APPROVAL OF CONSTRUCTION CONTRACT FOR STREET IMPROVEMENT ON CALLE DEL CERRO, CIP PROJECT NO. 12306 WITH L.C.PAVING & SEALING, INC.
Fiscal Impact:
Yes. The estimated total project cost of $951,000 exceeds the approved budget amount of $870,000 from the street improvement fund (Account Number 042-848-45300-000-12306). A supplemental appropriation of $81,000 is needed from the undesignated Street Improvement Fund balance.
Summary:
Staff recommends approval of a construction contract with L.C. Paving & Sealing, Inc. in an amount not to exceed $792,396 for street improvement for Calle Del Cerro, Project No. 12306, and approval of a supplemental appropriation in the amount of $81,000 from the undesignated Street Improvement Fund balance.
Background:
The total approved project budget was $1,500,000. The first phase of the project included removing diseased/dead trees and replanting. Phase II of the project includes pavement rehabilitation and street improvements on Calle Del Cerro. This phase includes grinding and overlaying, asphalt removal and replacement, slurry sealing, replacing concrete curb and gutter and median curb, adjusting utility covers and installing signs and striping on Calle Del Cerro from Avenida Pico to Avenida La Pata. (See Location Map on Attachment 1).
Discussion:
Bids were opened on September 15, 2022; the results of which are presented on the attached Bidder’s Listing (Attachment 2). Bids ranged from $792,396 to $1,225,000.
Project cost summary is as follows:

Construction Design, Management & Inspection (approx. 10%) 79,240 Project Contingency (approx. 10%) 79,240
Estimated Total Project Cost (rounded up) $951,000
Plan and Policy Consistency:
The project is consistent with the following General Plan Goals and Policies:
· Urban Design- Maintenance Goal. Achieve a sustained level of maintenance and improvement of properties, buildings, landscaping and infrastructure that protects property values.

Encourages additional public and private investments and promotes San Clemente’s high quality of life.
· Policy UD-4.06. Maintenance of Infrastructure and Public Realm. As resources allow, we maintain and where appropriate, improve infrastructure and the public realm, including landscaping, sidewalks, signage, furniture and other streetscape elements.
The project is consistent with the FY 2022-23 Annual Budget and Capital Improvement Program (CIP) in that the project is an approved CIP project.
Council Strategy:
The project is consistent with Council Strategy 3 - Update and maintain infrastructure that reflects best available technology and service - in that the project will maintain City infrastructure.

STAFF RECOMMENDS THAT THE CITY COUNCIL:
1. Approve the plans and specification for Street Improvement for Calle Del Cerro, Project No. 12306.
2. Approve a supplemental appropriation in the amount of $81,000 from the Street Improvement Undesignated Fund balance to Account No. 042-848-45300-000-12306.
3. Approve, and authorize the Public Works Director/City Engineer to execute, Contract No. ___, by and between the City of San Clemente and L.C. Paving & Sealing, Inc., providing for Street Improvement for Calle Del Cerro, in the amount of $792,396.
