RESOLUTION NO. 23-152
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN CLEMENTE, CALIFORNIA, AUTHORIZING THE REPLACEMENT OF THE ELECTRONIC SCOREBOARD AT THE SAN CLEMENTE AQUATICS CENTER AND ACCEPTING A DONATION FROM THE SAN CLEMENTE AQUATICS TEAM TO FUND THE REPLACEMENT, AND FINDING THE PROJECT CATEGORICALLY EXEMPT FROM FROM THE CALIFORNIA ENVIRONMENTAL QUALITY ACT UNDER 14 CCR SECTION 15302 (CLASS 2: REPLACEMENT OR RECONSTRUCTION) OF THE STATE CEQA GUIDELINES WHEREAS, the San Clemente Aquatics Center (“Aquatics Center”) opened in February 2012 and included a scoreboard intended to be utilized during swim meets and competititions; and WHEREAS, the San Clemente Aquatics Team (“SCA”), a not-for-profit corporation and Senior Aquatics Partner, has committeed to providing the necessary funding for the full replacement of the scoreboard at the Aquatics Center; and WHEREAS, City Policy No. 204-5, entitled “Guidelines for the Acceptance of Donations, Sponorsorships, & Gifts”, requires all major donations be considered by the City Council prior to acceptance; and WHEREAS, the donation of a new scoreboard at the San Clemente Aquatics Center is deemed a facility enhancement and benefit to the users of the pool and in the public’s best interest.
NOW, THEREFORE, the City Council of the City of San Clemente does hereby resolve as follows:
Section 1. The City Council finds that the above recitations are true and correct and incorporates them herein.
Section 2. The Council authorizes the replacement of the existing scoreboard at the San Clemente Aquatics Center to replaced with a new digital panel scoreboard with an estimated cost of up to $90,000 for removal and replacement.
Section 3. To fund the cost of this facility amenity replacement/upgrade, the SCA has committed a donation of up to $90,000 towards the scoreboard replacement. The Council accepts this donation and authorizes an appropriation of these funds into the Facility Asset Replacement Account. Upon acceptance, the City will take full responsibility for the ongoing maintenance and repairs of the new equipment.
Section 4. The City Clerk shall certify to the passage and adoption of this resolution and enter it into the book of original resolutions.
