RESOLUTION NO. 23-108
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN CLEMENTE, CALIFORNIA, AWARDING A CONSTRUCTION CONTRACT TO GCI CONSTRUCTION, INC. FOR THE CORONADO LANE/AVENIDA VICTORIA STORM DRAIN IMPROVEMENTS, CIP PROJECT NO. 26001; AUTHORIZING THE CITY MANAGER TO EXECUTE THE AGREEMENT IN AN AMOUNT NOT TO EXCEED $95,800; AND APPROVING A SUPPLEMENTAL APPROPRIATION WHEREAS, the existing storm drain system at the intersection of Coronado Lane and Avenida Victoria is dysfunctional and beyond repair; and WHEREAS, initially, the intention was to perform minimal maintenance work to repair and rehabilitate this storm drain, however, upon further evaluation and research, a full replacement is needed due to both its deficiency and the high-volume of pedestrian traffic over the adjacent cross gutter which is currently carrying the nuisance water flow; and WHEREAS, Staff prepared a bid package to repair and rehabilitate this storm drain and advertised it for competitive bidding on Planet Bids; and WHEREAS, staff determined that the work was categorically exempt from the California Environmental Quality Act (CEQA) under Class 2 of the State CEQA Guidelines, Section 15302 – Replacement of Existing Facilities and a notice of exemption was filed with the County of Orange Recorder’s Office on August 14, 2023 for this project; and WHEREAS, on September 12, 2023, staff received two responsive bids with bid amounts between $95,800 and $98,300 with the lowest bid of $95,800 being from a local bidder, GCI Construction, Inc., of San Clemente, California, to repair and rehabilitate the aforementioned storm drain.

NOW, THEREFORE, the City Council of the City of San Clemente does hereby find, determine and resolve as follows:

SECTION 1. That the above recitations are true and correct and incorporated herein.
