RESOLUTION NO. 23-90
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN CLEMENTE, CALIFORNIA, AWARDING A CONTRACT TO WESTAMERICA COMMUNICATIONS, INC. FOR PRINTING SERVICES FOR THE CITY MAGAZINE AND AUTHORIZING THE CITY MANAGER TO ENTER INTO A TWO-YEAR AGREEMENT IN AN AMOUNT NOT TO EXCEED $120,304 PER YEAR WHEREAS, the City seeks to promote its recreation programming and events to its residents and visitors through the quarterly magazine, San Clemente Magazine; and WHEREAS, the San Clemente Magazine is published and produced quarterly by the Beaches, Parks & Recreation Department and distributed to all residences within the City boundary; and WHEREAS, the City issued a request for proposals and on June 5, 2023, the City received four bids ranging from $68,876 to $392,505 for professional printing services of the San Clemente Magazine; and WHEREAS, WestAmerica Communications, Inc.’s proposal with a base bid amount of $114,576 will best serve the City’s needs based on the production quality of the printing services, in-house mailing services, and costs. WestAmerica Communications, Inc. is the most qualified to perform the professional services required by the City and its prices are fair and reasonable.
NOW, THEREFORE, the City Council of the City of San Clemente does hereby resolve as follows:
Section 1. That the above recitations are true and correct and incorporated herein.
Section 2. That Bid BPR-05-2023 for the contract for professional printing services for the City’s quarterly magazine is awarded to WestAmerica Communications, Inc.
Section 3. That the City Manager is authorized and directed to execute a two-year professional services agreement with WestAmerica Communications for the printing of the San Clemente Magazine, in an amount not to exceed $114,576 annually, with a contingency of five-percent (5%) in an amount of $5,728 annually, for a total annual not to exceed amount of $120, 304 in a form substantially similar to that presented to City Council on August 15, 2023.
Section 4. The City Clerk shall certify to the passage and adoption of this resolution and enter it into the book of original resolutions.
