9. Please describe your views on opportunities, if any, to preserve and enhance the City's coastal water resources.

I applaud the City's Maintenance Department for doing more than 2 sand pushes into dunes this year. That action has helped hold on to our sand in badly needed places. Bravo! I also applaud those, with the support of the City Council, who worked hard to apply for grants to study our fragile beaches and severely rutted bluffs and eroded beaches and are continuing to work conducting and analyzing these studies in order to report to the grant provider and to the City Council what can be done to ameliorate the damage done and how to do it. The North Beach Report by City Manager Andy Hall was quite helpful and while recognizing the negative, focused on the positive image North Beach could give this entry to our City. This effort alone could provide an economic stimulus to investors and to our City. Other beach areas could also draw visitors who would love to watch a Volleyball Tournament, or a Swim/Run/Mud Crawl Race or Bike/Swim Race & again be a beacon for economic stimulus to Locals /Sponsors (T-Shirts, Awards, Prizes). COAST CLEAN-UPS!

10. Please use the space below to exp la in any other factors about yourself that you would like for the Councilmembers to consider as they review your application.

I have always been a service minded person, when I make a commitment, I honor it. I think our beaches and our parks need constant care and love. I put a lot of work in the City and applaud the thousands of others who do the same. Go San Clemente! Thank you City Councll Members! 9 CITY OF SAN CLEMENTE

4. Please explain why you would like to serve on the Coastal Advisory Committee.

San Clemente's beaches are essential to its identity and character. Due primarily to inland activities causing sediment deprivation to our coastal waters. our City's beaches are under imminent threat of loss. I believe the City is fully cognizant of this threat as demonstrated by the City Council's prudent decision to establish the position of Coastal Administrator and the reestablishment of the Coastal Advisory Commission. It is my desire to contribute my time and talents to assisting the City in addressing this pressing issue.

We need to pursue all available funding and replenishment opportunities to preserve and maintain our City's beaches.

Additionally. we need to work to make policymakers and the public aware of the causes of beach sand loss and advocate for thoughtful solutions that recognize the essential recreational and economic benefits our beaches provide

4. Please explain why you would like to serve on the Coastal Advisory Committee.

Its important for me to serve on the Coastal Advisory Committee because I can make significant contributions in ensuring: 1. sand replenishment efforts are fu lly funded and regularly scheduled; and, 2. Our ocean water quality stays safe to swim for generations to come.

5. Please explain how your background and experience would contribute to the Coastal Advisory Committee.

As Cofounder of an infectious disease practice in Orange County specializing in treating patients with infections caused by bacteria and viruses, I know first hand the importance of beach water quality monitoring and strong pollution prevention. After hours of research on companies capable of sand replinishment, I am now in contact with different companies to find a more affordable sand replinishment program than what we are paying for now, and, a sand replinishment program that does not happen in the middle of winter when the biggest storms of the year are here to easily displace new sand. Lastly, I've been lobbying our State Assemblywoman, State Senator, and Chairman of Orange County Board of Supervisors, for more funding to protecting our coast. My relationship with these elected officials will be leveraged to benefit all San Clemente residents and businesses.

I am a member of the San Clemente Beaches, Parks and Recreation Commission. I am Founder and Executive Director of Together As One, a San Clemente non-profit organization for kids with autism. Our non-profit is built around bridging the gap between the ocean and kids with autism by providing free community beach days and surf lessons to these children. I am a volunteer with San Clemente Boardriders Club, Surfrider Foundation, Urban Surf 4 Kids, Mauli Ola Foundation, and Surfer's Healing, all Orange County non-profits revolved around the beach. I have supported and will continue to support Pier Pride, Casa Romantica, San Clemente Historical Society and Chabad of San Clemente.

A former candidate for San Clemente City Council, I'm dedicated to serving this wonderful city.

8. The Coastal Advisory Committee will meet on a regular basis in the evening. The exact schedule will be set when the Committee holds its first meeting. Please explain any challenges you may have in meeting this commitment.

I am able to fully commit to participating in person at all scheduled Coastal Advisory Committee meetings.

9. Please describe your views on opportunities, if any, to preserve and enhance the City's coastal water resources.

Congresswoman Michelle Steel has secured over $15 million for beach erosion in her district but why can't our . congressman secure any funding for us? There is opportunity for federal funding and there already is funding available from the State that we can tap into. I support limited and fair fees levied on tourists, businesses and homeowners as long as these fees are nominal and go directly to address water quality and sand replinishment. Lastly, there are numerous grant opportunities availble and I believe the City should dedicate a part-time position to finding and applying for these grants.

10. Please use the space below to explain any other factors about yourself that you would like for the Councilmembers to consider as they review your application.

