RESOLUTION NO. 23-69
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN CLEMENTE, CALIFORNIA, DELEGATING BANKING AND CUSTODIAL AUTHORITY WHEREAS, on December 20, 2011, in connection with banking and custodial services being transferred to Bank of the West, the City Council adopted Resolution No. 11-62, designating the Mayor, City Manager and City Treasurer as duly elected or appointed, acting and qualified representatives of the organization to approve and authorize banking and custodial documents; and WHEREAS, on December 21, 2022, the City of San Clemente, California, adopted an Investment Policy which delegated in Section 4.4 certain investment authority to the City Treasurer of the City of San Clemente pursuant to California Government Code section 53607; and WHEREAS, pursuant to Government Code section 53607, the City of San Clemente may annually renew and delegate investment authority for a period of one year to the City Treasurer, who shall assume full responsibility for investment transactions until the delegation of authority is revoked or expires; and WHEREAS, the delegation of investment authority to the City Treasurer on December 21, 2022 remains in effect; and WHEREAS, the City of San Clemente maintains several bank accounts in order to transact business and must have officials authorized to sign for, open and maintain such accounts on behalf of the City of San Clemente.
NOW, THEREFORE, the City Council of the City of San Clemente does hereby resolve as follows:
Section 1. The following City officials or their successors in office shall be authorized signatories to sign for, open and maintain banking accounts on behalf of the City of San Clemente:
Mayor Chris Duncan
City Manager Andy Hall
City Treasurer Charlie Smith
Section 2. This authority includes the approval to authorize banking services to be used for City operations.
Section 3. This resolution supersedes Resolution No. 11-62, which is hereby revoked.
Section 4. The City Clerk shall certify to the passage and adoption of this resolution and enter it into the book of original resolutions.
