RESOLUTION NO. 23-154
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN CLEMENTE, CALIFORNIA, APPROVING THE CROSSWALK IMPROVEMENTS, AMENDING MASTER TRAFFIC RESOLUTION NO. 1846, ESTABLISHING ‘NO PARKING AREAS’ ON CAMINO CAPISTRANO, AND FINDING THE PROJECT CATEGORICALLY EXEMPT FROM THE CALIFORNIA ENVIRONMENTAL QUALITY ACT (CEQA) UNDER CLASS 1 (EXISTING FACILITIES, 14 CCR SECTION 15301) OF THE STATE CEQA GUIDELINES WHEREAS, the City has received resident requests for installation of marked crosswalk and traffic calming measures on Camino Capistrano; and WHEREAS, the City has performed a traffic study and field review of the proposed crosswalk location and the City desires to improve pedestrian safety and implement traffic calming measures in the area; and WHEREAS, the City of San Clemente Planning Commission (“Planning Commission”), at its regular meeting of November 8, 2023, made a recommendation to the City of San Clemente City Council (“City Council”) to approve the crosswalk at the western intersection of Camino Capistrano at Via Breve; and WHEREAS, the City Council has considered the recommendation by the Planning Commission, the information provided by City staff and any information provided by the public at or before the December 5, 2023 City Council meeting, and City Council now wishes to implement the parking prohibition, which is warranted and is in the public’s best interest.
NOW, THEREFORE, the City Council of the City of San Clemente does hereby find, determine and resolve as follows:
Section 1. That the above recitals are true and correct.
Section 2. That the project is categorically exempt from the California Environmental Quality Act (CEQA) under Class 1 (Existing Facilities, 14 CCR section 15301) of the State CEQA Guidelines because it consists of minor alteration of existing public structures, facilities or topographical features, involving negligible or no expansion of existing or former use and there is no possibility of a direct or foreseeably indirect effect on the environment.
Section 3. That the Master Traffic Resolution No. 1846, Section 23, entitled “No Parking Areas”, is hereby amended by modifying subsection 23.c-22 to read as follows:
23.c-22 Capistrano, Camino, north side, at the driveway for the apartments at 3018 Camino Capistrano, from the west side to a point sixty-two (62) feet westerly.
Section 4. The City Clerk shall certify to the passage and adoption of this resolution and enter it into the book of original resolutions.
