RESOLUTION NO. 24-63
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN CLEMENTE, CALIFORNIA, TO NOT RENEW THE LEASE AGREEMENT WITH 24 CARROTS CATERING, LLC AT THE OLE HANSON BEACH CLUB AND DIRECTING STAFF TO INITIATE TRANSITIONING PROGRAMMING AND FACILITY OPERATIONS TO THE BEACHES, PARKS & RECREATION DEPARTMENT AT THE END OF THE LEASE TERM WHEREAS, the City Council of San Clemente is responsible for the management and oversight of municipal assets, including recreational facilities; and WHEREAS, the Beach Club, located at 105 W. Avenida Pico, has been operated by 24 Carrots Catering under a lease agreement that is set to expire on September 30, 2026; and WHEREAS, the City Council has thoroughly reviewed the current lease agreement and assessed the potential benefits of transitioning the facility operations; and WHEREAS, it is in the best interest of the community to transition the programming and operations of the Beach Club to the Beaches, Parks & Recreation Department to better serve the needs and interests of residents and visitors.
NOW, THEREFORE, the City Council of the City of San Clemente does hereby resolve as follows:
Section 1. The lease agreement (“Agreement”) between the City of San Clemente and 24 Carrots Catering for the operation of the Beach Club shall not be renewed upon its expiration on September 30, 2026.
Section 2. The Beaches, Parks & Recreation Department (“Department”) is directed to initiate the necessary steps to assume programming and facility operations of the Beach Club upon the conclusion of the lease term. The Department should further consider taking action ahead of the future adoption budget cycle of FY 2026-27 and is directed to return to the City Council to further consider any additional means necessary to effectuate the use and operation of the facility.
Section 3. The City Manager or their designee is authorized to take all actions necessary to effectuate the terms of this resolution, including but not limited to providing notice to 24 Carrots Catering regarding the non-renewal of the lease agreement and coordinating the transition of operations to the Beaches, Parks & Recreation Department.
Section 4. The City Clerk shall certify to the passage and adoption of this resolution and enter it into the book of original resolutions.
