A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF San clemente, CALIFORNIA, approving A professional services agreement for phase 1 of the sand compatibility and opportunistic use program, with coastal frontiers ..body
WHEREAS, coastal erosion is a very significant problem in the City of San Clemente that threatens the public beaches and coastal public access, key public facilities, existing structures, and critical public infrastructure; and WHEREAS, the City is actively developing a comprehensive, citywide coastal resiliency strategy using beach sand replenishment and sand retention as the primary means of restoring the sandy beach in the City; and WHEREAS, the City of San Clemente previously had a Sand Compatibility and Opportunistic Use Program (SCOUP) in place from 2005-2016 however all regulatory approvals have since lapsed; and WHEREAS, in February 2024, the City Council directed staff to take all steps necessary to re-establish a SCOUP program in the City; and WHEREAS, having a SCOUP program in place will be an important coastal resiliency tool to ensure the City is ready to take advantage of any and all opportunities to place opportunistically available beach quality sediments on the City’s beaches; and WHEREAS, SCOUP is consistent with Federal, Statewide, regional, and local shoreline management goals which recognize the importance of public beach restoration along the South Orange County shoreline as the preferred method of addressing the critical coastal erosion problems caused by an overall lack of sediment supply; and WHEREAS, in the absence of a SCOUP program, continued erosion and loss of the sandy beach is expected to occur; and WHEREAS, staff solicited proposals from experienced firms to provide technical expertise and support to assist the City in its efforts to re-establish SCOUP; and WHEREAS, Coastal Frontiers Corporation compiled a team of technical experts representing the most qualified technical professionals in the region and submitted a proposal for purposes of initiating the process of restarting SCOUP; and NOW THEREFORE, the City Council of the City of San Clemente, California, does hereby find, determine, and resolve as follows:
That the foregoing recitations are true, correct, and incorporated herein; That the City Council desires to re-establish SCOUP;
That Coastal Frontiers assembled a qualified team of experts able to assist the City in a technical capacity to support the City in re-establishing SCOUP in an expedited manner, was the only company that submitted a proposal, are qualified to perform the services and their price is fair and reasonable; That Coastal Frontiers Corporation is hereby awarded a professional services agreement to provide technical assistance to the City in support of the first phase in re-establishment of SCOUP in San Clemente; That the City Manager, or his designee, is authorized and directed to execute an agreement with Coastal Frontiers Corporation in an amount not to exceed $178,449 for Phase 1 and in a form substantially similar to that presented to the City Council on May 7, 2024; That City staff is authorized and directed to take such other and further actions as are necessary and proper to fulfill the purpose and intent of this resolution and proceed with the first phase in re-establishment of SCOUP of conducting an opportunities and constraints analysis to define the areas of the City where opportunistically available beach compatible sediment can or should be placed; and That the City Clerk shall certify the passage and adoption of this Resolution and enter it into the book of original resolutions.
