).

Figure 2 - Pulse Rectifier Interrupter/Relay Setup (left) and Switchmode Rectifier Interrupter Setup (right) Ucorr collects interrupted voltage measurements utilizing a CorrReader GPS Synchronized Test Station Reader/Data Logger. The interruption pattern of the CorrReader can be set to match that of the current interrupters to accurately measure “On” and “Instant-Off” potential measurements. GPS data is logged at each potential measurement

location as well. Additionally, submeter GPS coordinates will be collected at each measurement location utilizing Juniper Geode GNS2 Multi-GNSS Submeter GPS Receiver as displayed in Figure 1 above. Figure 3 displays the Cath-Tech GPS Synchronized Current Interrupter as well as CorrReader Test Station Reader.

CURRENT MEASUREMENTS
¾ APPLICABLE INDUSTRY STANDARDS/TEST METHODS: NACE SP0169, NACE CP 3 MANUAL –SECTION 5

TECHNICAL APPROACH &TECHNOLOGY
Anode Current Output Testing
Ucorr utilizes both direct and indirect methods for measuring anode current outputs. Ucorr collects direct anode current outputs utilizing shunts installed within the anode circuit and measuring the voltage drop across the shunt of known resistance. With this information, Ucorr can accurately calculate anode current outputs. Ucorr utilizes a calibrated Fluke Digital Multimeter for measuring shunt voltages to calculate anode current output. Ucorr also utilizes a General Technologies CM100 AC/DC Clamp Meter for indirect current measurements when shunts are not available or when shunts cannot be installed into the anode circuits, such as in the case of direct-connect anodes.

Figure 4 displays typical anode current output measurements via the direct method (left) and indirect method (right).

Inductive Ammeter Precision DC Current Testing
Inductive Ammeter DC Current testing is useful for precisely measuring DC current magnitude and flow direction at any location on large-diameter conductors (pipelines). Figure 5 displays the Swain Inductive Ammeter utilized for DC current testing.

Figure 5 – Swain Inductive Ammeter Current Measurement System The Swain inductive ammeter is portable and can be utilized at any location along exposed pipelines or other facilities. Test leads, risers, or any other electrical access is not required to collect DC current data utilizing the Swain technology. It can accurately and efficiently pinpoint DC stray current pickup/discharge locations as well as measure the magnitude of CP current at any location on a protected structure. Another benefit of inductive ammeter testing is that it can measure current magnitude/direction on pipelines as small as ¾” an as large as 100” in diameter.

Additionally, inductive ammeter testing utilized the swain meter can be utilized by determining the effectiveness of isolation device on small to large diameter pipelines. Swain inductive ammeters can also be utilized to perform precision resistance measurements by circulating current.

ELECTRICAL CONTINUITY AND STRAY CURRENT TESTING (TROUBLESHOOTING) ¾ APPLICABLE INDUSTRY STANDARDS/TEST METHODS: NACE TM0497

TECHNICAL APPROACH &TECHNOLOGY
Current Interruption Method
If electrical discontinuities are discovered during Phase 1 of the annual survey, Ucorr will utilize the following method to locate electrical discontinuities during future phases of the project, based on the City’s request. Ucorr utilizes the Current Interruption Method to quickly and effectively confirm the electrical continuity of the subject structures.

This method is conducted by applying an interrupted current with a known “on”/“off” cycle time to the subject pipeline. Voltage measurements are then collected along the subject pipeline at available test stations or other test points to confirm the same “on”/“off” time signature. If the same time signature is observed by means of voltage measurements, Ucorr can conclude the span of pipeline/structure between the current injection point and measurement location are electrically continuous. It should be noted that this method cannot precisely locate electrical discontinuities, but can quickly and accurately locate electrically continuous/discontinuous spans.

Additional testing, for example by the Circulating Current Method, is required for precise electrical discontinuity locating.

This method can also help to identify locations that may have stray current interference. Potential readings that are out of the expected range or significantly different from historical data could be signs of stray current interference.

SCOPE OF WORK
www.ucorr.net Universal Corrosion Services, LLC Page 10 Potentials and “on”/”off” time signatures can be analyzed to determine if stray current is present or if the CP system is not working as intended.

