RESOLUTION NO. 23-61
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN CLEMENTE, CALIFORNIA, AMENDING MASTER TRAFFIC RESOLUTION NO. 1846, ESTABLISHING ‘NO PARKING AREAS’ AND ‘RESTRICTED PARKING AREAS’ ON EL CAMINO REAL AND AVENIDA SAN LUIS REY, AND FINDING THE PROJECT CATEGORICALLY EXEMPT FROM THE CALIFORNIA ENVIRONMENTAL QUALITY ACT (CEQA) UNDER CLASS 1 (EXISTING FACILITIES, 14 CCR SECTION 15301) OF THE STATE CEQA GUIDELINES WHEREAS, the City has received complaints related to parking conditions on South El Camino Real and Avenida San Luis Rey; and WHEREAS, the City has reviewed the parking locations and the City desires to improve safety and traffic conditions in the area; and WHEREAS, the City of San Clemente Planning Commission (“Planning Commission”), at its regular meeting of June 7, 2023, made a recommendation to the City of San Clemente City Council (“City Council”) to approve the parking modifications at the locations listed below; and WHEREAS, the City Council has considered the recommendation by the Planning Commission, the information provided by City staff and any information provided by the public at or before the June 20, 2023 City Council meeting, and City Council now wishes to implement the recommended parking modifications.
NOW, THEREFORE, the City Council of the City of San Clemente does hereby resolve as follows:
Section 1. That the above recitals are true and correct.
Section 2. That the project is categorically exempt from the California Environmental Quality Act (CEQA) under Class 1 (Existing Facilities, 14 CCR section 15301) of the State CEQA Guidelines because it consists of minor alteration of existing public structures, facilities or topographical features, involving negligible or no expansion of existing or former use and there is no possibility of a direct or foreseeably indirect effect on the environment.
Section 3. That the Master Traffic Resolution No. 1846, Section 23, entitled “No Parking Areas”, is hereby amended by modifying subsection 23.e-54 to read as follows:
23.e-54 El Camino Real, South, east side, from the southeast curb return at its intersection with Avenida San Luis Rey, in a southerly direction for a distance of 50 feet.
Section 4. That the Master Traffic Resolution No. 1846, Section 23, entitled “No Parking Areas”, is hereby amended by adding subsection:
23.s-7a San Luis Rey, Avenida, north side, from the beginning of the northeast curb return at Calle Del Comercio in a northerly direction of 40 feet.
Section 5. That the Master Traffic Resolution No. 1846, Section 28, entitled “Restricted Parking Areas”, is hereby amended by modifying subsection 28.s-1a to read as follows:
28.s-1a San Luis Rey, Avenida, on the south side, between South El Camino Real easterly to the alley, parking shall be limited to 20 minutes between the hours of 9:00 a.m. and 7:00 p.m.
Section 6. That the Master Traffic Resolution No. 1846, Section 28, entitled “Restricted Parking Areas”, is hereby amended by adding subsection:
28.e-5 El Camino Real, South, east side, from a point 50 feet south of the southeast Avenida San Luis Rey curb return for a distance of 60 feet southerly, parking shall be limited to 20 minutes between the hours of 9:00 a.m. and 7:00 p.m.
Section 7. The City Clerk shall certify to the passage and adoption of this resolution and enter it into the book of original resolutions.
