RESOLUTION NO. 23-112
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SAN CLEMENTE, CALIFORNIA, AWARDING A
CONSTRUCTION CONTRACT TO A&D SIGNS CORP DBA
AMERICA’S INSTANT SIGNS FOR THE PARK
MONUMENT SIGN REPLACEMENT PROGRAM (AUGUST
2023), CIP PROJECT NO. 29103; AND AUTHORIZING THE
CITY MANAGER TO EXECUTE THE AGREEMENT IN AN
AMOUNT NOT TO EXCEED $62,790
WHEREAS, on February 16, 2010, the City Council adopted Resolution No. 10- 11, which approved the conceptual Master Wayfinding Sign Program; and WHEREAS, on March 16, 2021, the City Council received and filed a plan design for park monument sign replacements, being consistent with the City’s Wayfinding Sign Program; and
WHEREAS, Staff and an engineering consultant prepared a bid package to replace the wooden park monument signs at Max Berg Plaza and Marblehead Parks; and WHEREAS, staff determined that the work was categorically exempt from the California Environmental Quality Act (CEQA) under Class 2 of the State CEQA Guidelines, Section 15302 – Replacement of Existing Facilities and a notice of exemption was filed with the County of Orange Recorder’s Office on June 10, 2021 for this project; and
WHEREAS, on August 31, 2023, staff received seven responsive bids with bid amounts ranging between $62,790 and $169,800 with the lowest bid of $62,790 being from A&D Signs Corp dba America’s Instant Signs of Anaheim, California, to replace the aforementioned park monument signs.
NOW, THEREFORE, the City Council of the City of San Clemente does hereby find, determine and resolve as follows:
SECTION 1. That the above recitations are true and correct and incorporated herein.
SECTION 2. That the construction contract for the Park Monument Sign Replacement Program (August 2023), CIP Project No. 29103, is hereby awarded to A&D Signs Corp dba America’s Instant Signs as the lowest responsive and responsible bidder.
SECTION 3. That the City Manager is authorized and directed to execute a construction contract with A&D Signs Corp dba America’s Instant Signs in an amount not to exceed $62,790 for CIP Project No. 29103 in a form substantially as presented to City Council on October 3, 2023.
SECTION 4. That a 10% project contingency of $6,300 for CIP Project No. 29103 Resolution No. 23-112 Page 2

is hereby approved.
SECTION 5. That the City Clerk shall certify to the passage and adoption of this resolution and enter it into the book of original resolutions.