I originally applied for the Beaches, Parks and Recreation Commission to focus on water quality and sand replinishment and I would greatly appreciate the opportunity to serve on the Coastal Advisory Committee to make a positive impact on these efforts.

9. Please describe your views on opportunities, if any, to preserve and enhance the City's coastal water resources .

The city is already on the right path to saving our beaches. We need to continue pursuing grants for the next round of sand that will be need 6 years from the replenishment in Oct/Nov 2023. We need to work with the experts in this area on natural methods of anchoring our sand once it is poured by the Army Corp of Engineers. Research the efforts dredging/barge method that Council Member Knoblock mentioned in past council meetings. Tap into the expertise of professionals like Dr. Susie Whitelaw, get with neighboring cities like Hunnington Beach and learn what they done and what have they learn from their experience to prevent us from repeating the same failures. The bottom line, I love our city and the beach is what makes it so wonderful to live and visit. I want to be a part of the effort to preserve this gem. 1 O. Please use the space below to explain any other factors about yourself that you would like for the Councilmembers to consider as they review your application.

4. Please explain why you would like to se rve on the Coastal Advisory Committee.

I love beaches in general and San Clemente's beaches in particular. Over the last eight years, I've watched as our south end beaches narrowed, lowered, and eventually disappeared. We have lost massive amounts of sand. The upcoming Federal Project will go a long way towards helping our beaches recover, but I believe that North Beach, State Beach, and the south end beaches will require additional sand supplies.

I began speaking to the City and other agencies about this issue, and then in 2021 , a group of concern citizens launched Save Our Beaches San Clemente, dedicated to helping restore our coastal environment.

I would like to serve on the GAG to better coordinate the efforts between the City and SOBs, and to help advocate with outside entities for additional resources to preserve our natural environment.

5. Please explain how your background and experience would contribute to the Coastal Advisory Committee.

I enjoy working collaboratively with like-minded persons to achieve common goals. I've worked hard in my life to achieve skills and knowledge, and in my retirement I want to use that skill set to help my community thrive.

Restoring our beaches requires logistical, technical, and political knowledge, and I have worked hard over the last few years to understand these issues.

I have a PhD in geological sciences from Univ. Southern California, where my research focused on marine sediment dynamics, and I served as Chief Scientist aboard their Research Vessel for 7 years. After that, I worked for 7 years in environmental remediation and restoration, including large-scale international wetlands restoration projects.

6. What is your educational background?
High School/Colleges Attended Major Field of Study Deg re e? Tyler Legacy High School, Tyler TX general education diploma Southern Methodist University geology I English BS/ BA
University of Southern California geological sciences MS/ PhD 16 7. Please explain any experience that you have had in community, governmental, charitable or educational affairs.

Raising my children in Fullerton CA, I was a Board Member (Secretary, Treasurer) of the PTA in both their elementary ti and served as Science Education advisor to the school district. I was a tenured Professor of Earth Sciences at El Camiij for ten years, teaching oceanography and geology, and wrote their Oceanography Laboratory Manual.

I also taught earth sciences at Cal State Fullerton, and Mt. San Antonio College, and English Composition at USC.

For the last year, I have been working closely with the City of San Clemente staff and Councilmembers as part of the informal "Beach Coordination Committee" to collaborate on how the City should best proceed with preserving its beachQ It has been very illuminating to understand the City's process in undertaking these projects, and I have gained a great deal of knowledge about the different departments and responsibilities of our local government.

Additionally, I have established relationships with staff from Coastal Commission, OCTA, SCAG, OC, USACE, and politicians including Laurie Davies and Katrina Foley, to advocate for preservation of our beaches.

8. The Coastal Advisory Committee will meet on a regular basis in the evening. The exact schedule will be set when the Comm ittee holds its first meeting. Please explain any challenges you may have in meeting this commitment.

I don't anticipate any difficulty, as long as its regularly-scheduled

9. Please describe your views on opportunities, if any, to preserve and enhance the City's coastal water resources.

In 2019, the water at San Clemente Pier was ranked #1 worst in the State. The City acted decisively, determining two sources: avian and sewage, and deployed methods to solve both issues. Poche Beach still has poor water quality, and I understand that Public Works is evaluating further measures to resolve that issue.

I spent seven years as Senior Environmental consultant for a major environmental firm in Southern California, focusing on cleaning up contamination in our soil, groundwater, and surface water. Through that work, I have a very deep under .. of the sources of contamination, sampling and testing methods, and water quality standards (and their meaning).

I also worked as an independent consultant for Southern California Edison at their SONGS facility, so I have some understanding of their processes, particularly their marine outfalls-- which hopefully never becomes a water quality issue for San Clemente.

10. Please use the space below to explain any other factors about you rself that you would like for the Councilmembers to consider as they review your application.

I look forward to the opportunity to work with City staff, Councilmembers, and others on the CAC to make our City even better than it already is.