Pipeline Current Mapping (PCM) Method
Where required Ucorr can also utilize the pipeline current mapping method utilizing a Vivax Metrotech vLocDM2 Pipeline Defect Mapper equipped with a Juniper Submeter GPS Receiver to pinpoint electrical discontinuities.

Additionally, pipeline current mapping surveys are utilized to pinpoint current pick up/drop off locations where stray current is suspected or high voltage attenuation is observed. Figure 6 displays the Defect Mapper System utilized by Ucorr.

ISOLATION DEVICE TESTING
¾ APPLICABLE INDUSTRY STANDARDS/TEST METHODS: NACE SP0286

TECHNICAL APPROACH &TECHNOLOGY
Voltage Measurements
NACE Standard SP0286 describes the need for electrical isolation, methods of electrical isolation, comparison of devices available for pipeline isolation, and equipment specification and installation, as well as field testing and maintenance. One common method utilized by Ucorr for assessing the effectiveness of an above-ground or buried electrical insulating device is by measuring pipe-to-soil potentials on each side of the insulating device or by measuring the IR drop across the insulator. If a significant potential difference is seen across the insulator, it can be considered functional. In some cases, it is not apparent if the insulating device is functioning properly based simply on potential differences. Ucorr can also determine the functionality of the insulating device by interrupting the CP current on one side of the insulator and measuring the “on” and “instant-off” potentials on both sides of the device.

If CP is not installed on either side of the device, Ucorr can inject an interrupted DC voltage onto one side of the device and measured “on” and “instant-off” potentials on each side of the insulator. If potential shifts are only seen on the interrupted side of the insulator or if the magnitude of the potential measurements or potential shifts on each side of the insulator are significantly different, it can be deemed to be functioning properly.

High Frequency Method
Ucorr utilizes a MC Miller Gas Electronics Model 601 Insulation Checker to test above ground pipeline insulators very quickly and accurately. This device employs a radio frequency to determine if there are electrical shorts. One major benefit of this technology is that Ucorr can distinguish between a short within an insulating device or a short caused by interconnected piping. Additionally, Ucorr can determine if a bolt, is causing an electrical short or if there is a

SCOPE OF WORK
www.ucorr.net Universal Corrosion Services, LLC Page 11 short through the flange/gasket interface. By being able to precisely indicate the cause of the short, Ucorr can save the City time and money when performing repairs on insulating devices. Figure 7 displays Ucorr’s Gas Electronics Model 601 Insulation Checker.

ALTERNATING/DIRECT STRAY CURRENT (INTERFERENCE) TESTING ¾ APPLICABLE INDUSTRY STANDARDS/TEST METHODS: NACE SP0177, CP 3 MANUAL –SECTION 3

TECHNICAL APPROACH/PLAN &TECHNOLOGY
AC Interference Testing
All possible AC interference scenarios will be evaluated and tested using appropriate NACE/AMPP-approved potential measurement methods by Ucorr’s trained personnel. AC potential measurements will be measured at all test stations, risers, casings, etc. concurrently with DC potentials utilizing a CorrReader Test Station Reader to identify possible AC interference issues.

DC Interference Testing
Static DC interference is often caused by neighboring foreign cathodic protection systems. A thorough review of all collected DC potential data in the vicinity of known foreign CP system facilities will be conducted to identify potential DC interference sources and locations. If DC interference sources are identified, Ucorr will utilize a CorTalk uDL1 potential data loggers which logs AC and DC potential changes over time to study/monitor DC static interference.

Figure 8 displays a typical CorTalk uDL1 data loggers installation.

Figure 8 – Typical CorrTalk uDL1 Micro Data Logger Installation

SCOPE OF WORK
www.ucorr.net Universal Corrosion Services, LLC Page 12 Interference studies can also be conducted in conjunction with neighboring foreign CP system owners to determine the exact sources of interfering current, interfering current pickup and discharge locations, and the measures that need to be taken to mitigate static interferences issues. Pipeline current mapping utilizing the Metrotech vLocDM2 defect mapper system will also be utilized to locate current pickup and discharge locations.

In order to evaluate and test dynamic interference produced by AC/DC transit systems or other high voltage DC systems (e.g. welding equipment or high voltage DC transmission systems) that are variable in loading nature, Ucorr performs and records structure-to-soil AC/DC potential measurements in affected crossings versus time utilizing data loggers based on NACE/AMPP practices.
