RESOLUTION NO. 23-115
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN CLEMENTE, CALIFORNIA, APPROVING AND ADOPTING THE 2022-2023 CONSOLIDATED ANNUAL PERFORMANCE EVALUATION REPORT (CAPER) FOR SUBMITTAL TO THE U. S. DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT WHEREAS, the City received $297,860 in Community Development Block Grant (CDBG) funds in Fiscal Year 2022-23 from the U.S. Department of Housing and Urban Development (HUD). In addition, the City received $133,597 in prior year uncommitted funds and $28,922 in program income (i.e., housing rehabilitation loan repayments). Additionally, in 2020, the City received $654,596 in Community Development Block Grant-Coronavirus (CDBG-CV) funds. These funds were authorized under the CARES Act of 2020; and WHEREAS, to continue receiving CDBG funds, the City Council must approve the Consolidated Annual Performance Report (CAPER), which summarizes program expenditures and accomplishments for Fiscal Year 2022-23; and WHEREAS, the City must submit the CAPER to HUD within 90 days after the end of the fiscal year; and WHEREAS, the required 15-day notice period to allow the public to submit comments in writing on the CAPER was provided and residents were also given the opportunity to provide comments at the October 3, 2023 City Council meeting; and WHEREAS, the City Council considered any and all comments submitted by the public on the CAPER.
NOW, THEREFORE, the City Council of the City of San Clemente does hereby resolve as follows:
Section 1. That the above recitations are true and correct and incorporated herein.
Section 2. That the 2022-23 Consolidated Annual Performance Evaluation Report (CAPER) is adopted and approved as submitted to City Council on October 3, 2023.
Section 3. That staff is authorized and directed to submit the 2022-23 Consolidated Annual Performance Evaluation Report (CAPER) to the U.S. Department of Housing and Urban Development.
Section 4. The City Clerk shall certify to the passage and adoption of this resolution and enter it into the book of original resolutions.
