Minutes of the Zoning Administrator Regular Meeting June 22, 2023 Page 2 Associate Planner Laura Coury summarized her staff report.
Having no questions for staff, ZA Gallardo-Daly asked Daniel Zanicoski, applicant if he had anything to add to staff’s presentation, and Mr.
Zanicoski stated that he nothing to add and complemented staff on their report.
Having no further questions, ZA Gallardo-Daly opened the public hearing.
Bobby Carey, resident and customer of J’Adore expressed her support of the proposed offering of beer and wine.
There being no further public comments, ZA Gallardo-Daly closed the public hearing.
ZA Gallardo-Daly stated that she is familiar with the establishment and that findings for the proposed Minor Conditional Use Permit can be made in that the beer and wine service is ancillary to the proposed restaurant use, which is existing and has been operating since 2019.
The proposed request doesn’t intensify the parking in that no additional parking is needed and no additional seating is required for the proposed use. The request was to have alcohol service until 8:00 p.m., however, the business may extend their hours to 9:00 p.m. in the future.
Therefore, the permit conditions will be adjusted to allow for beer and wine sales until 9:00 p.m. to allow for that likely shift in operating hours.
Based on the information in the staff report and subject to the required Findings and Conditions of Approval, ZA Gallardo-Daly determined the project Categorically Exempt from the California Environmental Quality Act (CEQA) Under Section 15301 of the CEQA Guidelines (14 CCR § 15301, Class 1: Existing Facilities).
Action: The Zoning Administrator adopted Resolution ZA23-010, Minor Conditional Use Permit (MCUP) 22-427, J’Adore Café Beer and Wine, 165 Avenida Del Mar, Suite A – subject to the Conditions of Approval.
B. Minor Conditional Use Permit 23-001, Pet Clemente, 2727 Via Cascadita, Suite F

Assistant Planner Laura Coury introduced Zaki Ahmadi, applicant and owner, and summarized her staff report.
ZA Gallardo-Daly asked staff if the business will be conducted entirely indoors with no anticipated outdoor operations involved, which both the staff and applicant confirmed this to be correct.
ZA Gallardo-Daly asked the applicant if they would like to address the item, and Mr. Ahmadi said that all was included in the staff report.
Having no further questions, ZA Gallardo-Daly opened the public hearing. There being no public comments, ZA Gallardo-Daly closed the public hearing.
ZA Gallardo-Daly stated that the project would be a nice addition to the mixed-use center and that it appears there is sufficient parking available to accommodate the operations since it is a less intense use of parking.
ZA Gallardo-Daly added that the project is conditioned to obtain a kennel permit from the Coastal Animal Services authority prior to opening the business and that this use does require the approval of a Minor Conditional Use Permit of which the findings can be made. ZA Gallardo-Daly determined the project Categorically Exempt from California Environmental Quality Act under Section 15301 of the CEQA Guidelines (14 CCR § 15301, Class 1e: Existing Facilities: Additions to existing structures).
Action: The Zoning Administrator adopted Resolution ZA23-011, Minor Conditional Use Permit – PetClemente Pet Grooming, 2727 Via Cascadita, Unit F - subject to the Conditions of Approval.
