Ana M. Lasso, Director
Department of General Services
707 Third Street
West Sacramento, CA 95605
Dear Director Lasso,
The San Clemente City Council respectfully requests that the Fairview Developmental Center be considered for the provision of supportive services together with both temporary and semi-permanent housing for unsheltered persons throughout Orange County. The Center provides a unique opportunity of an existing governmental structure that could be efficiently remodeled to address one of the most critical issues facing the County at the current time.

The Fairview Developmental Center has been closed for several years in the fulfillment of a closure plan initiated by the State in 2016. The land continues to be owned by the State and it has been identified as a location for a California Office of Emergency Services facility with the remaining land (approximately 90 acres) sold for development purposes. The development of the property should be restricted to the provision of temporary and permanent supportive housing for those facing the challenge of homelessness.

Addressing homelessness benefits the County as a whole. Allowing almost 100 acres of State-owned property to be used to benefit a single community in the County that can be used to satisfy their Regional Housing Needs Assessment (RHNA) allocation is very unequitable to the other communities in the County. At the very least, development of the site should reduce the RHNA allocation of each City in the County.

Thank you for your consideration in matter.

Sincerely,
Chris Duncan
