RESOLUTION NO. 23-81
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN CLEMENTE, CALIFORNIA, AWARDING A CONSTRUCTION CONTRACT TO APPLIED RESTORATION, INC. FOR THE MONTALVO AND RIVIERA PEDESTRIAN BRIDGES COATING REPLACEMENT PROJECT, CIP PROJECT NO. 23802, AND AUTHORIZING THE CITY MANAGER TO EXECUTE THE CONTRACT IN AN AMOUNT NOT TO EXCEED $444,443 WHEREAS, on December 3, 2021, Michael Baker International, Inc., structural engineering consultant, conducted a bridge inspection for both Montalvo and Riviera pedestrian bridges; and WHEREAS, the existing coating on these bridges has reached the end of its service life and will continue to corrode without any corrective action and the proposed treatment and coating will extend the service life of the bridges for approximately 50 years; and WHEREAS, based on the consultant’s recommendations as to the scope of work needed, the City conducted formal competitive bidding for the Montalvo and Riviera Pedestrian Bridges Coating Replacement Project, CIP Project No. 23802 (Project); and WHEREAS, on July 27, 2023, the City received six bids ranging from $380,433 to $779,600 for the Project; and WHEREAS, the lowest responsive and responsible bidder was Applied Restoration, Inc. of El Cajon, California, in the amount of $386,933, based on the low base bid and the alternate bid item.
NOW, THEREFORE, the City Council of the City of San Clemente does hereby resolve as follows:
SECTION 1. That the above recitations are true and correct and incorporated herein.
SECTION 2. That the Construction Contract for the Montalvo and Riviera Pedestrian Bridges Coating Replacement Project, Project No. 23802, is awarded to Applied Restoration, Inc.
SECTION 3. That the City Manager is authorized and directed to execute a construction contract for the Montalvo and Riviera Pedestrian Bridges Coating Replacement Project, CIP Project No. 23802 with Applied Restoration, Inc. in an amount not to exceed $386,933, plus a 15% project contingency of $57,510, for a total not to exceed contract amount of $444,443, in a form substantially similar to that presented to City Council on August 15, 2023.
SECTION 4. That the City Clerk shall certify to the passage and adoption of this resolution and enter it into the book of original resolutions.
