RESOLUTION NO. 24-28
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN CLEMENTE, CALIFORNIA, AUTHORIZING THE CITY MANAGER TO EXECUTE THE GRANT IMPLEMENTATION AGREEMENT WITH THE COUNTY OF ORANGE FOR THE SOUTH ORANGE COUNTY INTEGRATED REGIONAL WATER MANAGEMENT GRANT PROPOSITION 1 ROUND 2 GRANT FUNDING PROGRAM UNDER THE CALIFORNIA DEPARTMENT OF WATER RESOURCES, FOR THE RECYCLED WATER QUALITY IMPROVEMENT PROJECT, PROJECT NO.13203 WHEREAS, the City is in the process of designing and evaluating funding for the Recycled Water Quality Improvement Project (Project); and WHEREAS, the objectives of the Recycled Water Quality Improvement Project are to reduce the use of potable water for irrigation and other non-potable uses by supplying those demands with recycled water; and WHEREAS, the Integrated Regional Water Management (IRWM) Grant Program, which is administered by the Department of Water Resources (DWR), offers grant funding to IRWM groups for projects that support integrated regional water management planning and implementation and optimizing water supply; and WHEREAS, the City staff, in collaboration with the County of Orange, has submitted an application to the South Orange County Integrated Regional Water Management (IRWM) Grant Program and successfully received a grant allocation in the amount of $700,000 for construction of the Recycled Water Quality Improvement Project; and WHEREAS, the County will disburse the allocated State grant funds, in the amount of $700,000, to the City upon successful completion of the Recycled Water Quality Improvement Project (Project); and WHEREAS, the City of San Clemente has the legal authority and is authorized to enter into a Grant Implementation Agreement with the County of Orange.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SAN CLEMENTE HEREBY RESOLVES AS FOLLOWS:
SECTION 1. That the City of San Clemente City Manager, or his/her designee, is hereby authorized and directed to execute the Grant Implementation Agreement with the County of Orange to receive the South Orange County Integrated Regional Water Management (IRWM) Grant Proposition 1 Round 2 grant funding, in the amount of $700,000, for the Recycled Water Quality Improvement Project in a form substantially similar to that presented to the City Council on March 5, 2024 and any amendments thereto or other and further documents as may be necessary and proper to accomplish the grant funding for the Project.
SECTION 2. That the City of San Clemente City Manager, or his/her designee, is hereby authorized and directed to submit any required documents, invoices and reports and to take such other and further actions as are necessary and proper to obtain the grant funding for the Project.
SECTION 3. That the City of San Clemente City Manager, or his/her designee, is hereby authorized to accept and deposit the grant funding reimbursement (i.e., $700,000) into the Sewer Connection Fee Reserve Fund, Account No. 054-477-45300-000-13203.
SECTION 4. That the City Clerk shall certify to the passage and adoption of this resolution and enter it into the book of original resolutions PASSED AND ADOPTED this _____ day of March, 2024.
